【摘要】：近年來,我國(guó)各類公共危機(jī)事件發(fā)生的頻率日趨上升,針對(duì)公共危機(jī)管理開展專項(xiàng)研究的重要性也隨之提高。尤其是結(jié)合習(xí)近平總書記關(guān)于我國(guó)已經(jīng)進(jìn)入了“新常態(tài)”階段,政治、經(jīng)濟(jì)、文化面臨一系列新變化的有關(guān)論述,當(dāng)前各類社會(huì)危機(jī)和自然危機(jī)的發(fā)生將面臨新的特點(diǎn),而作為公共危機(jī)事件處理“第一主體”的地方政府將面臨新的挑戰(zhàn)和要求,其管理水平將直接決定公共危機(jī)事件的走向和進(jìn)程的效果,因此,研究我國(guó)地方政府在面對(duì)“新常態(tài)”這一新社會(huì)背景下的公共危機(jī)管理問題顯得非常重要。本文將根據(jù)我國(guó)及歐美主流的公共危機(jī)管理理論,借助問卷調(diào)查、文獻(xiàn)分析等方法,對(duì)新常態(tài)下地方政府公共危機(jī)管理的現(xiàn)狀、問題進(jìn)行研究,并結(jié)合地方政府的實(shí)際,通過借鑒美、俄等西方發(fā)達(dá)國(guó)家在處理公共危機(jī)時(shí)的相關(guān)經(jīng)驗(yàn),為新常態(tài)下我國(guó)地方政府提升公共危機(jī)管理能力提出建議。本文通過以下5個(gè)部分進(jìn)行論述:第一部分,歸納國(guó)內(nèi)外對(duì)公共危機(jī)管理的研究現(xiàn)狀,分析說明研究新常態(tài)下地方政府公共危機(jī)管理的意義,提出自己的研究思路、方法;第二部分,對(duì)文章中涉及的主要概念進(jìn)行界定,并分析闡述本文運(yùn)用到的國(guó)內(nèi)外公共危機(jī)管理的相關(guān)理論,為下文的論述提供理論支撐;第三部分,對(duì)新常態(tài)與公共危機(jī)開展相關(guān)性分析,通過分析新常態(tài)的內(nèi)涵及對(duì)公共危機(jī)的影響,研究新常態(tài)下公共危機(jī)的新特點(diǎn);第四部分,對(duì)問卷調(diào)查進(jìn)行分析,以研究新常態(tài)下我國(guó)地方政府公共危機(jī)管理的現(xiàn)狀存在的問題;第五部分,對(duì)新常態(tài)下我國(guó)地方政府公共危機(jī)管理問題產(chǎn)生的原因進(jìn)行分析;第六部分,分析國(guó)外公共危機(jī)管理體制,尋找可供借鑒的經(jīng)驗(yàn);第七部分,提出對(duì)策建議,包括積極開展危機(jī)意識(shí)教育,實(shí)現(xiàn)預(yù)防與治理并舉;健全危機(jī)管理法律體系,實(shí)現(xiàn)危機(jī)管理法制化;充分發(fā)揮危機(jī)管理常設(shè)機(jī)構(gòu)作用,實(shí)現(xiàn)職能常態(tài)化;轉(zhuǎn)變地方政府處理危機(jī)方式方法,提升政府危機(jī)管理靈活性;充分發(fā)揮社會(huì)力量,引導(dǎo)公眾共同參與危機(jī)處理。
[Abstract]:In recent years, the frequency of various kinds of public crisis events in China has been increasing day by day, and the importance of carrying out special research on public crisis management has also increased, especially in the light of General Secretary Xi Jinping's theory that China has entered the "new normal" stage. Politics, economy, and culture are facing a series of new changes, and the occurrence of various social and natural crises will face new characteristics. As the first subject of public crisis, the local government will face new challenges and requirements, and its management level will directly determine the direction of public crisis events and the effect of the process. It is very important to study the public crisis management of our local government in the new social background of "the new normal". According to the public crisis management theory of our country and Europe and America, this paper makes use of the methods of questionnaire, literature analysis, etc. This paper studies the current situation and problems of the local government's public crisis management under the new normal, and combines with the local government's reality, through learning from the relevant experience of the western developed countries, such as the United States, Russia and other western countries in dealing with the public crisis. This paper discusses the following five parts: the first part summarizes the research status of public crisis management at home and abroad. The analysis explains the significance of studying the public crisis management of local government under the new normal, and puts forward its own research ideas and methods. The second part defines the main concepts involved in the article. It also analyzes the relevant theories of public crisis management at home and abroad used in this paper, and provides theoretical support for the following discussion. The third part, to carry out a correlation analysis of the new normal and public crisis, By analyzing the connotation of the new normal and its influence on the public crisis, this paper studies the new characteristics of the public crisis under the new normal. In order to study the existing problems of the local government public crisis management under the new normal; part 5th, analyze the causes of the local government public crisis management under the new normal; part 6th, Analysis of foreign public crisis management system, looking for experience for reference; part 7th, put forward countermeasures and suggestions, including actively developing crisis awareness education, to achieve the simultaneous development of prevention and management, improve the legal system of crisis management, To realize the legalization of crisis management; to give full play to the role of the permanent institution of crisis management, to realize the normalization of functions; to change the ways and means of local governments to deal with crises; to enhance the flexibility of government crisis management; to give full play to social forces; To guide the public to participate in crisis management.
