【摘要】：本文從政府行為視角分析中國城市化的進(jìn)程、特征及問題。主要研究內(nèi)容包括五個方面：(1)從理論層面探討政府行為與城市化的關(guān)系。從分析城市化及動力機(jī)制的概念、內(nèi)涵以及政府的概念和內(nèi)涵基礎(chǔ)上,從城市化行為主體角度出發(fā)提出了一個分析城市化的理論框架,即在政治經(jīng)濟(jì)體制框架下,政府、企業(yè)、個人和家庭及其自身行為、內(nèi)部關(guān)系及互動、競爭等促進(jìn)了經(jīng)濟(jì)社會的發(fā)展,從而塑造了不同的城市化模式和特征。(2)構(gòu)建中國政府行為與城市化的研究框架。中國的政治經(jīng)濟(jì)體制具有其獨(dú)特性,政府是單一制的,中央集權(quán)的,在經(jīng)濟(jì)社會活動中,政黨現(xiàn)象明顯；不同層級的政府權(quán)力結(jié)構(gòu)具有相似的結(jié)構(gòu)；政府對經(jīng)濟(jì)社會活動具有極強(qiáng)的控制能力,中央政府通過對地方政府、企業(yè)、社會的影響從而影響城市化的進(jìn)程和特征。(3)從國家層面分析中央政府行為對城市化的影響。主要從中央政府與地方政府關(guān)系的變動、與企業(yè)和個人關(guān)系的變動進(jìn)行總的分析,在此基礎(chǔ)上,就中央政府的城市化戰(zhàn)略、城市化相關(guān)制度和政策等進(jìn)行分析和述評,剖析中央政府作用下,中國城市化的進(jìn)程和現(xiàn)狀特征。(4)基于地方政府行為視角的區(qū)域城市研究。從地方政府行為視角分析地方政府行為對城市化中的作用及地方政府與城市化的區(qū)域差異。利用面板數(shù)據(jù)模型實(shí)證分析省級政府行為對城市化的影響。(5)以長三角為例分析地方城市化及政府的作用。在長三角城市化過程中,中央、兩省一市一級各市政府均起了重要作用。在分析長三角16市城市化動力機(jī)制及差異的基礎(chǔ)上,分別就不同層級政府的作用進(jìn)行了分析。(6)基于政府行為探討城市化問題的根源并提出對策措施。嘗試探究城市化問題的體制性根源,進(jìn)而提出推進(jìn)制度創(chuàng)新進(jìn)而引導(dǎo)城市化健康發(fā)展的對策措施。 本文研究遵照問題提出——文獻(xiàn)綜述——理論框架構(gòu)建——實(shí)證分析——對策研究的研究路徑進(jìn)行研究和篇章安排。全文一共分為九章。章節(jié)安排如下：第一章為緒論,是本文研究的基礎(chǔ)。主要闡述本文選題的主要依據(jù)和研究設(shè)計。說明本文的現(xiàn)實(shí)和理論背景、研究意義,闡述研究內(nèi)容和研究方法。第二章城市化動力機(jī)制研究進(jìn)展綜述。主要就從城市化動力機(jī)制的相關(guān)學(xué)科研究背景再到中國城市化動力機(jī)制國內(nèi)外研究進(jìn)展的重要文獻(xiàn)進(jìn)行分析比并總結(jié)歸納和評論,指出現(xiàn)有研究的不足。第三章為政府視角下城市化理論的重構(gòu)。分析城市、城市化和城市化動力機(jī)制、政府行為等概念內(nèi)涵、相關(guān)理論,之后就城市化與政府行為進(jìn)行關(guān)聯(lián)性分析,提出包含政府行為主體的城市化動力機(jī)制分析框架。第四章主要分析中國城市化的政治經(jīng)濟(jì)體制背景,并構(gòu)建出政府行為視角下分析中國城市化的研究框架。第五章主要從中央政府行為層面實(shí)證分析其對中國城市化的影響。第六章實(shí)證分析地方政府行為對中國區(qū)域城市化的作用機(jī)制。第七章以長三角為例分析長三角城市化的動力機(jī)制及城市化中政府的作用機(jī)制。第八章分析城市化問題的體制原因,進(jìn)而提出促進(jìn)中國城市化健康發(fā)展戰(zhàn)略建議。第九章為研究結(jié)論、不足和進(jìn)一步研究之處。 本文研究的主要結(jié)論是：(1)政府是城市化的重要行為主體,政府行為對城市化具有重要影響。(2)政府行為是分析中國城市化的重要視角,從政府行為視角可以較好地解釋中國城市化進(jìn)程和現(xiàn)狀特征。(3)中央政府的制度安排和政策決定了中國城市化的基本路徑。(4)地方政府競爭有力地促進(jìn)了城市化的快速發(fā)展,但也帶來了負(fù)面效應(yīng)。(5)中國城市化很多問題與政府行為有著直接的關(guān)系。(6)要推進(jìn)城市化健康發(fā)展,需要從政治、體制、制度等多方面進(jìn)行變革。 本文的創(chuàng)新之處主要體現(xiàn)在三個方面：(1)研究中國城市化的新視角。本文從政府行為視角對中國城市化和城市發(fā)展進(jìn)行分析,將政府行為視為影響城市發(fā)展的內(nèi)生機(jī)制,從政府行為視角對中國城市化進(jìn)行新的詮釋,無疑,這樣的視角有助于更好地理理解中國的城市化現(xiàn)象。(2)中國城市化研究的新框架和新詮釋。從城市化的行為主體企業(yè)、個人和政府出發(fā)構(gòu)建了一個政治經(jīng)濟(jì)安排——行為主體行為——互動博弈——經(jīng)濟(jì)變化——城市格局變化的研究框架,并在這個框架實(shí)證分析了中國城市發(fā)展歷程；并實(shí)證分析了地方政府行為對城市化的影響。(3)城市化問題的新分析和新思考。通過分析,本文認(rèn)為,中國城市化過程中的很多問題與政府及其行為息息相關(guān)。要從根本的政策體制機(jī)制上進(jìn)行改革,破除阻礙城市化發(fā)展的體制性障礙,才能保證可持續(xù)的發(fā)展。
[Abstract]:This paper analyzes the process of China city from the government perspective, characteristics and problems. The main research contents include five aspects: (1) to investigate the relationship between the government behavior and the city from the theoretical level. From the analysis of the concept of city and dynamic mechanism of the connotation and the government's concept and connotation on the basis of behavior from the city the main point of view put forward a theoretical framework of analysis city, namely in the political and economic system, the government, enterprises, individuals and families and their behavior, the internal relations and interaction, competition and promote the development of economy and society, so as to create a city of different models and features. This paper in accordance with the problems: a literature review -- Empirical Analysis -- Research and textual arrangement research of path and countermeasure research to construct the theoretical framework. This thesis is divided into nine chapters as follows: