【摘要】：隨著信息化的發(fā)展，市、縣級基層政府作為公共服務(wù)的前沿陣地越來越受到各級政府的重視，，國家電子政務(wù)建設(shè)開始逐漸向市、縣級基層政府延伸。拉薩市作為西藏自治區(qū)的首府，在國家和西藏“十二五”規(guī)劃的指導(dǎo)下，正緊緊抓住這一發(fā)展的重要機遇，加快建設(shè)區(qū)域性信息中心。電子政務(wù)建設(shè)作為信息化建設(shè)的一個重要環(huán)節(jié)，不但有利于提高政府行政效率、轉(zhuǎn)變職能，而且對西藏全區(qū)經(jīng)濟(jì)開放和發(fā)展都具有積極意義。 本文運用文獻(xiàn)法、對比法、歸納法和實證分析法等研究方法，首先闡述了電子政務(wù)的定義、構(gòu)成要素和特征；其次，對電子政務(wù)研究的相關(guān)文獻(xiàn)進(jìn)行了梳理，并介紹了國內(nèi)外電子政務(wù)建設(shè)的現(xiàn)狀；然后著重闡述了拉薩市電子政務(wù)的發(fā)展情況，指出拉薩市電子政務(wù)建設(shè)存在的問題及制約因素；最后，通過對國內(nèi)外電子政務(wù)建設(shè)經(jīng)驗的總結(jié)，找出拉薩市電子政務(wù)建設(shè)的借鑒點，同時結(jié)合拉薩實際，對如何加快拉薩市電子政務(wù)建設(shè)進(jìn)行了分析，提出對策建議。本文將更多的關(guān)注點集中在特殊的政治、經(jīng)濟(jì)、社會和文化環(huán)境下，拉薩市電子政務(wù)建設(shè)的特殊性，嘗試在解決問題的基礎(chǔ)上，確定適宜拉薩發(fā)展的目標(biāo)，建立電子政務(wù)頂層設(shè)計框架和發(fā)展水平測評體系，為拉薩市提升公共服務(wù)能力和水平建言獻(xiàn)策。
[Abstract]:With the development of information technology, governments at all levels pay more and more attention to the grass-roots government at the city and county level as the front position of public service, and the construction of national e-government begins to gradually move to the city. As the capital of the Tibet Autonomous region, Lhasa, under the guidance of the state and Tibet's 12th Five-Year Plan, is firmly seizing this important opportunity for development. As an important link of information construction, E-government construction is not only conducive to improving the administrative efficiency of the government and changing its functions, but also has positive significance for the opening up and development of the economy of the whole Tibet region. This article uses the literature method, the contrast method, the induction method and the positive analysis method and so on research method, first elaborated the electronic government affairs definition, the constituent factor and the characteristic; secondly, has carried on the comb to the electronic government research related literature, It also introduces the current situation of E-government construction at home and abroad, then expounds the development of E-government in Lhasa, points out the existing problems and restrictive factors of E-government construction in Lhasa. By summing up the experience of E-government construction at home and abroad, this paper finds out the reference points of E-government construction in Lhasa, and analyzes how to accelerate the construction of E-government in Lhasa. This paper focuses more on the special political, economic, social and cultural environment, the particularity of the construction of electronic government affairs in Lhasa, and tries to determine the goal suitable for the development of Lhasa on the basis of solving the problems. The top level design frame and development level evaluation system of e-government are set up to offer advice for Lhasa to improve public service ability and level.
