【摘要】：上海以政策干預(yù)、政府主導(dǎo)、市場優(yōu)化為特征的人口調(diào)控政策,在城市發(fā)展、外來人口管理等方面都取得一定進(jìn)展,但以往戶籍制度下的人口調(diào)控政策在限度和效率下日益顯現(xiàn)其不足。有鑒于此,新型戶籍制度下的人口調(diào)控急需構(gòu)建一個(gè)清晰的分析框架,政府需要明確其在社會(huì)、政治、經(jīng)濟(jì)中所存在的博弈,所要面臨并亟待解決的人口問題。筆者認(rèn)為,須在尊重新型戶籍制度內(nèi)涵的原則下,以關(guān)注不同時(shí)段、不同空間、不同階層人群的人口調(diào)控方式,重構(gòu)上海人口調(diào)控戰(zhàn)略方針。
[Abstract]:Shanghai's population control policies, characterized by policy intervention, government-led and market optimization, have made some progress in urban development and the management of foreign populations. But in the past, the population control policy under the household registration system showed its deficiency day by day under the limitation and efficiency. In view of this, the population control under the new household registration system urgently needs to build a clear analysis frame, the government needs to make clear its existence in the society, politics, the economy game, the population question which must face and needs to be solved urgently. The author believes that under the principle of respecting the connotation of the new household registration system, we should pay attention to the population control mode of different time periods, different spaces and different social strata, and reconstruct the strategic policy of population control in Shanghai.
