【摘要】：腐敗治理是中國共產(chǎn)黨必須回答的現(xiàn)實(shí)議題。嚴(yán)苛懲腐激發(fā)了巨大的廉潔正能量;但是,"廉而不為""廉而失能"也隨之顯現(xiàn)。實(shí)際上,腐敗治理的根本目標(biāo)不僅僅在于"廉潔",還在于"廉潔"+"效能"�，F(xiàn)代國家治理所具備的公共性特征及其對權(quán)威、秩序和活力的倚重,都預(yù)設(shè)著腐敗治理應(yīng)該從廉潔政治走向廉能政治。廉能政治并不是對廉潔政治的否定,而是在其基礎(chǔ)上的深化。從基本內(nèi)涵看,廉能政治既是一種價(jià)值取向也是一種實(shí)踐形態(tài);從內(nèi)在結(jié)構(gòu)看,廉能政治由具有廉能觀念的主體、營造廉能環(huán)境的制度和透明公正的廉能行為等因素組成。建構(gòu)廉能政治是一項(xiàng)復(fù)雜的系統(tǒng)工程,其基礎(chǔ)性環(huán)節(jié)在于推動權(quán)力結(jié)構(gòu)轉(zhuǎn)型和運(yùn)行方式轉(zhuǎn)變,在堅(jiān)持問責(zé)的同時亦能容錯,注重政治倫理教育,優(yōu)化政治生態(tài)。
[Abstract]:Corruption governance is a real issue that the Communist Party of China must answer. Severe punishment of corruption has inspired a great deal of integrity; but "honesty without corruption" has also emerged. In fact, The fundamental goal of corruption governance lies not only in "honesty", but also in "honesty" and "efficiency". The public characteristics of modern national governance and its dependence on authority, order and vitality, Both presupposes that the governance of corruption should change from clean politics to clean politics, which is not the negation of clean politics, but the deepening on its basis. From the basic connotation, it is both a kind of value orientation and a practical form. From the perspective of internal structure, the politics of incorruptible ability is composed of the main body with the concept of honesty and ability, the system of creating the environment of honesty and ability and the transparent and just act of honesty and ability. It is a complex systematic project to construct the politics of honesty and energy. The basic link is to promote the transformation of power structure and operation mode, to insist on accountability but also to be fault-tolerant, to pay attention to the education of political ethics and to optimize the political ecology.
