我國(guó)國(guó)家發(fā)展戰(zhàn)略的演進(jìn)研究

【摘要】：選擇什么樣的國(guó)家發(fā)展戰(zhàn)略關(guān)系到一個(gè)國(guó)家未來的興衰與成敗。一國(guó)的國(guó)情往往難以選擇,但國(guó)家發(fā)展戰(zhàn)略卻是可以選擇完善的。一個(gè)國(guó)家選擇什么樣的國(guó)家發(fā)展戰(zhàn)略,既要考慮借鑒世界其他國(guó)家的發(fā)展經(jīng)驗(yàn),更重要的是由這個(gè)國(guó)家的國(guó)情決定的。新中國(guó)成立以來,我國(guó)從國(guó)情出發(fā),制定了以實(shí)現(xiàn)“四個(gè)現(xiàn)代化”為核心的一系列發(fā)展戰(zhàn)略,為我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展指明了目標(biāo)和實(shí)現(xiàn)途徑。本論文主要以新中國(guó)以后我國(guó)發(fā)展戰(zhàn)略的歷史演進(jìn)為主線,馬克思主義,毛澤東思想和中國(guó)特色社會(huì)主義理論體系為指導(dǎo),采用系統(tǒng)比較、文獻(xiàn)綜合分析的研究方法,對(duì)我國(guó)國(guó)家發(fā)展戰(zhàn)略以及我國(guó)發(fā)展戰(zhàn)略歷史演進(jìn)的內(nèi)在機(jī)理和規(guī)律性進(jìn)行了系統(tǒng)的闡述,揭示出我國(guó)國(guó)家發(fā)展戰(zhàn)略的基本內(nèi)容、實(shí)現(xiàn)途徑、基本特點(diǎn)、相互關(guān)系以及影響與成就等。 全論文共分有六個(gè)部分：第一部分為前言,闡明寫作本研究的背景、目的和意義,國(guó)內(nèi)外研究研究綜述以及研究方法。第二部分說明國(guó)家發(fā)展戰(zhàn)略的相關(guān)概念,包括發(fā)展和戰(zhàn)略的定義,以及發(fā)展戰(zhàn)略、國(guó)家發(fā)展戰(zhàn)略的定義并加以分析。第三部分社會(huì)主義建設(shè)時(shí)期我國(guó)國(guó)家發(fā)展戰(zhàn)略的確立和實(shí)施,主要說明我國(guó)“四個(gè)現(xiàn)代化”戰(zhàn)略構(gòu)想的提出與發(fā)展過程,更加深刻的認(rèn)識(shí)我國(guó)當(dāng)時(shí)的國(guó)情,以及為后來國(guó)家政策的制定奠定了堅(jiān)實(shí)的基礎(chǔ)。第四部分改革開放新時(shí)期我國(guó)國(guó)家發(fā)展戰(zhàn)略的豐富和發(fā)展,主要論述“三步走”戰(zhàn)略的提出與實(shí)施的途徑,從各個(gè)方面分析如何實(shí)現(xiàn)“三步走”發(fā)展戰(zhàn)略。目前我國(guó)已經(jīng)完成了“三步走”中的第一步和第二步,黨和政府針對(duì)我國(guó)的國(guó)情又進(jìn)一步深化第三步戰(zhàn)略方針,并將其更加細(xì)化的提出,使其更加符合我國(guó)目前的發(fā)展趨勢(shì),也為之后的發(fā)展戰(zhàn)略的提出提供了有力的依據(jù)與啟迪。第五部分新世紀(jì)我國(guó)國(guó)家發(fā)展戰(zhàn)略的進(jìn)一步創(chuàng)新發(fā)展,從三個(gè)主要方面說明我國(guó)新世紀(jì)發(fā)展戰(zhàn)略的構(gòu)想,首先認(rèn)識(shí)全面建設(shè)小康社會(huì)的提出和內(nèi)容以及實(shí)施的步驟,明確這是關(guān)系到我國(guó)現(xiàn)代化建設(shè)全局的重大戰(zhàn)略決策；接著分析構(gòu)建社會(huì)主義和諧社會(huì)的提出以及實(shí)現(xiàn)的途徑和意義,并確定構(gòu)建社會(huì)主義和諧社會(huì)是我國(guó)推進(jìn)物質(zhì)文明建設(shè)等順利發(fā)展的保障；最后提出實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng),指出在經(jīng)濟(jì)全球化時(shí)代,實(shí)現(xiàn)中國(guó)夢(mèng)不僅是實(shí)現(xiàn)中國(guó)人民的幸福,更是造福于世界人民。第六部分,對(duì)全文加以總結(jié),加深對(duì)本研究的認(rèn)識(shí)。 本論文認(rèn)為,研究我國(guó)發(fā)展戰(zhàn)略的演進(jìn)過程具有重要的學(xué)術(shù)價(jià)值和現(xiàn)實(shí)意義。從學(xué)術(shù)方面來講,通為對(duì)國(guó)家發(fā)展戰(zhàn)略的相關(guān)概念、內(nèi)涵、基本特征以及各個(gè)時(shí)期我國(guó)發(fā)展戰(zhàn)略的提出與實(shí)施的系統(tǒng)闡述,可以更加清晰的認(rèn)識(shí)其重要性：開辟國(guó)家發(fā)展戰(zhàn)略研究的新領(lǐng)域。從現(xiàn)實(shí)方面來說,通過對(duì)我國(guó)發(fā)展戰(zhàn)略演進(jìn)的研究,可以直接促進(jìn)有中國(guó)特色社會(huì)主義在政治、經(jīng)濟(jì)、文化等各個(gè)領(lǐng)域的深入了解,使我們可以看到新中國(guó)以來我國(guó)發(fā)展戰(zhàn)略的制定和實(shí)施有力地促進(jìn)了我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展。
[Abstract]:What kind of national development strategy a country chooses is related to its future prosperity and decline and success or failure.The national conditions of a country are often difficult to choose, but the national development strategy can be perfected. Since the founding of the People's Republic of China, China has formulated a series of development strategies to realize the "four modernizations" as the core, pointing out the goals and ways for China's economic and social development. Guided by the theoretical system of socialism with Chinese characteristics, this paper makes a systematic exposition of the internal mechanism and regularity of China's national development strategy and the historical evolution of China's development strategy by means of systematic comparison and comprehensive literature analysis, revealing the basic contents, ways of realization, basic characteristics and mutual relations of China's national development strategy. The thesis is divided into six parts: the first part is the preface, which expounds the background, purpose and significance of this study, the review of domestic and foreign research and research methods. The proposition and content of building a well-off society as well as the steps of its implementation are clear that this is a major strategic decision related to the overall situation of China's modernization drive; then it analyzes the proposition of building a socialist harmonious society and the ways and significance of its realization, and determines that building a socialist harmonious society is a smooth development of China's material civilization construction and so on. In the end, it points out that in the era of economic globalization, realizing the Chinese dream is not only to realize the happiness of the Chinese people, but also to benefit the people of the world.
This paper holds that it is of great academic value and practical significance to study the evolution process of China's development strategy. In reality, through the study of the evolution of China's development strategy, we can directly promote the in-depth understanding of socialism with Chinese characteristics in political, economic, cultural and other fields, so that we can see that the formulation and implementation of China's development strategy since New China has strongly promoted me.
