【摘要】：貧困是全世界各個地方都有的一種常見現(xiàn)象,是由于自然地理環(huán)境的差異以及各個國家、各區(qū)域所在的政治、經(jīng)濟(jì)、文化、社會等因素發(fā)展不平衡所造成的。由于我國是一個農(nóng)業(yè)大國,因此國民經(jīng)濟(jì)快速發(fā)展的重要環(huán)節(jié)在于當(dāng)前亟待解決的“三農(nóng)”問題；而解決該問題的重點(diǎn)在農(nóng)村貧困村,其難點(diǎn)落在了貧困戶。當(dāng)前,隨著社會主義新農(nóng)村建設(shè)步伐不斷推進(jìn),對湖南省張家界市農(nóng)村扶貧開發(fā)相關(guān)問題進(jìn)行一定的研究,將有利于張家界市的貧困戶盡早地走出脫貧進(jìn)而邁向致富的道路；有利于當(dāng)?shù)貙?shí)施可持續(xù)發(fā)展戰(zhàn)略；有利于加快當(dāng)?shù)厣鐣髁x新農(nóng)村建設(shè)的步伐；有利于鞏固改革、發(fā)展、穩(wěn)定三者的聯(lián)系。 本文從研究背景意義、國內(nèi)外研究現(xiàn)狀、貧困概念的界定等方面出發(fā),分析了關(guān)于農(nóng)村貧困和扶貧的理論基礎(chǔ),立足于張家界市農(nóng)村扶貧開發(fā)的現(xiàn)狀,分析其貧困地區(qū)致貧的根本原因,通過借鑒國內(nèi)外農(nóng)村扶貧開發(fā)的經(jīng)驗(yàn),提出了促進(jìn)張家界市農(nóng)村扶貧開發(fā)的政策建議,指出推動張家界市農(nóng)村扶貧開發(fā)的重點(diǎn)在于擴(kuò)大農(nóng)村基礎(chǔ)性設(shè)施的建設(shè)范圍,加強(qiáng)各種培訓(xùn)教育,提高貧困山區(qū)居民的各種素質(zhì),盡可能地調(diào)動民間組織在當(dāng)?shù)胤鲐氶_發(fā)中的積極性；另外,要從全局出發(fā),設(shè)立良好的扶貧開發(fā)框架體制,更有效地推動張家界市農(nóng)村扶貧開發(fā)的進(jìn)程。
[Abstract]:Poverty is a common phenomenon in all parts of the world. It is caused by the difference of natural geographical environment and the unbalanced development of political, economic, cultural and social factors in different countries and regions.Because our country is a big agricultural country, the important link of the rapid development of national economy lies in the problem of "agriculture, countryside and farmers" which needs to be solved urgently at present, and the key to solve this problem lies in the rural poor village, the difficulty of which falls on the poor households.At present, with the development of new socialist countryside, it will be helpful for the poor families of Zhangjiajie to get out of poverty and get rich as soon as possible by studying some problems related to the rural poverty alleviation and development in Zhangjiajie city of Hunan Province.It is beneficial to the local implementation of the strategy of sustainable development, to speeding up the pace of local socialist new rural construction, and to consolidating the reform, development and stability of the three links.This paper analyzes the theoretical basis of rural poverty and poverty alleviation, based on the research background significance, the current research situation at home and abroad, the definition of poverty concept, etc., which is based on the current situation of rural poverty alleviation and development in Zhangjiajie City.Based on the analysis of the causes of poverty in poor areas and the experience of rural poverty alleviation and development at home and abroad, the paper puts forward some policy suggestions to promote the development of rural poverty alleviation in Zhangjiajie.It is pointed out that the key points of promoting rural poverty alleviation and development in Zhangjiajie City are to expand the scope of construction of rural basic facilities, strengthen all kinds of training and education, and improve the various qualities of residents in poor mountainous areas.In addition, it is necessary to set up a good framework system for poverty alleviation and development from the overall situation so as to more effectively promote the process of poverty alleviation and development in Zhangjiajie City.
