【摘要】：隨著中國改革開放的逐步深化,中國的發(fā)展重心開始由東部沿海逐步向內(nèi)陸和西部欠發(fā)達地區(qū)轉(zhuǎn)移。特別是在我國積極推進中國-東盟自由貿(mào)易區(qū)升級版和“二十一世紀海上絲綢之路”建設(shè)的政治經(jīng)濟大環(huán)境下,欽州正迎來前所未有的發(fā)展機遇。2008年,欽州港被國家正式批準成為中國西南地區(qū)唯一一個海港保稅港區(qū),近年來,國家又陸續(xù)出臺了一些推動廣西發(fā)展的重大綱領(lǐng)性文件和支持政策。 在迎來前所未有發(fā)展機遇的同時,欽州也面臨著巨大的挑戰(zhàn)。雖然被公認為中國南方地區(qū)為數(shù)不多的深水良港,具備遼闊腹地等優(yōu)勢,但更多的還是欽州及腹地經(jīng)濟發(fā)展落后,基礎(chǔ)設(shè)施不完善,區(qū)域內(nèi)存在多個競爭對手等不利因素。因此,如何抓住現(xiàn)有契機,在國家大力支持的背景下,利用現(xiàn)有特殊優(yōu)惠政策,高起點、高水平、跨越式建設(shè)欽州保稅港區(qū),是本文擬解決的核心問題。 本文通過對欽州保稅港區(qū)發(fā)展現(xiàn)狀以及存在問題的分析,在結(jié)合經(jīng)典競爭戰(zhàn)略理論的基礎(chǔ)之上,針對分析的主要問題提出了提升欽州保稅港區(qū)競爭力的主要對策。文章共分為五個部分：第一部分為緒論,主要介紹文章的研究背景、目的、意義等內(nèi)容；第二部分為保稅港區(qū)發(fā)展和競爭力提升相關(guān)理論介紹,通過理論闡述,能夠為文章的深入分析提供依據(jù)；第三部分為廣西欽州保稅港區(qū)發(fā)展現(xiàn)狀分析,通過分析現(xiàn)狀能夠為問題的解決提供依據(jù)；第四部分為廣西欽州保稅港區(qū)發(fā)展內(nèi)外部環(huán)境分析；第五部分為廣西欽州保稅港區(qū)競爭力提升策略研究。
[Abstract]:With the gradual deepening of China's reform and opening up, the center of development of China has gradually shifted from the eastern coast to inland and underdeveloped areas in the west. In particular, under the political and economic environment in which China has actively promoted the upgrading of the China-ASEAN Free Trade area and the construction of the "21 Century Maritime Silk Road", Qinzhou is facing unprecedented development opportunities. In 2008, Qinzhou Port has been officially approved by the state as the only port bonded port area in southwest China. In recent years, the state has issued some important programmatic documents and supporting policies to promote the development of Guangxi. In the face of unprecedented opportunities for development, Qinzhou is also facing enormous challenges. Although it is recognized as a few deep-water harbors in southern China with advantages such as vast hinterland, the economic development of Qinzhou and its hinterland is more backward, the infrastructure is not perfect, and there are many unfavorable factors such as competition in the region. Therefore, how to seize the present opportunity and make use of the existing special preferential policies, high starting point, high level and leapfrog construction of Qinzhou bonded Port area is the core problem to be solved in this paper. Based on the analysis of the current situation and existing problems of Qinzhou bonded Port area, this paper puts forward the main countermeasures to enhance the competitiveness of Qinzhou bonded Port area on the basis of classical competitive strategy theory. The article is divided into five parts: the first part is the introduction, mainly introduces the research background, the purpose, the significance and so on; the second part is the bonded port area development and the competitiveness promotion related theory introduction, through the theory elaboration, The third part is the analysis of the present situation of Qinzhou bonded Port area in Guangxi, which can provide the basis for solving the problem, the fourth part is the analysis of the internal and external environment of the development of Qinzhou bonded Port area in Guangxi. The fifth part is the research on the strategy of enhancing the competitiveness of Qinzhou bonded port in Guangxi.
