【摘要】：黨的十八大強(qiáng)調(diào)要深入推進(jìn)新農(nóng)村建設(shè)，完善黨員干部直接聯(lián)系群眾制度。提出要推動(dòng)城鄉(xiāng)發(fā)展一體化，解決好農(nóng)業(yè)、農(nóng)村、農(nóng)民問(wèn)題�！叭r(nóng)”問(wèn)題，關(guān)系黨和國(guó)家事業(yè)發(fā)展全局，是我們各項(xiàng)工作的重中之重。早在黨的十六屆五中全會(huì)中央就提出了建設(shè)社會(huì)主義新農(nóng)村的重大歷史任務(wù)，并出臺(tái)了一系列政策措施，全國(guó)各地也積極探索新農(nóng)村建設(shè)的模式。在此背景下，云南省實(shí)施了新農(nóng)村建設(shè)指導(dǎo)員工作，經(jīng)過(guò)七年多的創(chuàng)新實(shí)踐，業(yè)已形成了獨(dú)特的新農(nóng)村建設(shè)指導(dǎo)員工作模式，受到黨中央、國(guó)務(wù)院領(lǐng)導(dǎo)的高度關(guān)注和肯定。隨著國(guó)家政治經(jīng)濟(jì)社會(huì)的發(fā)展，“三農(nóng)”政策在不斷深化調(diào)整過(guò)程中，云南的經(jīng)濟(jì)社會(huì)也在發(fā)展，農(nóng)村社會(huì)的轉(zhuǎn)型和經(jīng)濟(jì)環(huán)境的變化，云南的新農(nóng)村建設(shè)指導(dǎo)員工作模式的運(yùn)行也出現(xiàn)了一些問(wèn)題。我們需要對(duì)該工作模式進(jìn)行系統(tǒng)梳理與研究，厘清這一模式的內(nèi)在關(guān)系與發(fā)揮作用的機(jī)制，揭示其在發(fā)展過(guò)程中顯現(xiàn)出來(lái)的問(wèn)題，指出今后的工作思路與方向，以保證該工作模式能夠更好地適應(yīng)發(fā)展和變化，發(fā)揮更好的作用。 本文將通過(guò)闡述云南省新農(nóng)村建設(shè)指導(dǎo)員工作模式的理論基礎(chǔ)，，介紹此工作模式的歷史沿革和發(fā)展現(xiàn)狀，分析存在的問(wèn)題及原因，解決國(guó)內(nèi)外新農(nóng)村發(fā)展的有益模式，提出健全此工作模式的對(duì)策建議。 論文共分為六個(gè)部分。第一部分為緒論,包括：論文的研究背景和意義,文獻(xiàn)綜述,研究方法與框架。第二部分是指導(dǎo)員工作模式的理論基礎(chǔ)，包括服務(wù)型政府理論、行政組織理論、組織變革理論等。第三部分是對(duì)指導(dǎo)員工作模式歷史沿革的介紹，包括三個(gè)發(fā)展階段和取得的成績(jī)。第四部分是列舉國(guó)內(nèi)外新農(nóng)村建設(shè)的一些好的模式，給予一定的啟發(fā)。第五部分是分析存在的問(wèn)題和原因。第六部分是對(duì)健全云南省新農(nóng)村建設(shè)指導(dǎo)員工作模式提出對(duì)策建議，以期更好地發(fā)揮新農(nóng)村建設(shè)指導(dǎo)員工作模式在新農(nóng)村建設(shè)中的作用。
[Abstract]:The 18th Party Congress stressed the need to promote the construction of new rural areas and improve the system of direct contact between party members and cadres. Put forward to promote the integration of urban and rural development, solve the problems of agriculture, rural areas, farmers. The issue of agriculture, rural areas and farmers is of great importance to the overall development of the Party and the state. As early as the Fifth Plenary session of the 16th CPC Central Committee put forward a major historical task of building a new socialist countryside and issued a series of policy measures. In this context, Yunnan Province has implemented the new rural construction instructor work, after more than seven years of innovative practice, has formed a unique new rural construction instructor work model, by the party Central Committee, the State Council leadership highly concerned and affirmed. With the development of national politics, economy and society, the policy of "agriculture, countryside and farmers" is deepening and adjusting, the economy and society of Yunnan are also developing, the transformation of rural society and the change of economic environment. Yunnan's new rural construction instructor work mode has also appeared some problems. We need to systematically sort out and study the work model, clarify the internal relationship and the mechanism of its function, reveal the problems that appear in the process of development, and point out the future work ideas and directions. In order to ensure that the work model can better adapt to development and change, play a better role. This paper will explain the theoretical basis of the new rural construction instructor work model in Yunnan Province, introduce the historical evolution and development status of the work model, analyze the existing problems and reasons, and solve the beneficial model of the new rural development at home and abroad. The countermeasures and suggestions to perfect this work mode are put forward. The thesis is divided into six parts. The first part is introduction, including: research background and significance, literature review, research methods and framework. The second part is the theoretical basis of the work model of instructors, including the theory of service-oriented government, the theory of administrative organization, the theory of organizational change and so on. The third part introduces the history of instructor's work mode, including three stages of development and achievements. The fourth part enumerates some good models of new rural construction at home and abroad and gives some inspiration. The fifth part is to analyze the existing problems and reasons. The sixth part is to improve the new rural construction instructor work mode in Yunnan Province countermeasures and suggestions, in order to better play the role of the new rural construction instructor work mode in the new rural construction.
