【摘要】："本民族內(nèi)部事務(wù)"是對民族的形成、發(fā)展和延續(xù)起重要維系作用的,在民族社會內(nèi)部產(chǎn)生、使用和傳承,凸顯本民族成員之間歷史文化聯(lián)系,應當由民族群體及其成員自主管理的一系列事務(wù)的總和。它是組成一個民族的人們相互聯(lián)系和交互作用的產(chǎn)物,具有地域性、時代性和場域性的特點。"本民族內(nèi)部事務(wù)"和民族自治地方的地方性事務(wù)是一種相輔相成的關(guān)系,不能完全拋開自治地方的地方性事務(wù),孤立地看待"本民族內(nèi)部事務(wù)"。隨著市場經(jīng)濟的發(fā)展和民族交往交流的增進,"本民族內(nèi)部事務(wù)"與國家或地方公共事務(wù)之間的界限逐步呈現(xiàn)出模糊化的趨勢,甚至還將呈現(xiàn)出一定程度的趨同性。因而要從歷史視角和發(fā)展視角,在社會—政治—經(jīng)濟結(jié)構(gòu)變化發(fā)展的過程中對其動態(tài)分析。
[Abstract]:"the internal affairs of this nation" plays an important role in maintaining the formation, development and continuation of the nation. It is produced, used and passed on within the national society, highlighting the historical and cultural ties among the members of the nation. The sum of a series of affairs that should be managed autonomously by ethnic groups and their members. It is the product of the interrelation and interaction of the people who make up a nation, and has the characteristics of region, time and field. " The internal affairs of the people and the local affairs of the autonomous areas are complementary to each other, so we can not completely set aside the local affairs of the autonomous areas and treat the "internal affairs of the people" in isolation. With the development of market economy and the enhancement of national communication, the boundary between "the internal affairs of the people" and the public affairs of the country or the local government gradually shows a trend of fuzziness, and even will show a certain degree of convergence. Therefore, the dynamic analysis should be made in the course of the change and development of the social-political-economic structure from the perspective of history and development.