the first chapter is the introduction, is the basis for this paper. Mainly expounds the main basis and the research design of this paper. In this paper the reality and the theoretical background, research significance, research content and research methods. The second chapter reviews research on the dynamic mechanism of the progress of the city. The main research background of dynamic mechanism from city to city China dynamic mechanism of domestic and foreign research progress of important literature analysis and summed up the deficiencies are pointed out and comments. Study on the reconstruction of city. The third chapter is theory analysis from the perspective of government. The city, city and city dynamic mechanism, the concept of government behavior in the Han, the related theory, then a relevancy analysis on city and government behavior, put forward the city dynamic mechanism includes the government behavior analysis framework. The fourth chapter mainly analyzes Chinese city of political and economic system background, and constructs the research framework from the perspective of government behavior analysis in our city. The fifth chapter analyzes the influence the city of China mainly from the central government level. The empirical behavior of the sixth chapter is the empirical analysis the mechanism of local government on regional Chinese city. In the seventh chapter in the Yangtze River Delta as an example to analyze the mechanism of the government and the city in the Yangtze River Delta city of mechanism. The eighth chapter analyzes the institutional reasons of city problems, and then put forward China city health development strategy. The ninth chapter is the conclusion of the study, and the lack of further research.
The main conclusions are as follows: (1) the government is an important subject of city urbanization, government behavior has an important influence on the city. (2) the government behavior is an important perspective of China City, can better explain the process of Chinese city and present characteristics from the government behavior from the perspective of the central government (3). The institutional arrangements and policy decisions of the basic path of China city. The innovation of this paper is mainly reflected in three aspects: (1) a new perspective on the research of Chinese city. This paper analyzes the Chinese urbanization and city development from the perspective of government behavior, the government will act as the city development intrinsic mechanism, a new interpretation of Chinese from city government behavior perspective undoubtedly this view, contribute to a better understanding of the China city phenomenon. (2) a new framework and a new interpretation of China city. From the city of the behavior of the main enterprises, individuals and government constructs a research framework of political and economic arrangements subject interactive game - changing economy -- city pattern change behavior behavior, and analysis of the development process of China city in this empirical framework; and analyzes the impact of local government on the city. (3) a new analysis and new thinking on the problem of the city. Through analysis, we believe that many problems in the process of urbanization in China are closely related to the government and its actions. We must reform the fundamental policies, institutions and mechanisms, and eliminate institutional obstacles that impede the development of urbanization, so as to ensure sustainable development.
