城鄉(xiāng)統(tǒng)籌背景下成都市流動人口服務(wù)管理研究

【摘要】：流動人口服務(wù)管理問題涉及一個(gè)城市的政治、經(jīng)濟(jì)、文化等各方面,直接影響到一個(gè)城市的和諧,是城市管理中綱舉目張之事,如果抓好這項(xiàng)工作就等于牽住了城市管理工作的牛鼻子,再來抓其他工作就會感覺事半功倍。城鄉(xiāng)統(tǒng)籌以來成都市在流動人口有效服務(wù)管理上進(jìn)行深化改革,取得了一定效果,但也存在著許多問題。本文以此為背景研究成都市流動人口服務(wù)管理,希望為成都市流動人口服務(wù)管理提供建設(shè)性的建議和參考,為成都市和諧發(fā)展創(chuàng)造良好的環(huán)境。本文以成都市流動人口的服務(wù)和管理為研究方向,通過調(diào)查、訪談等方法對成都市流動人口形成原因、基本特點(diǎn)、主要做法和現(xiàn)狀進(jìn)行分析和闡述,指出成都市在流動人口服務(wù)管理上作出的努力和成績。同時(shí),在當(dāng)前形勢下,通過與其他地區(qū)相比較,成都市流動人口服務(wù)管理工作還存在著許多突出問題。在流動人口公共服務(wù)方面,突出表現(xiàn)為勞動就業(yè)、社會保障、子女教育、住房、政治與社會參與等方面的合法權(quán)益難以有效保障；在流動人口管理工作方面,突出表現(xiàn)為綜合治理協(xié)調(diào)難度大、管理機(jī)構(gòu)和隊(duì)伍建設(shè)不夠、信息基礎(chǔ)工作薄弱等問題。最后,結(jié)合成都市實(shí)際情況,通過對與流動人口服務(wù)管理相關(guān)的理論進(jìn)行歸納和國內(nèi)一些實(shí)踐經(jīng)驗(yàn)進(jìn)行介紹和評述,認(rèn)為對流動人口服務(wù)管理創(chuàng)新的基本思路是：把流動人口作為成都市發(fā)展的重要組成部分置于全市整體發(fā)展戰(zhàn)略的框架之中,本著以人為本、平等互利的原則,統(tǒng)籌兼顧戶籍人口與流動人口之間的利益關(guān)系,從創(chuàng)新流動人口服務(wù)管理制度和手段、方式方法、社會經(jīng)濟(jì)政策、體制改革等方面進(jìn)行創(chuàng)新。
[Abstract]:The service management of floating population involves the political, economic, cultural and other aspects of a city, which directly affects the harmony of a city, and is an important issue in urban management. If you grasp this job, you will be holding onto the nose of city management, and you will feel twice the result with half the effort. Since the urban and rural areas as a whole, Chengdu has carried on the deepening reform in the floating population effective service management, has obtained the certain effect, but also has many problems. Based on this background, this paper studies the service management of floating population in Chengdu, hoping to provide constructive suggestions and references for the service management of floating population in Chengdu, and to create a good environment for the harmonious development of Chengdu. Taking the service and management of the floating population in Chengdu as the research direction, this paper analyzes and expounds the reasons, basic characteristics, main methods and present situation of the floating population in Chengdu by means of investigation, interview and other methods. The paper points out the efforts and achievements in the service management of floating population in Chengdu. At the same time, compared with other regions, there are still many outstanding problems in the service management of floating population in Chengdu. In terms of public services for the floating population, it is difficult to effectively protect the legitimate rights and interests of the floating population in the areas of employment, social security, child education, housing, political and social participation, etc. In the management of the floating population, The main problems are that comprehensive management and coordination is difficult, management organization and team construction is not enough, information foundation work is weak and so on. Finally, combined with the actual situation of Chengdu, through the induction of the theory related to the service management of floating population and some domestic practical experience, it introduces and comments on it. The basic idea of service management innovation for floating population is to put the floating population as an important part of the development of Chengdu in the framework of the overall development strategy of the whole city, based on the principle of people-oriented, equality and mutual benefit. This paper makes an overall consideration of the interest relationship between the household registration population and the floating population, and innovates from the aspects of innovating the service management system and means, ways and methods, social and economic policies, and system reform of floating population.
