【摘要】：民族區(qū)域自治制度是我國解決民族問題的基本政治制度，它是中國共產(chǎn)黨把馬克思主義基本理論與我國國情相結(jié)合的成功范例。六十多年來，，民族區(qū)域自治制度在少數(shù)民族地區(qū)的政治、經(jīng)濟(jì)、文化等建設(shè)方面顯示出了極大的正功能，并取得了巨大的成就。但隨著全球化進(jìn)程與我國社會轉(zhuǎn)型的加速，民族區(qū)域自治制度對族際政治整合的負(fù)功能也開始不斷地凸顯，并對國家統(tǒng)一和中華民族凝聚力提出了極大挑戰(zhàn)。 本文試圖從族際政治整合的視角來探討完善我國民族區(qū)域自治制度。文章首先闡述了民族區(qū)域自治制度對族際政治整合的正功能：促進(jìn)各民族共同繁榮、保障少數(shù)民族公民有序政治參與、促使基礎(chǔ)設(shè)施發(fā)展、發(fā)展新型民族關(guān)系；接著論述了民族區(qū)域自治制度對族際政治整合的負(fù)功能：增強(qiáng)少數(shù)民族意識、權(quán)利與義務(wù)不協(xié)調(diào)問題凸顯、區(qū)域結(jié)構(gòu)分化明顯加重、一定程度上削弱了國家認(rèn)同；最后通過對負(fù)功能凸顯原因的分析，從族際政治整合的視角出發(fā)，提出了完善我國民族區(qū)域自治制度的對策，促進(jìn)民族區(qū)域自治制度的進(jìn)一步完善。
[Abstract]:Regional national autonomy system is the basic political system to solve ethnic problems in China. It is a successful example for the Communist Party of China to combine the basic theory of Marxism with the national conditions of our country. In the past 60 years, the system of regional national autonomy has shown great positive function in the political, economic and cultural construction of minority areas, and has made great achievements. However, with the acceleration of globalization and social transformation in China, the negative function of ethnic regional autonomy system on ethnic political integration has been constantly highlighted, and put forward a great challenge to national unity and the cohesion of the Chinese nation. This paper attempts to perfect the system of regional national autonomy from the perspective of ethnic political integration. Firstly, the paper expounds the positive function of the regional autonomy system on the integration of ethnic politics: to promote the common prosperity of all ethnic groups, to ensure the orderly political participation of minority citizens, to promote the development of infrastructure, and to develop a new type of ethnic relations; Then it discusses the negative function of ethnic regional autonomy system on ethnic political integration: strengthening the consciousness of ethnic minorities, highlighting the disharmony between rights and obligations, increasing the regional structure differentiation, weakening the national identity to a certain extent; Finally, through the analysis of the causes of negative function, and from the perspective of ethnic political integration, this paper puts forward some countermeasures to perfect the system of regional national autonomy and promote the further improvement of the system of regional national autonomy.
