【摘要】：一個(gè)國(guó)家對(duì)石油的擁有量和使用量,已成為衡量一個(gè)國(guó)家綜合國(guó)力的重要因素。由于石油是不可再生的資源,因此對(duì)石油資源的爭(zhēng)奪和控制,確保石油供應(yīng)安全成為一個(gè)國(guó)家對(duì)外政治、經(jīng)濟(jì)和軍事戰(zhàn)略的重要目標(biāo)。為保證國(guó)家和企業(yè)的原油供應(yīng)安全,加快建設(shè)國(guó)家原油儲(chǔ)備系統(tǒng)建設(shè),具有重要戰(zhàn)略意義。而在原油儲(chǔ)備庫(kù)建設(shè)項(xiàng)目中,HSE風(fēng)險(xiǎn)管理是重要環(huán)節(jié),因此,根據(jù)風(fēng)險(xiǎn)管理理論與方法,結(jié)合QZ原油庫(kù)建設(shè)項(xiàng)目實(shí)際,探究其HSE風(fēng)險(xiǎn)管理改進(jìn),具有現(xiàn)實(shí)意義。本文針對(duì)QZ原油儲(chǔ)備庫(kù)建設(shè)項(xiàng)目HSE風(fēng)險(xiǎn)管理的實(shí)際情況,在參照一般風(fēng)險(xiǎn)管理基本步驟的基礎(chǔ)上按照HSE風(fēng)險(xiǎn)管理規(guī)劃、HSE風(fēng)險(xiǎn)識(shí)別、HSE風(fēng)險(xiǎn)評(píng)估、HSE風(fēng)險(xiǎn)應(yīng)對(duì)四個(gè)流程對(duì)HSE風(fēng)險(xiǎn)管理過(guò)程進(jìn)行了改進(jìn)研究。首先介紹實(shí)際業(yè)務(wù)中各步驟的基本操作流程,然后在結(jié)合項(xiàng)目實(shí)際的基礎(chǔ)上運(yùn)用成熟的風(fēng)險(xiǎn)管理理論對(duì)HSE風(fēng)險(xiǎn)管理的四個(gè)步驟各自進(jìn)行分析并提出改進(jìn)意見(jiàn)。本文旨在,通過(guò)查找QZ原油儲(chǔ)備庫(kù)建設(shè)項(xiàng)目HSE風(fēng)險(xiǎn)管理存在的問(wèn)題提出改進(jìn)方案,為其他同類(lèi)工程項(xiàng)目的順利開(kāi)展提供一套系統(tǒng)、科學(xué)、合理的HSE風(fēng)險(xiǎn)管理參考方案。通過(guò)文章的研究,可以使后期的閱讀者正確認(rèn)識(shí)在QZ原油儲(chǔ)備庫(kù)建設(shè)項(xiàng)目運(yùn)作過(guò)程中各類(lèi)影響因素之間的相互聯(lián)系、相互支持、相互作用的關(guān)系;確保HSE風(fēng)險(xiǎn)管理活動(dòng)能夠在系統(tǒng)性、同一性和規(guī)范性的前提下運(yùn)作;文中按照持續(xù)改進(jìn)的運(yùn)行方式形成有效的HSE風(fēng)險(xiǎn)管理改進(jìn)方法具有一定的合理性和可行性。
[Abstract]:A country's possession and use of oil has become an important factor to measure a country's comprehensive national strength. Because oil is a non-renewable resource, it is an important target of a country's foreign politics, economy and military strategy to control and control oil resources and ensure the security of oil supply. It is of great strategic significance to ensure the safety of crude oil supply and accelerate the construction of national crude oil reserve system. HSE risk management is an important link in the construction project of crude oil reserve. Therefore, it is of practical significance to explore the improvement of HSE risk management according to the risk management theory and method, combined with the actual construction project of QZ oil depot. This paper aims at the actual situation of HSE risk management in QZ crude oil reserve construction project. On the basis of referring to the basic steps of general risk management, HSE risk management process is improved according to HSE risk identification and risk assessment. This paper first introduces the basic operation flow of each step in the actual business, and then analyzes the four steps of HSE risk management based on the mature risk management theory and puts forward some suggestions for improvement. The purpose of this paper is to find out the problems existing in HSE risk management of QZ crude oil reserve construction project, and to provide a set of systematic, scientific and reasonable reference scheme for HSE risk management for the smooth development of other similar projects. Through the research of the article, readers in the later period can correctly understand the relationship among the various influencing factors in the operation of QZ crude oil reserve construction project, which can support each other and interact with each other. To ensure that the HSE risk management activities can operate under the premise of systematization, identity and standardization, it is reasonable and feasible to form an effective HSE risk management improvement method according to the continuous improvement operation mode.
