【摘要】：政府采購,自誕生至今已有兩百多年歷史,已經(jīng)成為政府財政管理的一個有效手段。而西方國家較高的市場化經(jīng)濟發(fā)展水平,也深入到政府采購政策的建設(shè)中,形成了市場化的政府采購制度。政府采購制度隨著一個國家的政治、經(jīng)濟、社會的發(fā)展水平變化而轉(zhuǎn)變,為規(guī)范和促進政府采購行為,西方發(fā)達國家積極構(gòu)建和完善政府采購法律制度,引入市場化競爭和監(jiān)督機制到政府采購中,不斷擴大政府采購的經(jīng)濟管理職能。雖然各個國家甚至同一國家的不同時期,政府采購制度有著不同的表現(xiàn),但提高政府財政資金的使用效率,提升政府采購效率,促進公平、公開、公正的同一目標沒有變化。隨著經(jīng)濟社會的不斷發(fā)展,全球市場化經(jīng)濟深入影響著各國經(jīng)濟水平。政府采購在各國已經(jīng)成為愈加強有力的手,在各國進行宏觀經(jīng)濟調(diào)控和社會調(diào)控方面發(fā)揮著越來越重要的作用。我國市場化政府采購制度建立的目的主要是促進政府采購的市場化發(fā)展,規(guī)范政府采購程序,促進政府采購活動的公平、公開、公正,指導(dǎo)參與企業(yè)以合理競爭手段參與政府采購競爭,加強對政府采購參與部門的監(jiān)督和懲罰力度,促進公正廉潔的政府采購風氣。目前,我國正在逐步建設(shè)和完善政府采購制度,市場化作為我國政府采購制度的一個重要發(fā)展方向,在各項規(guī)定和政策的制定中占有越來越重要的比重。但必須認識到的是,我們的制度制定尚不完善,在實際操作中缺乏具體的落實與實施,對社會經(jīng)濟的調(diào)控效果不強。目前,我國面臨著經(jīng)濟結(jié)構(gòu)調(diào)整的關(guān)鍵時刻,如何利用市場化的政府采購制度對國內(nèi)市場進行調(diào)整,對國內(nèi)經(jīng)濟發(fā)展進行引導(dǎo),具有重要的研究價值,尤其是在當前國際經(jīng)濟發(fā)展不景氣的大環(huán)境下,各國的貿(mào)易保護主義又嶄露頭角,在我國啟動加入政府采購協(xié)議談判的背景下,政府采購制度的國際化和市場化研究具有重要意義。
[Abstract]:Government procurement, which has a history of more than 200 years since its birth, has become an effective means of government financial management. The high level of market-oriented economy in the western countries also goes deep into the construction of government procurement policy and forms a market-oriented government procurement system. The government procurement system changes with the development level of politics, economy and society of a country. In order to standardize and promote the government procurement behavior, the western developed countries actively construct and perfect the legal system of government procurement. Introduce market competition and supervision mechanism into government procurement, and expand the economic management function of government procurement. Although the government procurement system has different performance in different countries and even in the same country, the same goal of improving the efficiency of the use of government financial funds, improving the efficiency of government procurement, promoting fairness, openness, and justice has not changed. With the development of economy and society, the global market economy deeply affects the economic level of various countries. Government procurement has become a more and more powerful hand in various countries and plays a more and more important role in macroeconomic and social regulation and control. The purpose of establishing market-oriented government procurement system in China is to promote the marketization of government procurement, standardize government procurement procedures, and promote the fairness, openness and fairness of government procurement activities. To guide participating enterprises to participate in government procurement competition by means of reasonable competition, to strengthen the supervision and punishment of government procurement participating departments, and to promote a fair and clean atmosphere of government procurement. At present, our country is gradually building and perfecting the government procurement system. As an important development direction of our government procurement system, marketization plays an increasingly important role in the formulation of various regulations and policies. However, we must realize that our system is not perfect, lack of concrete implementation and implementation in actual operation, and the effect of social and economic regulation is not strong. At present, our country is faced with the key moment of economic structure adjustment. How to use the market-oriented government procurement system to adjust the domestic market and guide the domestic economic development has important research value. Especially in the current international economic development environment, the trade protectionism of various countries is emerging again, under the background of our country starting to enter into the negotiation of the government procurement agreement, It is of great significance to study the internationalization and marketization of government procurement system.
