【摘要】：近幾年來(lái),全球能源需求日趨增大,石油的價(jià)格走向直接或間接影響世界政治、經(jīng)濟(jì)走向。隨著陸地資源的長(zhǎng)時(shí)間開(kāi)采,加之能源總量有限,世界各大石油巨頭均將目光轉(zhuǎn)向海上,大力開(kāi)發(fā)海洋資源已被列入國(guó)家長(zhǎng)期發(fā)展戰(zhàn)略,國(guó)內(nèi)各大石油企業(yè)為保證國(guó)家能源安全的戰(zhàn)略需求使得海洋石油的開(kāi)發(fā)力度逐步加大。由此,海洋工程作為一個(gè)產(chǎn)業(yè)越來(lái)越受到人們的關(guān)注,但我國(guó)海洋工程領(lǐng)域項(xiàng)目管理技術(shù)比較落后。進(jìn)度作為海洋工程項(xiàng)目管理三大目標(biāo)之一,備受海洋工程項(xiàng)目企業(yè)的關(guān)注。目前,我國(guó)海底管道項(xiàng)目市場(chǎng)廣闊,前景巨大,但項(xiàng)目管理技術(shù)相對(duì)落后,在進(jìn)度管理方面,由于受到諸多不確定因素的干擾,大部分項(xiàng)目進(jìn)度都得不到有效的控制,此種現(xiàn)象在海洋工程領(lǐng)域尤為突出。本文以西二線深港海底管道項(xiàng)目為背景,將理論和實(shí)踐相結(jié)合、采用對(duì)比分析以及文獻(xiàn)研究的方法,結(jié)合工作實(shí)際,詳細(xì)地論述了海底管道項(xiàng)目進(jìn)度管理中存在的問(wèn)題,分析影響進(jìn)度的原因,尋找可控的辦法。文章采用PDCA循環(huán)的模式對(duì)進(jìn)度計(jì)劃實(shí)施的過(guò)程進(jìn)行有效控制,采用計(jì)劃評(píng)審技術(shù)和關(guān)鍵路徑法相結(jié)合的方法,對(duì)該項(xiàng)目實(shí)際情況重新編制科學(xué)的進(jìn)度計(jì)劃。本文對(duì)海底管道項(xiàng)目進(jìn)度管理存在問(wèn)題進(jìn)行梳理,并提出針對(duì)性的糾偏措施,使海底管道項(xiàng)目管理水平逐步提升,逐步完善海底管道項(xiàng)目管理的規(guī)章制度,以便更好的指導(dǎo)日后的工作,對(duì)其他類(lèi)似管道項(xiàng)目具有一定的借鑒意義。
[Abstract]:In recent years, increasing global energy demand increasing, the price of oil to directly or indirectly affect the world political, economic trend. With the long time exploitation of land resources, coupled with the limited amount of energy, the oil giants are turning to the sea world, vigorously develop the marine resources has been included in the national long-term development strategy, major oil domestic enterprises in order to ensure the strategic needs of national energy security that offshore oil development efforts to gradually increase. Thus, ocean engineering as an industry has attracted more and more attention, but the marine engineering project management field in our country is relatively backward technology progress. As one of the three major objectives of project management of ocean engineering, marine engineering project by enterprises attention. At present, China's offshore pipeline project has a vast market, great prospects, but the technology is relatively backward in project management, schedule management, due to many Uncertain factors, most of the progress of the project are not effectively controlled, this phenomenon is particularly prominent in the field of marine engineering. This paper takes the second Shenzhen submarine pipeline project as the background, combining theory and practice, using comparative analysis and literature research methods, combined with the actual work, discusses in detail the existing submarine pipeline project schedule management problems in the analysis of influence of the progress of the cause, find the controllable way. The process of PDCA cycle mode of implementation of the schedule control method, using pert and critical path method combined with the re establishment of scientific plan for the actual situation of the project. This paper sorts out the submarine pipeline the progress of the project management problems, and put forward the corrective measures, the project management level of submarine pipeline gradually improve, and gradually improve the submarine pipeline Project management rules and regulations, so as to better guide the day after work, has a certain reference to other similar pipeline project.
