【摘要】：隨著信息技術(shù)的發(fā)展，顯示了其強(qiáng)大的社會(huì)影響力，信息技術(shù)在政府部門的應(yīng)用逐步深化，實(shí)現(xiàn)了信息技術(shù)與政府的融合。但電子政務(wù)在中國(guó)的發(fā)展在城市和農(nóng)村存在差別。行政事務(wù)的無(wú)紙化辦公以及其提供的高效、一站式的服務(wù)使得城市行政人員從繁雜的重復(fù)性事務(wù)中解脫出來(lái)，同時(shí)讓城市居民切實(shí)體會(huì)到了電子政府帶來(lái)的高效便捷化服務(wù)。但在我國(guó)的農(nóng)村地區(qū)，特別是我國(guó)廣大的中西部的農(nóng)村地區(qū)電子政務(wù)的發(fā)展程度遠(yuǎn)遠(yuǎn)不及城市地區(qū)。 重慶市作為中國(guó)唯一一個(gè)地處西部的直轄市，其發(fā)展直接帶動(dòng)整個(gè)西部地區(qū)的發(fā)展。而重慶市電子政務(wù)的發(fā)展是重慶發(fā)展的一個(gè)重要方面，直接影響到重慶市的整體政治經(jīng)濟(jì)環(huán)境的發(fā)展。但我國(guó)電子政務(wù)存在的城鄉(xiāng)發(fā)展不平衡的問(wèn)題在重慶也相當(dāng)程度存在。研究重慶市農(nóng)村電子政務(wù)將有利于從一個(gè)側(cè)面反映重慶市城鄉(xiāng)統(tǒng)籌現(xiàn)狀，促進(jìn)城鄉(xiāng)一體化的建設(shè)。因此，研究重慶市農(nóng)村電子政務(wù)具有非常重要的現(xiàn)實(shí)意義。 由于重慶市各個(gè)區(qū)縣的電子政務(wù)發(fā)展程度不同，要對(duì)重慶市農(nóng)村電子政務(wù)進(jìn)行全面研究則難以深入，因此，本文選擇具有代表性的重慶市榮昌縣的電子政務(wù)作為研究對(duì)象，通過(guò)問(wèn)卷調(diào)查和實(shí)地走訪調(diào)查方式深入地對(duì)重慶市榮昌縣農(nóng)村電子政務(wù)現(xiàn)狀進(jìn)行了調(diào)查，并結(jié)合對(duì)相關(guān)文獻(xiàn)的查閱整理和對(duì)搜集資料的分析找到重慶市榮昌縣農(nóng)村電子政務(wù)發(fā)展存在的癥結(jié)所在，，分析產(chǎn)生這些問(wèn)題原因，最后提出了相應(yīng)改進(jìn)意見和建議。
[Abstract]:With the development of information technology, it has shown its strong social influence. The application of information technology in government has been deepened gradually, and the integration of information technology and government has been realized. However, the development of e-government in China is different between urban and rural areas. The paperless office of administrative affairs and the efficient and one-stop service provided by the office make the city administrative staff free from the complicated and repetitive affairs, at the same time, let the urban residents realize the efficient and convenient service brought by the electronic government. However, the development of E-government in rural areas, especially in central and western China, is far less than that in urban areas. As the only municipality directly under the Central Government in the west of China, Chongqing's development directly drives the development of the whole western region. The development of Chongqing E-government is an important aspect of Chongqing's development, which directly affects the development of Chongqing's overall political and economic environment. However, the imbalance of urban and rural development of e-government exists in Chongqing to a certain extent. The study of rural e-government in Chongqing will help to reflect the overall situation of urban and rural areas in Chongqing and promote the construction of urban-rural integration. Therefore, the study of Chongqing rural e-government has a very important practical significance. Because of the different development degree of e-government in different districts and counties of Chongqing, it is difficult to carry out comprehensive research on rural e-government in Chongqing. Therefore, this paper chooses the representative E-government of Rongchang County as the research object. The present situation of rural e-government in Rongchang County of Chongqing was investigated by questionnaire and field visit. Combined with the relevant literature review and data collection analysis to find out the crux of the development of rural e-government in Rongchang County of Chongqing City, analyze the causes of these problems, and finally put forward the corresponding suggestions and suggestions for improvement.
