【摘要】：近年來(lái),中國(guó)積極參與經(jīng)濟(jì)全球化進(jìn)程,經(jīng)濟(jì)保持穩(wěn)定增長(zhǎng),經(jīng)濟(jì)總量已穩(wěn)居世界第二位,但隨著經(jīng)濟(jì)全球化的日益加深和國(guó)際戰(zhàn)略格局的加速演變,我國(guó)的安全面臨著越來(lái)越嚴(yán)峻的威脅,包括霸權(quán)主義遏制、周邊地區(qū)安全隱患、及近來(lái)南海問(wèn)題日趨復(fù)雜等各種政治、經(jīng)濟(jì)問(wèn)題。經(jīng)濟(jì)建設(shè)決定國(guó)防需求、國(guó)防供給；國(guó)防建設(shè)則反作用于經(jīng)濟(jì)。國(guó)防建設(shè)為經(jīng)濟(jì)建設(shè)提供安全穩(wěn)定的發(fā)展環(huán)境,所以統(tǒng)籌經(jīng)濟(jì)建設(shè)和國(guó)防建設(shè)、推動(dòng)軍民融合是社會(huì)主義建設(shè)過(guò)程中的重大課題,是建設(shè)社會(huì)主義事業(yè)的內(nèi)在要求。如何處理經(jīng)濟(jì)建設(shè)與國(guó)防現(xiàn)代化建設(shè)協(xié)調(diào)發(fā)展的關(guān)系,如何制定合理的國(guó)防費(fèi)規(guī)模、提高國(guó)防費(fèi)用效益最大化等課題的研究變便成為國(guó)防經(jīng)濟(jì)學(xué)需要承擔(dān)的重要方向,具有重大的理論及實(shí)踐意義。因此本文在當(dāng)前大背景下結(jié)合國(guó)內(nèi)外研究現(xiàn)狀,首先探討了國(guó)防建設(shè)與經(jīng)濟(jì)建設(shè)之間的互動(dòng)關(guān)系,發(fā)現(xiàn)經(jīng)濟(jì)建設(shè)是國(guó)防建設(shè)的決定性因素,國(guó)防建設(shè)是經(jīng)濟(jì)建設(shè)的的保證性因素,而且對(duì)國(guó)防建設(shè)反作用于經(jīng)濟(jì)建設(shè)的反饋機(jī)制進(jìn)行了深入分析。其次對(duì)國(guó)防支出與經(jīng)濟(jì)增長(zhǎng)的關(guān)系進(jìn)行了實(shí)證分析。選取金磚四國(guó)和美國(guó)的歷史數(shù)據(jù),基于現(xiàn)代的研究方法,使用平滑轉(zhuǎn)換自回歸(STAR)模型對(duì)各國(guó)進(jìn)行了實(shí)證的研究。最終結(jié)合格蘭杰因果關(guān)系的檢驗(yàn)結(jié)果以及不同STAR模型的建立對(duì)我國(guó)國(guó)防支出與經(jīng)濟(jì)增長(zhǎng)的關(guān)系進(jìn)行了分析,而且以實(shí)證結(jié)合歷史的雙重角度對(duì)比了我國(guó)與美國(guó)、金磚國(guó)家的國(guó)防建設(shè)的差異。研究發(fā)現(xiàn)我國(guó)國(guó)防支出形成機(jī)制缺乏靈活性、國(guó)防建設(shè)滯后于經(jīng)濟(jì)政治發(fā)展等幾個(gè)問(wèn)題。進(jìn)行理論及實(shí)證分析后,文章結(jié)合發(fā)現(xiàn)的問(wèn)題給出國(guó)防建設(shè)與經(jīng)濟(jì)建設(shè)協(xié)調(diào)發(fā)展的建議對(duì)策：加強(qiáng)頂層機(jī)制設(shè)計(jì),強(qiáng)化高層戰(zhàn)略指導(dǎo)；構(gòu)架軍民結(jié)合的經(jīng)濟(jì)科技體系；建立及優(yōu)化與經(jīng)濟(jì)增長(zhǎng)同步的國(guó)防支出形成機(jī)制,積極靈活應(yīng)對(duì)經(jīng)濟(jì)變化；適當(dāng)增加國(guó)防支出規(guī)模、增強(qiáng)國(guó)防建設(shè)力度。
[Abstract]:In recent years, China has actively participated in the process of economic globalization, and its economy has maintained a steady growth, and its total economic output has steadily ranked second in the world. However, with the deepening of economic globalization and the accelerated evolution of the international strategic pattern, The security of our country is facing more and more serious threats, including hegemonism containment, the security hidden trouble in the surrounding areas, and the increasingly complicated problems in the South China Sea recently, and other political and economic problems. Economic construction determines national defense demand and national defense supply; national defense construction counteracts to economy. National defense construction provides a safe and stable development environment for economic construction, so coordinating economic construction and national defense construction, promoting the integration of military and civil affairs is an important subject in the process of socialist construction, and is the inherent requirement of socialist construction. How to deal with the relationship between economic construction and the coordinated development of national defense modernization, how to formulate a reasonable scale of defense expenditure, and how to improve the efficiency of defense expenditure become an important direction to be assumed by the economics of national defense. It is of great theoretical and practical significance. Therefore, under the background of the present situation, this paper first discusses the interactive relationship between national defense construction and economic construction, and finds that economic construction is the decisive factor of national defense construction. National defense construction is the guarantee factor of economic construction, and the feedback mechanism of national defense construction reaction to economic construction is deeply analyzed. Secondly, the relationship between defense expenditure and economic growth is analyzed empirically. Based on the historical data of the BRICs and the United States and based on the modern research methods, this paper makes an empirical study on each country by using the smoothing transformation autoregressive (STAR) model. Finally, combined with the test results of Granger causality and the establishment of different STAR models, this paper analyzes the relationship between China's defense expenditure and economic growth, and compares China with the United States from the perspective of empirical analysis and historical analysis. Differences in BRICS defense construction. It is found that the formation mechanism of national defense expenditure is lack of flexibility and the construction of national defense lags behind the development of economy and politics. After theoretical and empirical analysis, the paper puts forward some suggestions for the coordinated development of national defense construction and economic construction: strengthening the top-level mechanism design, strengthening the high-level strategic guidance, setting up the economic and technological system of military-civilian integration; We should establish and optimize the forming mechanism of national defense expenditure synchronized with economic growth, actively and flexibly respond to economic changes, appropriately increase the scale of national defense expenditure, and strengthen national defense construction.
