【摘要】:法國(guó)2016年1月開(kāi)始實(shí)施的公務(wù)員職業(yè)生涯與報(bào)酬協(xié)議(PPCR),對(duì)于法國(guó)公共服務(wù)部門(mén)來(lái)說(shuō),有著一定的積極意義。第一,它旨在簡(jiǎn)化公務(wù)員法,對(duì)法國(guó)公務(wù)員的現(xiàn)代化改革起到了一定的促進(jìn)作用。隨著時(shí)代變革,法國(guó)的政治經(jīng)濟(jì)背景都發(fā)生了變化,原有的公務(wù)員法已經(jīng)不再適用當(dāng)下的法國(guó)社會(huì)。第二,它致力于改善法國(guó)公務(wù)員的收入分配,尤其針對(duì)教師和醫(yī)務(wù)人員等,在一定程度上促進(jìn)了社會(huì)公平。第三,它將在一定程度上激發(fā)公務(wù)員職業(yè)生涯的靈活性,進(jìn)一步優(yōu)化公職人員的工作模式,提高其辦公效率,從而提升法國(guó)公民對(duì)本國(guó)公務(wù)員系統(tǒng)的滿意度。但實(shí)際上,該協(xié)議的簽署并不順利,因?yàn)榉▏?guó)的幾大工會(huì)沒(méi)有得到一致的意見(jiàn)。但該協(xié)議仍在法國(guó)公共服務(wù)部長(zhǎng)的支持下展開(kāi)實(shí)施。一年多來(lái),該協(xié)議取得了一定的成效,但仍然面臨著諸多問(wèn)題,當(dāng)初持反對(duì)態(tài)度的民眾也并沒(méi)有被說(shuō)服?陀^的評(píng)判法國(guó)公職系統(tǒng)相關(guān)的這一協(xié)議,有助于深度分析法國(guó)現(xiàn)代社會(huì)的公職系統(tǒng)變革,同時(shí)著眼于法國(guó)公務(wù)員系統(tǒng)過(guò)去的發(fā)展變化和未來(lái)的前景走向,更好的理解法國(guó)當(dāng)代社會(huì)的公民政治生活。
[Abstract]:The agreement on career and remuneration for civil servants, which began in France in January 2016, has some positive implications for the French public service. First, it aims to simplify the civil service law. It has played a certain role in promoting the modernization reform of French civil servants. With the change of the times, the political and economic background of France has changed. The original civil service law is no longer applicable to the present French society. Second, It is committed to improving the income distribution of French civil servants, especially teachers and medical personnel, to a certain extent, promoting social equity. Third, it will stimulate some degree of flexibility in the career of civil servants. To further optimize the working patterns of public officials and improve their efficiency, thereby increasing the satisfaction of French citizens with their civil service. But in reality, the signing of the agreement has not been smooth. Because the major trade unions in France have not been unanimous. But the agreement is still being implemented with the support of France's public service minister. For more than a year, the agreement has achieved some results, but it still faces many problems. The people who were initially opposed were not convinced either. An objective assessment of the agreement relating to the French public service system will help to analyze in depth the changes in the public service system in modern France. At the same time, it focuses on the development of the French civil service in the past and the future of the future, a better understanding of the civil political life of the contemporary French society.
