【摘要】：失業(yè)保險(xiǎn)制度在西方建立已有上百年的歷史,國(guó)外從經(jīng)濟(jì)學(xué)、制度改革、失業(yè)保險(xiǎn)功能上的探索比較多。研究主要集中在三個(gè)方面:對(duì)失業(yè)保險(xiǎn)的理論研究;對(duì)各國(guó)失業(yè)保險(xiǎn)制度改革的研究;對(duì)失業(yè)保險(xiǎn)制度功能的研究。中國(guó)失業(yè)保險(xiǎn)制度建立于上個(gè)世紀(jì)八十年代,國(guó)內(nèi)對(duì)失業(yè)保險(xiǎn)研究主要集中在對(duì)失業(yè)保險(xiǎn)覆蓋面與覆蓋對(duì)象的研究;對(duì)失業(yè)保險(xiǎn)金支付標(biāo)準(zhǔn)問題的研究;對(duì)失業(yè)保險(xiǎn)管理監(jiān)督機(jī)制的研究;對(duì)失業(yè)保險(xiǎn)功能的研究;對(duì)國(guó)外失業(yè)保險(xiǎn)制度進(jìn)行的介紹與借鑒等。盡管學(xué)者們的研究比較豐富,但是還存在未解決的問題:失業(yè)保險(xiǎn)理論上研究較多,能夠深化和發(fā)展理論的研究還是空白;研究本國(guó)失業(yè)保險(xiǎn)制度改革的較多,但與國(guó)家政治經(jīng)濟(jì)聯(lián)系,優(yōu)化制度功能的研究還不夠。
[Abstract]:Unemployment insurance system has been established in the West for more than a hundred years. The research focuses on three aspects: the theoretical research on unemployment insurance; the research on the reform of unemployment insurance system in various countries; and the research on the function of unemployment insurance system. China's unemployment insurance system was established in the 1980s. The research on unemployment insurance mainly focuses on the coverage and coverage of unemployment insurance, the standard of payment of unemployment insurance. This paper studies the management and supervision mechanism of unemployment insurance, studies the function of unemployment insurance, introduces and draws lessons from foreign unemployment insurance system. Although the research of scholars is abundant, there are still some unsolved problems: there are many theoretical studies on unemployment insurance, which can deepen and develop the theoretical research, and there are more researches on the reform of unemployment insurance system in our country. However, the study of optimizing the function of the system is not enough in connection with the national politics and economy.
