【摘要】：國民政府成立之初即計(jì)劃召開西藏會(huì)議,力圖通過內(nèi)部協(xié)商解決西藏問題。為此,蒙藏委員會(huì)積極籌備,擬定覆蓋發(fā)展政治、經(jīng)濟(jì)、文化、教育等各方面的方案,恢復(fù)西藏地方與中央政府的正常關(guān)系,解決康藏糾紛和班禪返藏問題。由于西藏會(huì)議召開的意義重大,代表如何產(chǎn)生值得考慮,國民政府最終確定由達(dá)賴、班禪兩系統(tǒng)、前后藏、西康、青海、新疆回部以及有關(guān)省份派代表參加。同時(shí),國民政府努力爭取十三世達(dá)賴派遣代表與會(huì),十三世達(dá)賴也曾表示派遣代表與會(huì)。但是,西藏會(huì)議的召開反復(fù)推遲,國民政府最終不得不以西防會(huì)議善后。內(nèi)部協(xié)商的時(shí)機(jī)并不成熟,西藏問題的解決只能擱置下來。
[Abstract]:At the beginning of the establishment of the national government, the Tibet conference was planned to be held in order to solve the Tibet problem through internal consultation. Therefore, the Mongolian and Tibetan Committee actively prepared the plan to cover the development of political, economic, cultural and educational programs, restored the normal relations between the Tibet local and the central government, and solved the problems of the Tibetan and the Panchen areas and the return of the Panchen Panchen. Because of Tibet The significance of the meeting was significant, and the representative was worth considering. The national government finally decided to be represented by Darai, the Panchen Lama two system, the front and back Tibetan, Xikang, Qinghai, Xinjiang back and the provinces concerned. At the same time, the national government tried hard for the thirteen world to send representatives to the meeting, and the thirteen Darai had also expressed the delegates to participate, but, but, Darai also sent representatives to the meeting. But, but, but, but, The convening of the Tibet conference was repeatedly postponed, and the national government eventually had to take the West against the conference. The timing of the internal consultations was not mature, and the settlement of the Tibet problem could only be put on hold.
