【摘要】：在物流體系中,城市配送中心處于一個(gè)承上啟下的位置,特別是專業(yè)性配送中心作為實(shí)現(xiàn)物流專業(yè)化功能的基礎(chǔ)設(shè)施成為今后一段時(shí)間物流基礎(chǔ)設(shè)施建設(shè)的前沿。城市配送中心的建設(shè)營運(yùn)是一個(gè)復(fù)雜的過程,在不同的階段存在著許多風(fēng)險(xiǎn)因素,需要考慮各種不確定性,如物流需求是否具有可持續(xù)性、選址是否合理、政治經(jīng)濟(jì)環(huán)境是否穩(wěn)定、經(jīng)營管理是否合理等等。本文在對(duì)風(fēng)險(xiǎn)管理理論進(jìn)行研究,針對(duì)城市配送中心的特點(diǎn),結(jié)合風(fēng)險(xiǎn)管理理論,分析城市配送中心的風(fēng)險(xiǎn)管理特點(diǎn),闡述城市配送中心的風(fēng)險(xiǎn)管理要點(diǎn)。對(duì)南寧市H快消品配送中心的情況進(jìn)行了描述,并從項(xiàng)目建設(shè)的背景、項(xiàng)目的合理性、項(xiàng)目經(jīng)營發(fā)展進(jìn)行了分析,利用層次分析法識(shí)別了 H快消品配送中心兩個(gè)層次的主要風(fēng)險(xiǎn),以及在項(xiàng)目建設(shè)運(yùn)營過程三個(gè)階段中的各種風(fēng)險(xiǎn)因素。接著使用模糊評(píng)價(jià)法對(duì)城市配送中心項(xiàng)目進(jìn)行風(fēng)險(xiǎn)評(píng)價(jià),評(píng)價(jià)結(jié)果為項(xiàng)目整體為一般風(fēng)險(xiǎn)。本文以南寧市H快消品配送中心為例,對(duì)南寧市城市配送中心項(xiàng)目進(jìn)行了風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)價(jià),在對(duì)風(fēng)險(xiǎn)進(jìn)行評(píng)級(jí)的基礎(chǔ)上,針對(duì)項(xiàng)目不同層級(jí)風(fēng)險(xiǎn)的特點(diǎn),根據(jù)項(xiàng)目風(fēng)險(xiǎn)應(yīng)對(duì)的理論,分別提出了相應(yīng)的風(fēng)險(xiǎn)應(yīng)對(duì)策略。最后,結(jié)合當(dāng)前南寧市城市配送中心的特點(diǎn),分別在企業(yè)和政府兩個(gè)層面提出意見和建議。
[Abstract]:In the logistics system, the urban distribution center is in the position of connecting the past and the following, especially the professional distribution center as the infrastructure to realize the specialized function of logistics becomes the frontier of the logistics infrastructure construction for some time in the future.The construction and operation of urban distribution center is a complicated process. There are many risk factors in different stages, so we need to consider all kinds of uncertainties, such as whether logistics demand is sustainable, whether the location is reasonable or not.Political and economic environment is stable, management is reasonable and so on.In this paper, the risk management theory is studied, according to the characteristics of the urban distribution center, combined with the risk management theory, the risk management characteristics of the urban distribution center are analyzed, and the main points of risk management of the urban distribution center are expounded.This paper describes the situation of H express distribution center in Nanning City, and analyzes the background, rationality and development of the project, including the construction of the project, the rationality of the project, and the development of the project.The main risks in the two levels of H fast distribution center and various risk factors in the three stages of the project construction and operation are identified by using the analytic hierarchy process (AHP).Then the fuzzy evaluation method is used to evaluate the risk of urban distribution center project, and the result is that the whole project is general risk.In this paper, we take the H fast distribution center of Nanning as an example to identify and evaluate the risk of Nanning city distribution center project. On the basis of rating the risk, we aim at the characteristics of different levels of risk of the project.According to the theory of project risk response, the corresponding risk coping strategies are put forward.Finally, according to the characteristics of Nanning city distribution center, the author puts forward suggestions and suggestions at the enterprise and government levels.
