我國國家發(fā)展戰(zhàn)略的演進研究

【摘要】：選擇什么樣的國家發(fā)展戰(zhàn)略關(guān)系到一個國家未來的興衰與成敗。一國的國情往往難以選擇,但國家發(fā)展戰(zhàn)略卻是可以選擇完善的。一個國家選擇什么樣的國家發(fā)展戰(zhàn)略,既要考慮借鑒世界其他國家的發(fā)展經(jīng)驗,更重要的是由這個國家的國情決定的。新中國成立以來,我國從國情出發(fā),制定了以實現(xiàn)“四個現(xiàn)代化”為核心的一系列發(fā)展戰(zhàn)略,為我國經(jīng)濟社會發(fā)展指明了目標和實現(xiàn)途徑。本論文主要以新中國以后我國發(fā)展戰(zhàn)略的歷史演進為主線,馬克思主義,毛澤東思想和中國特色社會主義理論體系為指導(dǎo),采用系統(tǒng)比較、文獻綜合分析的研究方法,對我國國家發(fā)展戰(zhàn)略以及我國發(fā)展戰(zhàn)略歷史演進的內(nèi)在機理和規(guī)律性進行了系統(tǒng)的闡述,揭示出我國國家發(fā)展戰(zhàn)略的基本內(nèi)容、實現(xiàn)途徑、基本特點、相互關(guān)系以及影響與成就等。 全論文共分有六個部分：第一部分為前言,闡明寫作本研究的背景、目的和意義,國內(nèi)外研究研究綜述以及研究方法。第二部分說明國家發(fā)展戰(zhàn)略的相關(guān)概念,包括發(fā)展和戰(zhàn)略的定義,以及發(fā)展戰(zhàn)略、國家發(fā)展戰(zhàn)略的定義并加以分析。第三部分社會主義建設(shè)時期我國國家發(fā)展戰(zhàn)略的確立和實施,主要說明我國“四個現(xiàn)代化”戰(zhàn)略構(gòu)想的提出與發(fā)展過程,更加深刻的認識我國當時的國情,以及為后來國家政策的制定奠定了堅實的基礎(chǔ)。第四部分改革開放新時期我國國家發(fā)展戰(zhàn)略的豐富和發(fā)展,主要論述“三步走”戰(zhàn)略的提出與實施的途徑,從各個方面分析如何實現(xiàn)“三步走”發(fā)展戰(zhàn)略。目前我國已經(jīng)完成了“三步走”中的第一步和第二步,黨和政府針對我國的國情又進一步深化第三步戰(zhàn)略方針,并將其更加細化的提出,使其更加符合我國目前的發(fā)展趨勢,也為之后的發(fā)展戰(zhàn)略的提出提供了有力的依據(jù)與啟迪。第五部分新世紀我國國家發(fā)展戰(zhàn)略的進一步創(chuàng)新發(fā)展,從三個主要方面說明我國新世紀發(fā)展戰(zhàn)略的構(gòu)想,首先認識全面建設(shè)小康社會的提出和內(nèi)容以及實施的步驟,明確這是關(guān)系到我國現(xiàn)代化建設(shè)全局的重大戰(zhàn)略決策；接著分析構(gòu)建社會主義和諧社會的提出以及實現(xiàn)的途徑和意義,并確定構(gòu)建社會主義和諧社會是我國推進物質(zhì)文明建設(shè)等順利發(fā)展的保障；最后提出實現(xiàn)中華民族偉大復(fù)興的中國夢,指出在經(jīng)濟全球化時代,實現(xiàn)中國夢不僅是實現(xiàn)中國人民的幸福,更是造福于世界人民。第六部分,對全文加以總結(jié),加深對本研究的認識。 本論文認為,研究我國發(fā)展戰(zhàn)略的演進過程具有重要的學(xué)術(shù)價值和現(xiàn)實意義。從學(xué)術(shù)方面來講,通為對國家發(fā)展戰(zhàn)略的相關(guān)概念、內(nèi)涵、基本特征以及各個時期我國發(fā)展戰(zhàn)略的提出與實施的系統(tǒng)闡述,可以更加清晰的認識其重要性：開辟國家發(fā)展戰(zhàn)略研究的新領(lǐng)域。從現(xiàn)實方面來說,通過對我國發(fā)展戰(zhàn)略演進的研究,可以直接促進有中國特色社會主義在政治、經(jīng)濟、文化等各個領(lǐng)域的深入了解,使我們可以看到新中國以來我國發(fā)展戰(zhàn)略的制定和實施有力地促進了我國經(jīng)濟社會發(fā)展。
[Abstract]:What kind of national development strategy a country chooses is related to its future prosperity and decline and success or failure.The national conditions of a country are often difficult to choose, but the national development strategy can be perfected. Since the founding of the People's Republic of China, China has formulated a series of development strategies to realize the "four modernizations" as the core, pointing out the goals and ways for China's economic and social development. Guided by the theoretical system of socialism with Chinese characteristics, this paper makes a systematic exposition of the internal mechanism and regularity of China's national development strategy and the historical evolution of China's development strategy by means of systematic comparison and comprehensive literature analysis, revealing the basic contents, ways of realization, basic characteristics and mutual relations of China's national development strategy. The thesis is divided into six parts: the first part is the preface, which expounds the background, purpose and significance of this study, the review of domestic and foreign research and research methods. The second part explains the related concepts of national development strategy, including the definition of development and strategy, as well as the definition and analysis of development strategy and national development strategy. The establishment and implementation of China's national development strategy in the period of partial socialist construction mainly illustrates the process of putting forward and developing the strategic concept of the "four modernizations" in China, gaining a deeper understanding of China's national conditions at that time, and laying a solid foundation for the formulation of national policies in the future. Part IV: China's state in the new period of reform and opening up The enrichment and development of the development strategy mainly discusses the ways of putting forward and implementing the "three-step" strategy, and analyzes how to realize the "three-step" development strategy from various aspects. It explains the conception of our country's development strategy in the new century from three main aspects. The proposition and content of building a well-off society as well as the steps of its implementation are clear that this is a major strategic decision related to the overall situation of China's modernization drive; then it analyzes the proposition of building a socialist harmonious society and the ways and significance of its realization, and determines that building a socialist harmonious society is a smooth development of China's material civilization construction and so on. In the end, it points out that in the era of economic globalization, realizing the Chinese dream is not only to realize the happiness of the Chinese people, but also to benefit the people of the world.
This paper holds that it is of great academic value and practical significance to study the evolution process of China's development strategy. In reality, through the study of the evolution of China's development strategy, we can directly promote the in-depth understanding of socialism with Chinese characteristics in political, economic, cultural and other fields, so that we can see that the formulation and implementation of China's development strategy since New China has strongly promoted me.
