中國(guó)家政業(yè)NGO發(fā)展現(xiàn)狀、困境及對(duì)策研究

【摘要】：當(dāng)今的社會(huì)是一個(gè)多元化的社會(huì),在這種多元化的社會(huì)模式之下,政府不再是治理社會(huì)的唯一主體,社會(huì)的發(fā)展需要多方的通力合作。NGO正是基于這種新的管理模式而誕生的,作為公民社會(huì)的主力軍,在社會(huì)治理與發(fā)展中發(fā)揮了重要的作用。 隨著社會(huì)分工的日益細(xì)化,家務(wù)勞作社會(huì)化的程度越來越高,家政服務(wù)正快速進(jìn)入千家萬戶。然而家政服務(wù)業(yè)作為一個(gè)歷史悠久的傳統(tǒng)行業(yè),人們對(duì)家政服務(wù)低人一等、缺乏技術(shù)性的老觀念根深蒂固,家政行業(yè)不規(guī)范、規(guī)模小、非職業(yè)化的情況相對(duì)普遍,社會(huì)對(duì)于家政服務(wù)旺盛的需求與家政市場(chǎng)混亂無序、低層次服務(wù)的矛盾日漸尖銳。又因家政行業(yè)其本身被排除在勞動(dòng)法保障范圍之外的特殊性與其作為吸納農(nóng)村剩余勞動(dòng)力的重要行業(yè)的原因,正逐漸進(jìn)入學(xué)術(shù)界的研究視野,而家政行業(yè)NGO(即家政行業(yè)協(xié)會(huì))則對(duì)整個(gè)家政行業(yè)的發(fā)展、自律、協(xié)調(diào)、協(xié)作、服務(wù)、調(diào)節(jié)和制衡七大方面起著至關(guān)重要的作用。 而目前家政行業(yè)協(xié)會(huì)正處于成長(zhǎng)的起步階段,不論是從自身的制度建設(shè)、內(nèi)部治理方面還是從外部的政府與社會(huì)的支持力度、政策實(shí)施的配套環(huán)境方面,都還處于一種不良的發(fā)展境地。家政行業(yè)協(xié)會(huì)作為整個(gè)行業(yè)發(fā)展的帶頭者、會(huì)員企業(yè)的領(lǐng)導(dǎo)者與家政工利益訴求的依靠者,由于來自于政府部門與社會(huì)大眾的過重的責(zé)任負(fù)擔(dān)及短缺的權(quán)力和資源來源而陷入了發(fā)展的困境之中。 公民社會(huì)理論完成了政治、經(jīng)濟(jì)、社會(huì)公共領(lǐng)域的分離,為社會(huì)中介組織的出現(xiàn)和發(fā)展奠定了理論基礎(chǔ),而本文所運(yùn)用的三元結(jié)構(gòu)理論則為分析以家協(xié)為代表的中介組織提供了一個(gè)基本框架。因此,本文將以三元結(jié)構(gòu)理論作為理論平臺(tái),詳細(xì)剖析家政行業(yè)協(xié)會(huì)發(fā)展的必然,分析其缺陷與不足,進(jìn)而提出家政行業(yè)協(xié)會(huì)的基本發(fā)展趨向。 本文的創(chuàng)新之處在于,對(duì)中國(guó)家政行業(yè)協(xié)會(huì)近年來的主要工作內(nèi)容及方法進(jìn)行了分析,梳理了家政行業(yè)協(xié)會(huì)在運(yùn)作過程中主要存在的一些問題,以家政行業(yè)協(xié)會(huì)作為研究對(duì)象,以三元結(jié)構(gòu)理論作為理論工具,運(yùn)用文獻(xiàn)搜集、問卷調(diào)研、訪談及定性定量等研究方法,對(duì)中國(guó)家政行業(yè)協(xié)會(huì)的發(fā)展現(xiàn)狀、困境進(jìn)行研究探討,并根據(jù)其具體情況,給出一定的政策建議與對(duì)策思路：即通過加強(qiáng)家政行業(yè)協(xié)會(huì)內(nèi)部治理能力(明確自身角色定位及職責(zé)、建立完善的內(nèi)部治理組織結(jié)構(gòu)、調(diào)整籌資理念)和外部支持力度(強(qiáng)化政府支持、優(yōu)化相關(guān)政策、建立獨(dú)立高效的第三方評(píng)估監(jiān)督體系、建立統(tǒng)一的行業(yè)認(rèn)證體系)等對(duì)策,期望家政行業(yè)協(xié)會(huì)能夠與政府、企業(yè)一起,帶領(lǐng)家政這個(gè)朝陽行業(yè)找到一條屬于自身的發(fā)展道路,為整個(gè)公民社會(huì)的構(gòu)建貢獻(xiàn)一份力量。
[Abstract]:Today's society is a pluralistic society, under this kind of pluralistic social model, the government is no longer the only main body that governs the society, the development of the society needs the cooperation of all sides. NGO is just based on this new management mode. As the main force of civil society, it plays an important role in social governance and development. With the increasing refinement of social division of labor, the degree of socialization of domestic work is becoming higher and higher. Domestic service is rapidly entering thousands of households. However, as a traditional industry with a long history, the domestic service industry is relatively common in that people are inferior to domestic service, lack of the old concept of technology, and the domestic service industry is not standardized, small in scale and non-professional. The social demand for domestic service is chaotic and disorderly, and the contradiction of low-level service is becoming more and more acute. Because of the particularity of the domestic industry itself being excluded from the scope of the labor law and the reason why it is an important industry to absorb the rural surplus labor force, it is gradually entering the research field of the academic circles. The NGO (Home Economics Association) plays an important role in the development, self-discipline, coordination, cooperation, service, regulation and balance of the whole domestic industry. At present, the Home Economics Association is in its initial stage of growth, whether in terms of its own system construction, its internal governance, its external support from the government and society, and the supporting environment for the implementation of the policy. Are still in a bad development situation. As the leader of the development of the whole industry, the leaders of the member enterprises and the dependant of the interests of the domestic workers, Because of the excessive burden of responsibility and the shortage of power and resources from the government departments and the public, they are caught in the dilemma of development. The theory of civil society completes the separation of political, economic and social public spheres, and lays a theoretical foundation for the emergence and development of social intermediary organizations. The ternary structure theory in this paper provides a basic framework for the analysis of intermediary organizations represented by family association. Therefore, this article will take the ternary structure theory as the theoretical platform, analyzes in detail the necessity of the development of the Home Economics Association, analyzes its defects and shortcomings, and then puts forward the basic development trend of the Home Economics Industry Association. The innovation of this paper lies in the analysis of the main work contents and methods of the China Home Economics Association in recent years, combing the main problems existing in the operation process of the Association, taking the Home Economics Industry Association as the research object. With the theory of ternary structure as a theoretical tool, using the methods of literature collection, questionnaire investigation, interview and qualitative and quantitative research, this paper studies the current situation and predicament of China Home Economics Association, and according to its specific situation, Some policy suggestions and countermeasures are given, that is, by strengthening the internal governance ability of the Home Economics Association (clarifying its own role and responsibility, and establishing a perfect internal governance organization structure), Adjust the idea of financing) and external support (strengthen government support, optimize relevant policies, establish independent and efficient third-party evaluation and supervision system, establish a unified industry certification system), expect the domestic industry association to be able to work with the government, Enterprises together, leading this sunrise industry to find a way to their own development, contribute to the construction of the entire civil society.
