【摘要】：學(xué)生資助政策是德國支持其大學(xué)生完成學(xué)業(yè)的重要保障措施,德國大學(xué)生獎學(xué)和助學(xué)政策的動態(tài)修訂,有效推動德國高等教育的大眾化和國際化。德國大學(xué)生獎學(xué)和助學(xué)政策的實踐探索表明,大學(xué)生資助是政府教育財政政策的重要內(nèi)容,綜合體現(xiàn)德國優(yōu)越社會福利政策,它與德國社會政治經(jīng)濟結(jié)構(gòu)相適應(yīng)。德國已經(jīng)形成的大學(xué)生資助體系包括較為完備的思想、政策和制度系統(tǒng),呈現(xiàn)出理念新穎、資助對象廣、資金投入高、資助形式多樣、針對性強等特點。借鑒德國的典型經(jīng)驗,我國高等教育資助政策應(yīng)在科學(xué)梳理德國大學(xué)生資助政策的演進脈絡(luò),理性分析其政策制定的背景,合理吸收其政策的內(nèi)容,創(chuàng)建符合國情和不同地區(qū)特殊情況的多元化政策體系。
[Abstract]:The student-funded policy is the important guarantee measure for Germany to support its students' study, the dynamic revision of German university students' scholarship and student policy, which effectively promotes the popularization and internationalization of higher education in Germany. The practice of university students' scholarship and student policy shows that college students' financing is an important part of the government's educational fiscal policy, which reflects Germany's superior social welfare policy, which is compatible with the German social and economic structure. The university student-funded system that Germany has formed includes relatively complete thought, policy and system system, which has the characteristics of novel concept, wide financing object, high capital investment, diversified financing, strong pertinence and so on. Drawing on the typical experience of Germany, our country's higher education financing policy should systematically comb the evolution of German university students' financing policy, rationally absorb the background of its policy formulation, rationally absorb the contents of its policies, and create a diversified policy system which conforms to the national conditions and the special circumstances of different regions.
