【摘要】：卡塔爾的地緣政治經(jīng)濟(jì)影響力遠(yuǎn)遠(yuǎn)超越了純地理含義的國力,其外交政策具有高度的靈活性,中東劇變以來卡塔爾外交政策的演變經(jīng)歷了三個(gè)階段:第一階段的特點(diǎn)是四面出擊、積極介入;第二階段的特點(diǎn)是四面碰壁、忙于應(yīng)對(duì);第三階段的特點(diǎn)是四面和解、調(diào)整政策。中東劇變以來卡塔爾奉行的"獨(dú)特政策"并沒有改變中國—卡塔爾友好關(guān)系發(fā)展的大方向,但也使中卡關(guān)系發(fā)展進(jìn)程中出現(xiàn)了一些風(fēng)險(xiǎn)。近年來,中國—卡塔爾經(jīng)貿(mào)合作取得了豐碩成果,中卡關(guān)系的進(jìn)一步發(fā)展既有巨大的潛力和機(jī)遇,又面臨諸多變數(shù)和挑戰(zhàn),要挖掘潛力,抓住機(jī)遇,應(yīng)對(duì)風(fēng)險(xiǎn)和挑戰(zhàn),就需要細(xì)致、妥善地處理好若干敏感問題。
[Abstract]:Qatar's geopolitical and economic influence goes far beyond purely geographic power, and its foreign policy is highly flexible. Since the dramatic changes in the Middle East, the evolution of Qatar's foreign policy has gone through three stages: the first stage is characterized by attacks from all sides and its active involvement; the second stage is characterized by four-sided confrontation and busy coping; and the third stage is characterized by four-sided reconciliation. The adjustment policy. The "unique policy" pursued by Qatar since the dramatic changes in the Middle East has not changed the general direction of the development of China-Qatar friendly relations, but it has also caused some risks in the development of Sino-Qatar relations in recent years. China-Qatar economic and trade cooperation has achieved fruitful results. The further development of China-Qatar relations not only has great potential and opportunities, but also faces many variables and challenges. To tap potential, seize opportunities, and deal with risks and challenges, we need careful attention. Properly handle a number of sensitive issues.
