【摘要】：開放的網(wǎng)絡(luò),虛擬的空間,這是互聯(lián)網(wǎng)的時代。改革開放以來,我國政治、經(jīng)濟、文化體制改革全面進行,政府和公民之間的關(guān)系不斷轉(zhuǎn)變,公民的政治參與意識和熱情得以極大的提高,而網(wǎng)絡(luò)為民眾提供了一個虛擬、平等、互動的開放式話語空間。在這個空間里,民眾擁有了史無前例的巨大話語權(quán),他們利用網(wǎng)絡(luò)獲取政治信息、表達利益訴求、參加政治生活,與政府直接對話、溝通、討論和協(xié)商,建立了新型的政府與民眾的關(guān)系模式。而地方政府,作為與民眾聯(lián)系最為密切的基層政府,在網(wǎng)絡(luò)政治參與過程中,所發(fā)揮的作用越來越受到重視。從2003年的“孫志剛”事件以來,網(wǎng)絡(luò)政治參與的影響力迅速擴大,但是地方政府與民眾之間的非理性互動仍然層出不窮。為了構(gòu)建新時期全新的地方政府與民眾關(guān)系模式,必須加強地方政府和民眾的團結(jié)合作、理性互動。這有利于民眾更為清晰的表達自身的利益訴求、發(fā)揮自己的政治參與熱情；更有利于提高政治體系運作效率,增強地方政府的公信力和回應(yīng)力。第一章緒論,主要探討了本文研究主題——網(wǎng)絡(luò)政治參與以及地方政府與民眾互動關(guān)系——的研究背景、研究意義、研究目的和研究方法。文章指出,目前國內(nèi)外主要探討網(wǎng)絡(luò)政治參與對民主政治的影響,而網(wǎng)絡(luò)時代下的地方政府與民眾的互動關(guān)系中理性與非理性的表現(xiàn)皆有。第二章、第三章和第四章為主體部分,分別分析了網(wǎng)絡(luò)政治參與、理性、互動等基本概念及其基本特征,第四章中重點探討了網(wǎng)絡(luò)政治參與中地方政府和民眾的互動關(guān)系,并且通過具體的正反案例分析,采用了實證研究方法,揭示了網(wǎng).絡(luò)惡搞、網(wǎng)絡(luò)暴力和網(wǎng)絡(luò)謠言等非理性互動行為的成因及其對政府工作、社會秩序和公眾價值判斷所帶來的不良影響,闡釋出理性互動的必要性和重要性。第五章主要探討了推進我國網(wǎng)絡(luò)政治參與中地方政府與民眾理性互動的路徑研究,從政府、社會和民眾三個層面,指出要培養(yǎng)正確的網(wǎng)絡(luò)意識、規(guī)范網(wǎng)絡(luò)管理、加強行業(yè)自律、推進政務(wù)信息公開等,給出了詳細而具體的實施方案和建議。
[Abstract]:Open network, virtual space, this is the era of the Internet. Since the reform and opening up, the political, economic and cultural system reform in China has been carried out in an all-round way, the relationship between the government and the citizens has been constantly changing, the citizens' political participation consciousness and enthusiasm have been greatly improved, and the network has provided a virtual for the public. Equal, interactive open discourse space. In this space, the people have an unprecedented power to speak. They use the Internet to obtain political information, express their interests, participate in political life, and have direct dialogue, communication, discussion and consultation with the government. A new model of the relationship between the government and the people has been established. Local governments, as the most closely related grass-roots governments, play a more and more important role in the process of network political participation. Since the "Sun Zhigang" incident in 2003, the influence of network political participation has expanded rapidly, but the irrational interaction between the local government and the public is still emerging in endlessly. In order to construct a new model of relationship between local government and people in the new period, it is necessary to strengthen the unity, cooperation and rational interaction between the local government and the people. This will help people to express their interests more clearly, to play their own enthusiasm for political participation, to improve the efficiency of the political system, to enhance the credibility and responsiveness of local governments. The first chapter is introduction, which mainly discusses the research background, significance, purpose and method of the research on network political participation and the interaction between local government and people. The article points out that the influence of network political participation on democratic politics is mainly discussed at home and abroad, and the rational and irrational manifestations of the interaction between local government and the public in the network age. The second chapter, the third chapter and the fourth chapter as the main part, respectively analyzes the network political participation, rationality, interaction and other basic concepts and their basic characteristics, the fourth chapter focuses on the network political participation in the interaction between the local government and the public. And through the concrete positive and negative case analysis, the empirical research method is used to reveal the net. The causes of irrational interaction, such as network joke, network violence and network rumors, and the adverse effects on government work, social order and public value judgment are explained, and the necessity and importance of rational interaction are explained. The fifth chapter mainly discusses the path of promoting the rational interaction between the local government and the public in the network political participation of our country. From three levels of government, society and the public, it points out that we should cultivate the correct network consciousness, standardize the network management, and strengthen the self-discipline of the industry. To promote the publicity of government information, the detailed and specific implementation plan and suggestions are given.
