【摘要】："新絲綢之路"計(jì)劃是美國中亞一南亞政策的最新動(dòng)態(tài),旨在通過"硬投資"的基礎(chǔ)設(shè)施建設(shè)和"軟投資"的機(jī)制體系建設(shè)相結(jié)合,聯(lián)通中亞資源與南亞市場(chǎng),實(shí)現(xiàn)順利撤軍阿富汗、整合中亞資源與帶動(dòng)區(qū)域發(fā)展的戰(zhàn)略目標(biāo)。鑒于巴基斯坦國內(nèi)政治、經(jīng)濟(jì)和安全局勢(shì)牽動(dòng)著"新絲綢之路"計(jì)劃的神經(jīng),其獨(dú)特的區(qū)域位置是解決阿富汗問題、促使印度加強(qiáng)合作的關(guān)鍵,它的全球角色能夠聯(lián)通東南亞市場(chǎng)并緩解中東能源壓力,因此"新絲綢之路"計(jì)劃高度重視巴基斯坦的作用。為進(jìn)一步推進(jìn)"新絲綢之路"計(jì)劃的實(shí)施,美國提出了與巴基斯坦在能源、貿(mào)易、金融和安全領(lǐng)域進(jìn)一步合作的規(guī)劃。由于巴基斯坦的懷疑和美國國內(nèi)的批評(píng),"新絲綢之路"計(jì)劃在推進(jìn)過程中面臨挑戰(zhàn)。
[Abstract]:The "New Silk Road" plan is the latest development of the United States' policy of Central Asia and South Asia. It aims to connect the resources of Central Asia with the South Asian market through the combination of "hard investment" infrastructure construction and "soft investment" mechanism system construction. To achieve a smooth withdrawal of Afghan troops, the integration of Central Asian resources and regional development of the strategic objectives. Considering that the internal political, economic and security situation in Pakistan has a bearing on the nerve of the "New Silk Road" initiative, whose unique regional position is the key to the settlement of the Afghan problem and to India's enhanced cooperation, With its global role able to connect Southeast Asian markets and ease energy pressure in the Middle East, the "New Silk Road" project attaches great importance to the role of Pakistan. To further advance the implementation of the "New Silk Road" program, the United States has proposed further cooperation with Pakistan in the areas of energy, trade, finance and security. The New Silk Road faces challenges as Pakistan's skeptics and US critics push ahead.
