【摘要】：北京作為政治、經(jīng)濟(jì)、文化中心,近年來(lái)一直飽受霧霾困擾。嚴(yán)重的霧霾污染不僅影響到北京的環(huán)境友好型社會(huì)建設(shè),還嚴(yán)重影響居民的日常生活和身體健康,并造成了惡劣的國(guó)際影響,其直接和間接的經(jīng)濟(jì)損失難以準(zhǔn)確估量。北京的霧霾治理不僅需要自身加大治理力度,更需要京冀兩地的協(xié)同。特別是在京津冀一體化的背景之下,京冀兩地對(duì)于霧霾的協(xié)同治理尤顯緊迫和必要。該文主要研究結(jié)論包括：首先,從理論路徑研究分析,利用演化博弈模型,演繹兩個(gè)非對(duì)稱發(fā)展的區(qū)域間進(jìn)行污染協(xié)同治理。需要經(jīng)濟(jì)發(fā)達(dá)、對(duì)環(huán)境需求比較強(qiáng)烈的地區(qū)對(duì)重視經(jīng)濟(jì)、忽視環(huán)境問題的地區(qū)進(jìn)行生態(tài)補(bǔ)償,才能達(dá)到雙方合作治理霧霾的演化穩(wěn)定均衡。其次,在現(xiàn)實(shí)路徑上,通過月度數(shù)據(jù)引證了北京霧霾的主要來(lái)源。同時(shí)分析了河北省工業(yè)發(fā)展的能耗與大氣污染情況,利用灰色關(guān)聯(lián)度證實(shí)了北京與河北協(xié)同治理霧霾的必要性。最后,從實(shí)證分析角度,利用加入非期望產(chǎn)出的DEA模型得到北京與河北節(jié)能減排效率與非期望產(chǎn)出邊際成本。其邊際成本逐漸拉大的趨勢(shì)為通過跨界補(bǔ)償方法實(shí)現(xiàn)京冀地區(qū)霧霾協(xié)同治理提供了可行性,再通過Tobit分析了影響節(jié)能減排效率提升的因素。最終,基于理論和實(shí)踐研究結(jié)果,提出了通過京冀協(xié)同治理解決北京霧霾污染的政策建議。創(chuàng)新點(diǎn)有以下幾個(gè)方面：一是利用演化博弈從理論上驗(yàn)證了非對(duì)稱發(fā)展區(qū)域間建立合作補(bǔ)償機(jī)制的重要性和困難性,為京冀協(xié)同治理提供理論路徑支持；二是通過有非期望產(chǎn)出的DEA模型分析了京冀區(qū)域間效率與邊際成本之間的差異,并結(jié)合霧霾具體特點(diǎn)以及Tobit工業(yè)節(jié)能減排效率影響因素分析進(jìn)行協(xié)同治理初步探討,找到京冀合作治污的可能性與方法；三是該研究基于區(qū)域協(xié)同的視角,針對(duì)京冀具體情況找到合作治霾的切實(shí)措施,以實(shí)現(xiàn)雙向協(xié)同目標(biāo)。
[Abstract]:As a political, economic and cultural center, Beijing has been plagued by haze in recent years. The serious haze pollution not only affects the construction of the environment-friendly society in Beijing, but also seriously affects the daily life and health of the residents, and causes a bad international impact. The direct and indirect economic losses are difficult to estimate accurately. Beijing's haze governance not only needs to strengthen its own governance, but also needs the cooperation between Beijing and Hebei. Especially under the background of the integration of Beijing, Tianjin and Hebei, it is particularly urgent and necessary for Beijing and Hebei to cooperate in haze management. The main conclusions of this paper are as follows: firstly, from the theoretical path analysis, the evolutionary game model is used to deduce the synergistic pollution control between two asymmetrical development regions. In order to achieve a stable and balanced evolution of cooperative governance of haze, it is necessary for regions with developed economy and strong demand for environment to make ecological compensation for areas that attach importance to economy and ignore environmental problems. Secondly, on the real path, the main sources of Beijing haze are cited through monthly data. At the same time, the energy consumption and air pollution of industrial development in Hebei Province are analyzed, and the necessity of coordinated treatment of haze between Beijing and Hebei is confirmed by grey correlation degree. Finally, from the perspective of empirical analysis, using the DEA model with non-expected output, the efficiency of energy saving and emission reduction and marginal cost of non-expected output in Beijing and Hebei are obtained. The trend of increasing marginal cost provides the feasibility for the realization of coordinated haze governance in Beijing-Hebei region through the method of cross-border compensation. The factors influencing the efficiency of energy saving and emission reduction are analyzed through Tobit. Finally, based on the theoretical and practical research results, some policy suggestions are put forward to solve the haze pollution in Beijing through the cooperative treatment of Beijing and Hebei. The innovation points are as follows: first, using evolutionary game theory to verify the importance and difficulty of establishing cooperative compensation mechanism between asymmetric development regions, and to provide theoretical path support for cooperative governance between Beijing and Hebei; The second is to analyze the difference between the efficiency and marginal cost of Beijing-Hebei region by DEA model with non-expected output, and combine the specific characteristics of haze and the factors influencing the efficiency of energy saving and emission reduction of Tobit industry to carry on the preliminary discussion of cooperative governance. To find out the possibility and method of cooperative pollution control between Beijing and Hebei. Third, based on the perspective of regional coordination, the paper finds practical measures to solve smog control in cooperation with Beijing and Hebei, in order to realize the goal of two-way cooperation.
