【摘要】：計算機的發(fā)明普及和信息技術的飛速發(fā)展催生出一種全新的信息記錄方式——電子文件。隨著信息化進程的不斷加快,電子文件正以其數量的龐大、種類的繁多,逐步取代紙質文件成為記錄國家治理、社會運行的基本工具,電子文件管理也成為新時期國家管理的基礎性工作。山東是經濟文化大省強省,各項事業(yè)蓬勃發(fā)展,產生了大量歷史記錄,這些記錄很大一部分以電子文件形式存在。如何把這些以電子文件形式存在的歷史記錄完整準確地保存下來,使當代社會記憶得以留存,并使其為全省政治、經濟、文化等各項事業(yè)發(fā)展有效服務,是全省上下必須高度重視的重大課題。近年來,山東在電子文件管理領域做了大量有益探索,取得了很大進步,但是由于諸多原因,當前全省對電子文件的認識和重視程度還遠遠不夠,大量的電子文件沒有得到有效管理,處于失存、失控、失用、失密狀態(tài),形勢極為嚴峻,問題亟待解決。本文立足實際,在廣泛調研的基礎上,指出當前山東省電子文件管理工作存在的問題,分析原因,提出對策,以期在解決實際問題、推進工作發(fā)展上貢獻綿薄之力。除緒論外,全文主要由三個部分構成。第一部分講述了山東省電子文件管理工作的現狀,主要從管理機制的變化和實踐發(fā)展兩個方面進行了闡述。管理機制變化部分介紹了電子文件管理由檔案部門承接管理職能到建立山東省電子文件管理聯系會議機制將電子文件管理上升到國家高度的情況；實踐發(fā)展部分一是分別介紹了從2000年以來三個五年規(guī)劃期間山東省在電子文件管理方面工作的側重點,二是重點介紹了經過十幾年的發(fā)展山東省特別是各級綜合檔案館在電子文件管理方面取得的成績。第二部分在對有關部門單位進行實地訪談和問卷調查的基礎上,指出了當前山東省在電子文件管理方面存在的問題,主要有山東省電子文件管理在地區(qū)和行業(yè)間發(fā)展極不平衡；大量電子文件處于失存狀態(tài)；電子文件的安全問題極為堪憂；電子文件的憑證作用難以實現；電子文件有效開發(fā)不足,服務能力低下。并指出產生問題的原因主要是對電子文件管理不力,缺乏統(tǒng)一規(guī)劃；社會對電子文件的認識不足,重視程度不夠；電子文件管理缺乏標準,對已有標準執(zhí)行不力；電子文件管理方面的人才缺乏,基礎理論研究不足,難以為其發(fā)展提供智力支持。第三部分對如何解決實際問題提出了切實可行的對策：第一,要加強對電子文件管理的統(tǒng)一領導和規(guī)劃,優(yōu)化管理機制,加強政策保障；第二,要廣泛宣傳,更新觀念,增加公眾對電子文件的接受程度、重視程度,消除公眾對電子文件安全問題的擔憂,消除機構對“雙套制”、“雙軌制”的依賴；第三,要完善電子文件標準體系,為電子文件規(guī)范發(fā)展保駕護航；第四,以典型項目建設作為切入點,提升全省電子文件管理項目的規(guī)范化水平,實現全省電子文件管理項目的共建共享；第五,加大對人才培養(yǎng)和基礎研究的支持力度,為電子文件管理工作的發(fā)展提供智力支撐。
[Abstract]:The invention and popularization of computer and the rapid development of information technology have brought out a new way of information recording - electronic files. With the continuous acceleration of the information process, electronic documents are gradually replacing paper documents with their large number and variety, and gradually replacing paper documents as the basic tool for the social operation, the electronic file tube. It has also become the basic work of state management in the new period. Shandong is a big province of economic and cultural province, and it has flourished and produced a large number of historical records. A large part of these records exist in the form of electronic documents. How to keep these historical records in the form of electronic documents in a complete and accurate way, so that the contemporary society is remembered. In recent years, Shandong has done a great deal of beneficial exploration in the field of electronic document management and made great progress in the field of electronic document management, but in recent years, due to many reasons, the whole province's understanding and attention to electronic documents has been paid attention to. The degree is still far from enough. A large number of electronic documents are not managed effectively. They are in the loss, out of control, loss of use, and the situation is very severe. The situation is very serious. The problems of existing electronic document management in Shandong province are pointed out on the basis of the practice. The reasons are analyzed and the countermeasures are put forward in order to solve the problem. In addition to the introduction, the full text is composed of three parts. The first part describes the current situation of electronic document management in Shandong Province, mainly from the two aspects of the change of management mechanism and the development of practice. The change of management mechanism introduces the electronic file management from the archives department. To establish the electronic document management in Shandong province to establish the electronic document management contact conference mechanism in Shandong province to raise the electronic document management to the national height; the practice and development part first introduced the emphasis on the electronic document management in Shandong Province during the three five year planning period since 2000, and the emphasis was on more than ten years. The second part, on the basis of on-the-spot interview and questionnaire survey of relevant departments, points out the existing problems in the management of electronic documents in Shandong Province, mainly including the management of electronic documents in Shandong Province in areas and industries. The development is extremely uneven; a large number of electronic documents are in the state of loss; the security of electronic documents is extremely worrying; the voucher function of electronic documents is difficult to be realized; the effective development of electronic documents and low service ability. The understanding of the documents is insufficient, the degree of attention is not enough, the management of electronic documents is lack of standards, the implementation of the existing standards is inadequate, the lack of personnel in the management of electronic documents, the lack of basic theory research and the lack of intellectual support for its development. The third part puts forward practical countermeasures for how to solve practical problems: first, strengthen the right The unified leadership and planning of electronic document management, optimizing management mechanism and strengthening policy guarantee; second, we should widely publicize, renew ideas, increase public acceptance of electronic documents, attach importance to the degree, eliminate public concern about the safety of electronic documents, and eliminate the dependence on "double set", "double track", and third, perfect Electronic document standard system, for electronic document standard development escort; fourth, with the typical project construction as a breakthrough point, improve the standardization level of electronic documents management projects in the province, realize the construction and sharing of electronic documents management projects in the province; fifth, increase support for talent cultivation and basic research, for electronic document management The development of physical work provides intellectual support.
