我國公務員培訓制度創(chuàng)新研究

【摘要】:面對當前國內(nèi)外多變的政治經(jīng)濟形勢,黨和政府對于公務員人才隊伍的建設日益重視,尤其是《2010—2020年干部教育培訓改革綱要》的出臺,對于提高公務員培訓制度建設的高效性具重要意義。同時,伴隨著日趨推進的政府行政體制改革,對于公務員培訓制度的創(chuàng)新與升級亦刻不容緩。因此,通過對公務員培訓制度創(chuàng)新研究,提高公務員培訓的實效性、科學性、系統(tǒng)性,探索公務員培訓制度的創(chuàng)新道路,盡早實現(xiàn)具有中國特色的公務員培訓制度。 從公務員培訓制度的宏微觀雙重視角出發(fā),依據(jù)成人學習理論、學習型組織理論、培訓遷移理論及公共人事管理理論,基于經(jīng)典理論與實際結(jié)合、國外培訓經(jīng)驗兩大創(chuàng)新支撐點,在保證公務培訓制度創(chuàng)新的理論基礎全面夯實的前提下,放眼當前公務員培訓制度實際,運用了圖表歸納法、比較分析法、文獻資料分析法、定量與定性分析法四大研究方法,評述了培訓制度現(xiàn)狀,分析了培訓制度問題,突破性地以系統(tǒng)性的思路及抽絲剝繭的方式探尋問題原因,既實現(xiàn)問題與歸因的因果關(guān)聯(lián),又暗含二者宏微觀雙重層面的內(nèi)在聯(lián)系。同時,精選了韓國、日本、俄羅斯及瑞士四國培訓經(jīng)驗,得出了從宏微觀角下的公務員培訓制度創(chuàng)新的對策。從宏觀角度講,以基于學習型組織的政府培訓文化建設為先鋒,以基于循環(huán)供需鏈條的扁平化培訓項目管理模式為血脈,以基于能力本位的程序化建設為指向標,以成果遷移與循環(huán)使用機制為發(fā)展階梯,實現(xiàn)貫穿公務員培訓體系的特色宏觀創(chuàng)新網(wǎng)絡;從微觀角度講,提高公務員參訓動力、保障培訓項目監(jiān)督管理的實效性、增強培訓方式方法組合運用的靈活性及提升培訓內(nèi)容生成與選用的科學性,保證在宏觀制度創(chuàng)新框架下的微觀制度創(chuàng)新的延展性發(fā)展。與此同時,通過對南寧市公務員培訓制度的案例分析,提出了創(chuàng)新南寧市公務員培訓制度的對策,為公務員培訓制度循環(huán)性發(fā)展提供可參考的研究基點。
[Abstract]:Facing the changeable political and economic situation at home and abroad, the party and the government have paid more and more attention to the construction of the personnel of the civil servants, especially the introduction of the <2010 - 2020 program for the reform of the cadre education and training. It is of great significance to improve the efficiency of the construction of the civil service training system. There is no delay in the innovation and upgrading of the civil service training system. Therefore, through the innovation of the civil service training system, we can improve the effectiveness, scientificity and systematicness of the civil service training, explore the innovative road of the civil service training system, and realize the civil service training system with Chinese characteristics as soon as possible.
From the macro and micro perspective of the civil service training system, it is based on the theory of adult learning, the learning organization theory, the theory of training transfer and the theory of public personnel management, based on the combination of the classical theory and the practice, and the two major innovation support points of the foreign training experience. The current civil service training system is practical. It uses four major research methods: Chart induction, comparative analysis, literature analysis, quantitative and qualitative analysis, reviews the status of the training system, analyzes the training system problems, and explores the reasons for the problem through systematic thinking and silk cocoon stripping. It not only realizes the problems and causes the problems, but also realizes the problems and attribution. At the same time, we select the training experience of the four countries in Korea, Japan, Russia and Switzerland, and get the Countermeasures for the innovation of the civil service training system from the macro and micro angle. From the macro perspective, the construction of the government training culture based on the learning group is the pioneer, based on the circulation. The flat training project management mode of supply and demand chain is the blood vein, the program based on the ability standard as the direction mark, the development ladder of the result transfer and the recycling mechanism, the characteristic macro innovation network which runs through the civil service training system, and from the micro point of view, to raise the driving force of the civil servants' training and guarantee the supervision management of the training project In order to enhance the flexibility of the combination of training methods and methods and enhance the scientific character of training content generation and selection, it ensures the extension of the micro system innovation under the framework of macro system innovation. At the same time, through the case analysis of the civil service training system in Nanning, it puts forward the innovation of the civil service training system in Nanning. It provides a reference point for the circular development of the civil service training system.
