【摘要】：農(nóng)村信息化設(shè)施建設(shè)既是推進(jìn)現(xiàn)代農(nóng)業(yè)發(fā)展的強(qiáng)大動(dòng)力,又是建設(shè)社會(huì)主義新農(nóng)村的重要手段,更是有效促進(jìn)農(nóng)村政治、經(jīng)濟(jì)、文化、社會(huì)全面發(fā)展的重要途徑。黨的十八大報(bào)告提出“堅(jiān)持走中國(guó)特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路,促進(jìn)工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化同步發(fā)展”,2014年3月5日召開(kāi)的兩會(huì)再次將農(nóng)業(yè)信息化提高到重要位置。農(nóng)業(yè)農(nóng)村信息化由此迎來(lái)了前所未有的戰(zhàn)略發(fā)展機(jī)遇。當(dāng)下,如何利用好現(xiàn)有的社會(huì)、經(jīng)濟(jì)、信息技術(shù)等良好發(fā)展環(huán)境,有效開(kāi)展農(nóng)村信息化設(shè)施發(fā)展,從而促使農(nóng)業(yè)技術(shù)、農(nóng)業(yè)信息惠及更多的廣大農(nóng)民群眾是一個(gè)值得深入研究的課題。 本文通過(guò)對(duì)彭州市萬(wàn)安村、高皇村、富集村、團(tuán)結(jié)村、清洋村、高泉村、梅花村、仁義村等8個(gè)村的農(nóng)村信息化建設(shè)現(xiàn)狀調(diào)查研究,總結(jié)出了當(dāng)前彭州市農(nóng)村信息化設(shè)施發(fā)展的基本情況：一是農(nóng)村信息化硬件設(shè)施基本覆蓋完成；二是農(nóng)村信息化軟件媒介豐富；三是政府的農(nóng)村信息服務(wù)站點(diǎn)初具規(guī)模；四是農(nóng)村信息化傳播的渠道基本建立。在此基礎(chǔ)上,并分析了彭州市農(nóng)村信息化設(shè)施發(fā)展建設(shè)存在的問(wèn)題,例如農(nóng)村信息網(wǎng)絡(luò)基礎(chǔ)建設(shè)滯后,“最后一公里問(wèn)題”仍需解決,農(nóng)村信息化專業(yè)人才短缺,農(nóng)村信息操作培訓(xùn)極度缺乏,有效的農(nóng)村信息難以進(jìn)村入戶,農(nóng)村生產(chǎn)信息化應(yīng)用不廣等等。 最后,根據(jù)彭州市農(nóng)村信息化設(shè)施發(fā)展建設(shè)實(shí)際,對(duì)彭州市農(nóng)村信息化建設(shè)提出了六點(diǎn)對(duì)策與建議：一是要明確信息化設(shè)施發(fā)展目標(biāo),做好指揮棒作用；二是要發(fā)揮政府統(tǒng)籌協(xié)調(diào)職能,實(shí)行政府主導(dǎo)企業(yè)參與的互聯(lián)方式,建立有效的需求上報(bào)機(jī)制,強(qiáng)化政府的服務(wù)職能；三是要完善農(nóng)村信息化基礎(chǔ)設(shè)施建設(shè),夯實(shí)信息化設(shè)施硬件基礎(chǔ),提高農(nóng)村信息服務(wù)站的服務(wù)功能,做好保障作用；四是要繼續(xù)完善農(nóng)村信息化基礎(chǔ)設(shè)施建設(shè),以需求為導(dǎo)向,提供實(shí)用化的信息資源,加快農(nóng)業(yè)信息化標(biāo)準(zhǔn)建設(shè),提高農(nóng)村數(shù)據(jù)庫(kù)的水平,強(qiáng)化農(nóng)村信息化建設(shè)支撐；五是要強(qiáng)化農(nóng)村信息化技術(shù)的應(yīng)用,推進(jìn)種植信息化、畜禽養(yǎng)殖信息化、農(nóng)產(chǎn)品電子商務(wù)信息化、農(nóng)產(chǎn)品物流信息化、農(nóng)村政務(wù)信息化,推進(jìn)農(nóng)村又好又快發(fā)展；六是要提升農(nóng)村信息服務(wù)水平,豐富農(nóng)村信息服務(wù)渠道,提高基層服務(wù)站人員的整體素質(zhì),并結(jié)合當(dāng)下服務(wù)組織,擴(kuò)大農(nóng)村信息化服務(wù)范圍,全面提升彭州市農(nóng)村信息化設(shè)施發(fā)展水平。
[Abstract]:The construction of rural information facilities is not only a powerful driving force to promote the development of modern agriculture, but also an important means of building a new socialist countryside. It is also an important way to effectively promote the overall development of rural politics, economy, culture and society. The report of the 18th National Congress of the Party put forward that "adhere to the road of new-type industrialization with Chinese characteristics, informatization, urbanization, agricultural modernization, promote industrialization, informationization, and urbanization," Agricultural modernization develops synchronously ", the two sessions held on March 5, 2014 once again raise agricultural informatization to an important position. Agricultural rural informatization thus ushered in unprecedented strategic development opportunities. At present, how to make good use of the existing social, economic, information technology and other favorable development environments to effectively develop rural information facilities, thereby promoting agricultural technology, Agricultural information benefits more and more farmers is a subject worth further study. The present situation of rural informatization construction in eight villages, such as Wanan village, Gao Huang village, enrichment village, Tuanjie village, Qingyang village, Gaoquan village, Meihua village, Renyi village, in Pengzhou City, is investigated and studied in this paper. Summarized the current basic situation of the development of rural information facilities in Pengzhou: first, the basic coverage of rural information hardware facilities completed; second, rural information software media rich; third, the government's rural information service site has begun to take shape; Fourth, the basic establishment of rural information communication channels. On this basis, the problems existing in the development and construction of rural informatization facilities in Pengzhou City are analyzed. For example, the rural information network infrastructure construction lags behind, the "last kilometer problem" still needs to be solved, and there is a shortage of professionals in rural informatization. Rural information operation training is extremely lacking, effective rural information is difficult to enter the village, rural production information is not widely used, and so on. Finally, according to the development and construction of rural information facilities in Pengzhou City, six countermeasures and suggestions are put forward: first, it is necessary to make clear the development objectives of information facilities and do a good job of the role of baton; Second, it is necessary to give play to the functions of the government as a whole and coordinate, to implement the interconnected mode in which the government-led enterprises participate, to establish an effective demand reporting mechanism, and to strengthen the service functions of the government; and third, to improve the construction of rural informatization infrastructure. Tamp the hardware foundation of information facilities, improve the service functions of rural information service stations, and do a good job of ensuring; fourth, we should continue to improve the construction of rural information infrastructure, take demand as a guide, and provide practical information resources. Speed up the construction of agricultural informatization standards, improve the level of rural databases, strengthen the support of rural informatization construction; fifthly, strengthen the application of rural information technology, promote the informatization of planting and breeding of livestock and poultry, E-commerce of agricultural products, informationization of agricultural products logistics, informatization of rural government affairs, promotion of good and rapid development in rural areas; sixth, to improve the level of rural information services and enrich the channels of rural information services, Improve the overall quality of the basic service station personnel, and combined with the current service organization, expand the scope of rural information services, and improve the level of development of rural information facilities in Pengzhou.
