【摘要】：1992年以來(lái),中國(guó)外交取得了一系列的成績(jī),但同時(shí)也面臨來(lái)越來(lái)越多的外部壓力與挑戰(zhàn),其中應(yīng)對(duì)和解決外交爭(zhēng)端已成為當(dāng)前中國(guó)處理雙邊關(guān)系的重要課題。在二十余年的外交理論和實(shí)踐發(fā)展中,具有中國(guó)特色的反制性外交逐漸形成。本文以1992年至2012年6月于《人民日?qǐng)?bào)》公開發(fā)表的外交爭(zhēng)端案例為研究素材,以定性和定量研究方法為工具,嘗試構(gòu)建中國(guó)反制性外交概念,對(duì)反制性外交中變量相關(guān)性進(jìn)行研究,分析針對(duì)不同問(wèn)題的反制性外交的異同,著重研究1992年對(duì)法國(guó)及2010年對(duì)日本兩次反制性外交案例,并從總體上歸納中國(guó)反制性外交的特點(diǎn)。本文認(rèn)為,1992年以來(lái)中國(guó)反制性外交存在四個(gè)基礎(chǔ)性因素,包括基于獨(dú)立自主的和平外交政策、基于國(guó)內(nèi)法和國(guó)際法、基于國(guó)家的核心利益與核心價(jià)值、基于政治經(jīng)濟(jì)不可分離原則。在此基礎(chǔ)上,中國(guó)反制性外交呈現(xiàn)出四個(gè)特點(diǎn)：交涉與反制相結(jié)合、有限性與有效性相結(jié)合、積極反制與消極反制相結(jié)合、主動(dòng)反制與借勢(shì)反制相結(jié)合。雖然中國(guó)反制性外交在一些雙邊外交爭(zhēng)端解決過(guò)程中發(fā)揮了重要作用,但對(duì)于涉及雙方核心利益的問(wèn)題仍無(wú)法有效發(fā)揮作用。因此現(xiàn)有的反制性外交理念和實(shí)踐方式仍存在較多的亟待改進(jìn)之處,同時(shí)有所甄別地使用不同外交方式處理外交爭(zhēng)端,也是今后中國(guó)外交需要研究的重要課題。
[Abstract]:Since 1992, China's diplomacy has made a series of achievements, but at the same time, it also faces more and more external pressures and challenges. Among them, coping with and resolving diplomatic disputes has become an important issue in China's handling of bilateral relations. In the course of the development of diplomatic theory and practice for more than 20 years, Anti-revolutionary diplomacy with Chinese characteristics has gradually formed. This paper takes the case of diplomatic disputes published in People's Daily from 1992 to June 2012 as the research material and the qualitative and quantitative research methods as the tool. This paper attempts to construct the concept of China's anti-reactionary diplomacy, studies the correlation of variables in anti-reactionary diplomacy, analyzes the similarities and differences of anti-reactionary diplomacy in view of different problems, and focuses on the two cases of anti-reactionary diplomacy against France on 1992 and Japan on 2010. This paper concludes the characteristics of China's anti-reactionary diplomacy in general. Since 1992, there are four basic factors in China's anti-reactionary diplomacy, including independent foreign policy of peace, domestic law and international law. Based on the core interests and core values of the country and the principle that politics and economy cannot be separated, China's anti-reactionary diplomacy presents four characteristics: the combination of negotiation and counteraction, the combination of limitation and effectiveness. The combination of active counter-reaction and negative counter-reaction, active counter-reaction and seizing the opportunity to counter reaction.Although China's counter-reactionary diplomacy has played an important role in the process of settling disputes in some bilateral diplomacy, However, problems involving the core interests of both sides are still unable to play an effective role. Therefore, there are still more urgent improvements to be made in the existing anti-reactive diplomacy concepts and practices, and different diplomatic methods are used to handle diplomatic disputes in a differentiated manner at the same time. It is also an important subject to be studied in China's diplomacy in the future.
