【摘要】：近年來，伴隨著全球氣溫的持續(xù)升高，全球氣候的逐漸變暖，北極地區(qū)的氣候環(huán)境和地理環(huán)境發(fā)生了巨大變化，北極地區(qū)特殊的戰(zhàn)略地位日趨顯現(xiàn)。世界很多國家都制定并發(fā)布了符合本國國家利益的北極戰(zhàn)略，北極問題越來越受到國際社會的廣泛關(guān)注，成為國際社會討論的一個熱門話題。 世界上領(lǐng)土面積最大的國家——俄羅斯，其橫跨歐亞兩大洲的地理位置，使其不同于其他國家，俄羅斯兼具歐洲國家、亞洲國家和北極國家的特征。早在2001年俄羅斯就已經(jīng)制定了服從于其國家利益的北極政策。尤其是在2008年國際金融危機之后，各國對北極地區(qū)的競爭日趨激烈，環(huán)北極國家相繼推出新的北極戰(zhàn)略，這大大促使了后金融危機時代俄羅斯北極戰(zhàn)略的制定。從本質(zhì)上看，北極戰(zhàn)略問題是一個國際政治經(jīng)濟問題，，其背后隱藏著復(fù)雜的戰(zhàn)略利益博弈。 本文從分析北極地區(qū)的相關(guān)概念開始，界定北極地區(qū)、俄屬北極地區(qū)以及與北極地區(qū)相關(guān)的國際政治行為體，運用國際戰(zhàn)略理論和地緣戰(zhàn)略理論展開深入分析，應(yīng)用歷史綜述法、比較分析法等研究方法，對俄羅斯北極戰(zhàn)略的演變及特點進行深刻剖析，并著重探析后金融危機時代俄羅斯北極戰(zhàn)略對國際格局產(chǎn)生的深遠影響。最后，本文的落腳點回到對后金融危機時代俄羅斯北極戰(zhàn)略發(fā)展趨勢的預(yù)測以及對中國的啟示。撰寫本文的目的是希望通過對俄羅斯北極戰(zhàn)略的剖析，提出適合于解決我國北極問題的合理化建議，在北極地區(qū)競爭不斷加深的背景下，維護我國的國家利益，并適時地制定出符合我國國情的北極戰(zhàn)略。
[Abstract]:In recent years, with the continuous rise of global temperature and the gradual warming of the global climate, the climate and geographical environment of the Arctic region have undergone tremendous changes. The special strategic position of the Arctic region is becoming increasingly apparent. Many countries in the world have formulated and issued Arctic strategies that are in line with their national interests. The Arctic issue has attracted more and more attention from the international community. It has become a hot topic for discussion in the international community. Russia, the largest country in the world, is geographically located across the two continents of Europe and Asia, making it different from other countries. Russia is also a European country. The characteristics of Asian and Arctic countries. As early as 2001, Russia had formulated Arctic policies in its national interest. Especially after the international financial crisis of 2008, countries became increasingly competitive with the Arctic region. Countries around the Arctic have introduced new Arctic strategies one after another, which has greatly promoted the formulation of Russia's Arctic strategy in the post-financial crisis era. In essence, the Arctic strategic issue is an international political and economic issue. There is a complicated strategic interest game hidden behind it. This paper begins with the analysis of the relevant concepts of the Arctic region, defines the Arctic region, the Russian Arctic region and the international political actors related to the Arctic region, and makes an in-depth analysis using the international strategic theory and the geostrategic theory. By using the methods of historical review and comparative analysis, the evolution and characteristics of Russia's Arctic strategy are deeply analyzed, and the profound influence of Russian Arctic strategy on the international pattern in the post-financial crisis era is emphatically analyzed. The purpose of this paper is to predict the development trend of Russia's Arctic strategy in the post-financial crisis era and to enlighten China. The purpose of this paper is to analyze the strategy of Russia's Arctic. This paper puts forward some reasonable suggestions for solving the Arctic problem in China, in the context of the deepening competition in the Arctic region, to safeguard the national interests of our country, and to formulate the Arctic strategy which is in accordance with the national conditions of our country at the right time.
