【摘要】：互聯(lián)網(wǎng)深刻影響和改變著我們所處的政治、經(jīng)濟(jì)、文化和社會,引發(fā)了繼工業(yè)革命和電氣革命之后的“信息技術(shù)革命”。與此同時,以社會化媒體為代表的Web2.0網(wǎng)絡(luò)媒介進(jìn)一步改變了我們的社會關(guān)系、生產(chǎn)生活方式。社會化媒體顛覆了權(quán)威和公眾的傳統(tǒng)關(guān)系,它將信息的制造、發(fā)布、傳播等權(quán)利下放至幾乎每一個網(wǎng)絡(luò)主體,使得人人有媒體,網(wǎng)絡(luò)公眾既是傳播者,也是接收者。但是網(wǎng)絡(luò)的虛擬性和匿名性等特性,導(dǎo)致互聯(lián)網(wǎng)上泥沙俱下。網(wǎng)絡(luò)謠言已經(jīng)成為網(wǎng)絡(luò)時代的一個比較顯性的問題,特別是在微博興起之后,謠言的傳播有了新的平臺,謠言傳播的廣度、速度和強(qiáng)度都明顯增加,這促使網(wǎng)絡(luò)謠言在網(wǎng)絡(luò)公眾中能迅速產(chǎn)生巨大的效應(yīng),對網(wǎng)絡(luò)公眾及社會造成極大的危害。網(wǎng)絡(luò)謠言的產(chǎn)生歸根于網(wǎng)絡(luò)具有匿名、虛擬、開放以及自由特征的內(nèi)在原因；網(wǎng)絡(luò)主體自由的偏頗、公正的失衡、誠信的淡薄、責(zé)任的逃避、自律的不足；管理部門責(zé)任界限不清以及網(wǎng)絡(luò)管理員服務(wù)管理道德意識淡薄為表現(xiàn)的多頭制的互聯(lián)網(wǎng)管理體系；以及不夠健全的社會外部管理體系構(gòu)成了網(wǎng)絡(luò)謠言產(chǎn)生的外在原因。也正因此,我們對網(wǎng)絡(luò)謠言的應(yīng)對必須從內(nèi)外兩個方面入手：完善網(wǎng)絡(luò)技術(shù)層面的監(jiān)管,在互聯(lián)網(wǎng)技術(shù)領(lǐng)域進(jìn)行創(chuàng)新以及實行互聯(lián)網(wǎng)實名制；重塑網(wǎng)絡(luò)主體自由自主、平等公正、誠實責(zé)任、自律慎獨的網(wǎng)絡(luò)德性；建立高效的互聯(lián)網(wǎng)管理體制,明晰責(zé)任權(quán)限以及嚴(yán)明責(zé)任主體；健全社會外部管理體系：重塑政府公信力以及完善相關(guān)立法。只有內(nèi)在的完善和外部的管理雙管齊下,才能真正對網(wǎng)絡(luò)謠言的產(chǎn)生和發(fā)展起到控制作用。
[Abstract]:The Internet profoundly influences and changes the politics, economy, culture and society in which we live, and leads to the "information technology revolution" after the industrial and electrical revolutions. At the same time, social media as the representative of Web2.0 network media has further changed our social relations, production and life style. Social media subverts the traditional relationship between authority and the public. It distributes the power of making, distributing and disseminating information to almost every network subject, which makes everyone have media, and the public is not only the communicator but also the receiver. However, the virtual and anonymous features of the network lead to muddy conditions on the Internet. Internet rumors have become a relatively obvious problem in the Internet age. Especially after the rise of Weibo, the spread of rumors has gained a new platform, and the scope, speed and intensity of rumor dissemination have increased significantly. This causes the Internet rumors to produce a huge effect in the network public quickly, causing great harm to the network public and the society. The origin of network rumors is rooted in the inherent reasons that the network has the characteristics of anonymity, fictitious, open and free, the bias of the freedom of the network subject, the imbalance of justice, the weakness of honesty, the evasion of responsibility and the insufficiency of self-discipline. The multi-system Internet management system, which is characterized by unclear boundaries of responsibility of management departments and weak moral consciousness of network administrators' service management, and inadequate social external management system constitute the external reasons for the emergence of network rumors. Therefore, our response to Internet rumors must start from two aspects: perfecting the supervision of network technology, innovating in the field of Internet technology and implementing Internet real name system; reshaping the freedom and autonomy of network subject. Equality and justice, honest responsibility, self-discipline and independence of the network virtue; establish an efficient Internet management system, clear responsibility authority and strict responsibility of the main body; perfect the social external management system: reshape the credibility of the government and improve the relevant legislation. Only internal perfection and external management can control the emergence and development of network rumors.
