【摘要】：我國目前處于經(jīng)濟(jì)社會(huì)發(fā)展的“轉(zhuǎn)型時(shí)期”,正經(jīng)歷著深刻的政治、經(jīng)濟(jì)、文化和社會(huì)變革。社會(huì)結(jié)構(gòu)張力和制度化的利益表達(dá)機(jī)制缺失,投射于社會(huì)心理的怨恨情緒和社會(huì)矛盾的日積月累,導(dǎo)致了群體性危機(jī)事件不斷醞釀和發(fā)酵。在此研究背景下,本文選取利益型群體性事件的典型-征地引發(fā)的群體性危機(jī)事件作為分析樣本,通過引入案例庫輔助治理群體性危機(jī)事件,提升政府的危機(jī)治理能力,實(shí)現(xiàn)政府的“精準(zhǔn)化”治理。源于我國處于轉(zhuǎn)型時(shí)期的現(xiàn)實(shí)和烏爾里希·貝克(Ulrich Beck)的“風(fēng)險(xiǎn)社會(huì)”理論,以提升政府的危機(jī)治理能力為目標(biāo),通過案例庫的引入,來探究群體性事件的一般性分析思路和問題解決框架,從系統(tǒng)化的研究視角重新審視群體性危機(jī)事件的治理。把握不同危機(jī)的特點(diǎn),以具有我國轉(zhuǎn)型時(shí)期特色的征地沖突類危機(jī)事件作為研究范例,通過選取廣東烏坎事件和云南晉寧事件作為源案例和目標(biāo)案例,完整的展示了案例庫在群體性危機(jī)事件治理過程中的應(yīng)用步驟、應(yīng)用重點(diǎn)和難點(diǎn),并探究了征地引發(fā)的群體性危機(jī)事件的關(guān)鍵階段劃分和演化路徑分析,為決策者把控重點(diǎn)環(huán)節(jié),采取階段性治理措施具有重要的實(shí)踐意義。本文的創(chuàng)新不僅在于將案例庫與群體性危機(jī)事件的治理相結(jié)合,而且重點(diǎn)根據(jù)群體性危機(jī)事件的演化進(jìn)程,明確了在危機(jī)事件案例庫應(yīng)用過程中動(dòng)態(tài)反饋的關(guān)鍵環(huán)節(jié)和案例驗(yàn)證的關(guān)鍵舉措,在提升政府的危機(jī)治理能力方面,展現(xiàn)出了較大的應(yīng)用價(jià)值。
[Abstract]:At present, China is in the transition period of economic and social development, which is undergoing profound political, economic, cultural and social changes. The absence of social structural tension and institutionalized mechanism of interest expression, the accumulation of resentment and social contradictions projected to social psychology lead to the continuous brewing and fermentation of group crisis events. Under this research background, this paper selects the group crisis event caused by land expropriation as the analysis sample, and improves the government's crisis management ability by introducing the case base to assist the management of the group crisis event. To achieve the government's "precision" governance. Originated from the reality of our country in the transition period and the theory of "risk society" by Ulrich Baker Ulrich Beck, aiming at improving the government's ability of crisis management, through the introduction of case base, To explore the general analysis of group events and problem-solving framework, from the perspective of systematic research to re-examine the governance of group crisis events. Grasping the characteristics of different crises, taking the land expropriation conflict type crisis events with the characteristics of the transition period of our country as the research example, selecting the Wukan event in Guangdong and the Jinning incident in Yunnan as the source case and target case. It shows the application steps, key points and difficulties of case base in the process of group crisis event management, and probes into the critical stage division and evolution path analysis of group crisis event caused by land requisition. It is of great practical significance for the decision makers to control the key links and take phased measures. The innovation of this paper is not only to combine the case base with the governance of group crisis events, but also to focus on the evolution process of group crisis events. The key links of dynamic feedback and the key measures of case verification in the application of crisis case base are defined. It shows great application value in improving the ability of the government to manage the crisis.
