【摘要】：改革開放以來(lái),適應(yīng)于市場(chǎng)經(jīng)濟(jì)的發(fā)展和自身的城市建設(shè)需求,北京市的行政區(qū)劃多次調(diào)整,主要集中于撤縣設(shè)區(qū)、區(qū)縣合并、功能區(qū)整合等方面,最終形成如今14區(qū)和2縣的行政格局。但是隨著北京市城市化進(jìn)程向縱深方向發(fā)展,和現(xiàn)代交通通訊設(shè)施的日益發(fā)達(dá),當(dāng)前的行政區(qū)劃格局在某些方面越來(lái)越難以適應(yīng)新的發(fā)展要求。文章通過(guò)研究改革開放以來(lái)北京轄區(qū)(縣)行政區(qū)劃調(diào)整的效果,提出未來(lái)北京市行政區(qū)劃調(diào)整的目標(biāo)、原則和方案設(shè)想。通過(guò)系統(tǒng)梳理北京行政區(qū)劃的調(diào)整歷程,針對(duì)改革開放以來(lái)北京轄區(qū)(縣)行政區(qū)劃調(diào)整的趨勢(shì)特點(diǎn)和現(xiàn)存問(wèn)題,運(yùn)用計(jì)算機(jī)技術(shù)和相關(guān)計(jì)算方法,分別對(duì)撤縣設(shè)區(qū)、中心城區(qū)合并、北京經(jīng)濟(jì)技術(shù)開發(fā)區(qū)與大興區(qū)的行政資源整合三個(gè)方面的調(diào)整效果進(jìn)行實(shí)證分析,結(jié)果顯示出調(diào)整取得了一定的成效,尤為體現(xiàn)在經(jīng)濟(jì)發(fā)展方面,但是仍然存在行政區(qū)劃與區(qū)域發(fā)展不均衡等問(wèn)題。并從政治經(jīng)濟(jì)、歷史地理、城市發(fā)展三方面闡述了影響北京市行政區(qū)劃調(diào)整的因素。通過(guò)對(duì)幾個(gè)國(guó)內(nèi)外特大城市尤其是首都直轄市行政區(qū)劃調(diào)整特點(diǎn)的對(duì)比分析可見,他們行政區(qū)劃調(diào)整對(duì)北京市的借鑒啟示主要體現(xiàn)在行政區(qū)劃層級(jí)設(shè)置、市-區(qū)兩級(jí)政府間關(guān)系、政區(qū)空間形態(tài)的均衡布局、行政區(qū)與功能區(qū)的整合等方面。北京未來(lái)應(yīng)該秉持穩(wěn)定均衡的原則,循序漸進(jìn)、積極穩(wěn)妥地繼續(xù)探索進(jìn)行轄區(qū)(縣)行政區(qū)劃調(diào)整。
[Abstract]:Since the reform and opening up, adapted to the development of the market economy and the needs of its own urban construction, the administrative divisions of Beijing have been readjusted for many times, mainly focusing on the withdrawal of counties into districts, the merging of districts and counties, the integration of functional areas, and so on.The final formation of today's 14 districts and 2 counties of the administrative structure.However, with the development of urbanization in Beijing and the development of modern transportation and communication facilities, it is more and more difficult to adapt to the new development in some aspects.By studying the effect of the adjustment of administrative divisions in Beijing area (county) since the reform and opening up, this paper puts forward the objectives, principles and plans for the adjustment of administrative divisions in Beijing in the future.Through systematically combing the adjustment course of Beijing's administrative divisions, aiming at the trend characteristics and existing problems of the adjustment of administrative divisions in Beijing's jurisdiction (counties) since the reform and opening up, using computer technology and related calculation methods, we divide the withdrawal counties into districts respectively.The results of the empirical analysis on the adjustment effects of the three aspects of the integration of administrative resources between the Beijing Economic and technological Development Zone and the Daxing District show that the adjustment has achieved certain results, especially in the aspect of economic development.However, there are still some problems such as the imbalance between administrative division and regional development.The factors influencing the adjustment of Beijing administrative division are expounded from three aspects: political economy, historical geography and urban development.Through the comparative analysis of the characteristics of the adjustment of administrative divisions in several domestic and foreign mega-cities, especially in the capital cities directly under the Central Government, it can be seen that their reference to Beijing's administrative division adjustment is mainly reflected in the setting of administrative division levels.The relationship between municipal and district governments, the balanced layout of spatial form of administrative districts, the integration of administrative regions and functional areas, and so on.Beijing should adhere to the principle of stability and balance in the future, step by step, actively and steadily continue to explore the jurisdiction (county) administrative division adjustment.
