【摘要】：腐敗是國(guó)家和社會(huì)的毒瘤,嚴(yán)重影響著我們國(guó)家政治經(jīng)濟(jì)文化,以及社會(huì)主義事業(yè)的發(fā)展。促進(jìn)反腐倡廉制度的不斷完善是加快我們各項(xiàng)事業(yè)大繁榮、大發(fā)展的必然需要。也是鞏固黨的執(zhí)政地位,提升我黨執(zhí)政能力的必要途徑。近些年來(lái),我國(guó)反腐斗爭(zhēng)日益激烈,反腐形勢(shì)日益嚴(yán)峻。如何進(jìn)一步完善我國(guó)的反腐倡廉制度,使反腐倡廉制度適合于現(xiàn)階段國(guó)情和社會(huì)發(fā)展的需要,成為現(xiàn)今反腐倡廉研究領(lǐng)域中的重心。本文以反腐倡廉制度為重點(diǎn)研究對(duì)象,總結(jié)歸納了反腐倡廉制度的形成與發(fā)展過(guò)程,概述了反腐倡廉制度的基本內(nèi)容,分析了反腐倡廉制度存在的問(wèn)題及原因,提出了完善反腐倡廉制度的基本思路。第一部分考察了反腐倡廉制度的形成與發(fā)展歷程。闡述了民主革命時(shí)期以及以毛澤東、鄧小平、江澤民、胡錦濤和習(xí)近平為核心的黨中央領(lǐng)導(dǎo)集體在反腐倡廉制度形成和發(fā)展過(guò)程中的各項(xiàng)重大舉措,指出各時(shí)期我國(guó)反腐倡廉制度的形成和發(fā)展歷程。第二部分論述了我國(guó)反腐倡廉制度的基本內(nèi)容。通過(guò)闡述我國(guó)反腐倡廉的教育制度、監(jiān)督制度、懲罰制度和保障制度,分析了我國(guó)反腐倡廉制度的基本內(nèi)容,論述了各項(xiàng)制度的構(gòu)成和基本的運(yùn)作方式。第三部分分析了反腐倡廉制度存在的主要問(wèn)題及原因。通過(guò)研究發(fā)現(xiàn)了目前我國(guó)反腐倡廉制度中存在的問(wèn)題。主要問(wèn)題包括反腐倡廉制度的相關(guān)法律法規(guī)的不完善、制度本身存在一定的缺陷、權(quán)力制約和監(jiān)督機(jī)制的缺陷以及教育機(jī)制的乏力等。從社會(huì)傳統(tǒng)、制度本身以及黨風(fēng)不良等客觀原因,以及人性、主觀思維以及法律意識(shí)淡薄等主觀原因兩個(gè)方面探討了反腐倡廉制度問(wèn)題產(chǎn)生的原因。第四部分提出了完善反腐倡廉制度的基本思路。根據(jù)我國(guó)反腐倡廉制度存在的問(wèn)題和原因?yàn)榛A(chǔ),分別從教育制度、懲罰制度、監(jiān)督制度和法律制度等方面提出來(lái)反腐倡廉制度完善的基本思路,以期能夠給我國(guó)的反腐倡廉工作提供一定的政策建議和意見(jiàn)。
[Abstract]:Corruption is the cancer of the country and society, which seriously affects the political, economic and cultural development of our country and the development of the socialist cause. It is necessary to accelerate the prosperity and development of all our undertakings to promote the continuous improvement of the anti-corruption and clean-government system. It is also the necessary way to consolidate the ruling position of the Party and promote our Party's ruling ability. In recent years, China's anti-corruption struggle is becoming increasingly fierce, anti-corruption situation is becoming increasingly serious. How to further improve the anti-corruption system in China, so as to make the anti-corruption system suitable for the current situation and the needs of social development, has become the focus in the field of anti-corruption research. This paper focuses on anti-corruption system, summarizes the formation and development process of anti-corruption system, summarizes the basic content of anti-corruption system, and analyzes the problems and reasons of anti-corruption system. Put forward the basic idea of perfecting the system of anti-corruption and advocating clean government. The first part examines the formation and development of the anti-corruption system. This paper expounds the major measures taken by the central leadership of the Party Central Committee during the period of the democratic revolution and the formation and development of the system of fighting corruption and advocating honesty with Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao and Xi Jinping as the core. This paper points out the formation and development of the anti-corruption system in each period of our country. The second part discusses the basic contents of the anti-corruption system in China. By expounding the educational system, supervision system, punishment system and guarantee system of combating corruption and advocating honesty in our country, this paper analyzes on the basic contents of the system of combating corruption and advocating honesty in our country, and discusses the constitution and basic operation mode of each system. The third part analyzes the main problems and reasons of anti-corruption system. Through the research, we find the existing problems in the anti-corruption system in our country. The main problems include the imperfections of relevant laws and regulations of anti-corruption system, the defects of the system itself, the defects of power restriction and supervision mechanism, and the weakness of educational mechanism, etc. From the aspects of social tradition, the system itself and the bad party style, as well as the subjective reasons such as human nature, subjective thinking and weak legal consciousness, this paper probes into the causes of the system of fighting corruption and advocating clean government. The fourth part puts forward the basic idea of perfecting the anti-corruption system. According to the existing problems and reasons of the anti-corruption system in China, the basic ideas of perfecting the anti-corruption system are put forward from the aspects of the education system, the punishment system, the supervision system and the legal system, etc. With a view to our country's anti-corruption work to provide certain policy advice and advice.
