【摘要】：互聯(lián)網(wǎng),簡稱網(wǎng)絡(luò),被認(rèn)為是20世紀(jì)最偉大的發(fā)明之一。隨著互聯(lián)網(wǎng)技術(shù)的飛速發(fā)展,當(dāng)今世界已經(jīng)進入了網(wǎng)絡(luò)信息時代。21世紀(jì)的今天,互聯(lián)網(wǎng)正以驚人的速度改變著人們的生活、工作和學(xué)習(xí),并深刻影響著世界的政治、經(jīng)濟、軍事、文化和科技的進程。 然而,任何事物都有兩面性。網(wǎng)絡(luò)給人們帶來了極大便利,卻在同時,因各種網(wǎng)絡(luò)越軌行為的產(chǎn)生給社會的安定帶來負(fù)面影響,如網(wǎng)絡(luò)謊言、網(wǎng)絡(luò)沉溺、網(wǎng)絡(luò)腐化、網(wǎng)絡(luò)攻擊、網(wǎng)絡(luò)盜竊、網(wǎng)絡(luò)詐騙等。這些越軌行為不僅對網(wǎng)民的心理和生理產(chǎn)生了負(fù)面影響,而且嚴(yán)重阻礙了社會的良性發(fā)展,使社會的正常秩序遭到破壞。現(xiàn)階段,對網(wǎng)絡(luò)越軌發(fā)生的原因進行深入地分析、探索控制網(wǎng)絡(luò)越軌的手段和策略已迫在眉睫。本文對網(wǎng)絡(luò)越軌行為的傳播模式及特點進行了解讀,并進一步對其形成原因進行了分析,最后從政府、網(wǎng)民以及網(wǎng)絡(luò)媒體行業(yè)三方面的角度談及網(wǎng)絡(luò)越軌行為治理的對策與建議。文章綜合社會學(xué)與傳播學(xué)學(xué)科的主要理論,重點對網(wǎng)絡(luò)謠言、網(wǎng)絡(luò)誹謗、人肉搜索三種典型的網(wǎng)絡(luò)越軌行為加以研究。經(jīng)過筆者的研究發(fā)現(xiàn),與社會越軌行為相比,網(wǎng)絡(luò)越軌行為也具備動機性、目的性、社會破壞性的特征,同樣是傳播者互動并集合作用的結(jié)果。二者的區(qū)別則在于,網(wǎng)絡(luò)環(huán)境的虛擬匿名性導(dǎo)致網(wǎng)絡(luò)越軌行為所需承擔(dān)的責(zé)任成本較低于社會越軌行為,且網(wǎng)絡(luò)傳播的跨區(qū)域性導(dǎo)致網(wǎng)絡(luò)越軌行為的影響力遠大于社會越軌行為。 為了解決網(wǎng)絡(luò)越軌行為方面的相關(guān)問題,我們首先要明確地認(rèn)識到網(wǎng)絡(luò)環(huán)境中的越軌行為實質(zhì)是現(xiàn)實社會越軌行為在互聯(lián)網(wǎng)這一特殊環(huán)境下的表現(xiàn)形式,因而兼具現(xiàn)實和虛擬的雙重特征。對于這種帶有時代特征的越軌行為的治理不僅需要從現(xiàn)實社會的角度,同時也要立足于網(wǎng)絡(luò)特殊場所來進行研究解決。因此,本文從社會控制理論出發(fā),具體分析控制網(wǎng)絡(luò)越軌的策略,即道德控制、法律控制和技術(shù)控制,對它們各自的優(yōu)缺進行分析,整合這三種控制手段,以便更好地控制網(wǎng)絡(luò)越軌行為。本文將為解決網(wǎng)絡(luò)越軌行為所造成的社會問題提供理論依據(jù),具有一定的實際意義,并且豐富網(wǎng)絡(luò)媒體規(guī)制理論,為加強網(wǎng)絡(luò)文明建設(shè)水平和構(gòu)建和諧社會方面提供學(xué)理層面的建議,同時使得網(wǎng)絡(luò)媒體的使用得到有效規(guī)范,也有助于對網(wǎng)絡(luò)越軌行為實現(xiàn)技術(shù)控制、道德控制和法律控制的效果最大化。
[Abstract]:The Internet, for short, is considered one of the greatest inventions of the 20 th century.With the rapid development of Internet technology, the world has entered the network information age. The 21st century, the Internet is changing people's life, work and study, and deeply affect the world's politics and economy.Military, cultural and technological processes.However, everything has two sides.The network brings great convenience to people, but at the same time, because of the emergence of various network deviant behavior, it brings negative influence to social stability, such as network lies, network addiction, network corruption, network attack, network theft, network fraud and so on.These deviant behaviors not only have a negative impact on the psychology and physiology of netizens, but also seriously hinder the healthy development of society and destroy the normal order of the society.At present, it is urgent to analyze the causes of network deviations and explore the means and strategies to control network deviations.This article has carried on the explanation to the network transgression behavior dissemination pattern and the characteristic, and has carried on the analysis to its formation reason, finally from the government,Internet users and network media industry from three angles to talk about network deviant behavior governance countermeasures and suggestions.This paper synthesizes the main theories of sociology and communication, and focuses on three typical network deviant behaviors: Internet rumor, network libel and human flesh search.Through the author's research, it is found that compared with social deviant behavior, network deviant behavior also has the characteristics of motivation, purpose and social destruction, which is also the result of the interaction and collective action of communicators.The difference between the two is that the virtual anonymity of the network environment leads to the responsibility cost of the network deviant behavior is lower than that of the social deviant behavior.And the cross-regional network communication leads to the influence of network deviant behavior is far greater than social deviant behavior.In order to solve the related problems of network deviant behavior, we must first clearly realize that the nature of deviant behavior in the network environment is the manifestation of the real social deviant behavior under the special environment of the Internet.Therefore, it has the dual characteristics of reality and fictitious.The governance of this kind of deviant behavior with the characteristics of the times needs not only from the point of view of the real society, but also from the network special place to carry on the research and solution.Therefore, based on the theory of social control, this paper analyzes the strategies of controlling network deviance, that is, moral control, legal control and technical control, analyzes their respective advantages and disadvantages, and integrates these three control methods.In order to better control network deviant behavior.This paper will provide the theoretical basis for solving the social problems caused by the network deviant behavior, have certain practical significance, and enrich the theory of network media regulation.In order to strengthen the level of network civilization construction and build a harmonious society to provide scientific and theoretical suggestions, at the same time, make the use of network media to be effectively standardized, but also contribute to the realization of technical control of network deviant behavior.The effect of moral control and legal control is maximized.
