【摘要】：黨的十八大報(bào)告提出美麗中國(guó)的戰(zhàn)略發(fā)展目標(biāo)。為了落實(shí)中央美麗中國(guó)的精神,2013年中央一號(hào)文件中,初次提出了建設(shè)“美麗鄉(xiāng)村”發(fā)展規(guī)劃,開展了“美麗鄉(xiāng)村”創(chuàng)建活動(dòng)。2015年在中央一號(hào)文件中更突出強(qiáng)調(diào),中國(guó)要強(qiáng),農(nóng)業(yè)必須強(qiáng);中國(guó)要富,農(nóng)民必須富;中國(guó)要美,農(nóng)村必須美。本文從對(duì)生態(tài)文明理論與實(shí)踐的研究出發(fā),從政治、經(jīng)濟(jì)、文化、社會(huì)、國(guó)際經(jīng)驗(yàn)等方面分析了我國(guó)美麗鄉(xiāng)村建設(shè)現(xiàn)狀及問題,為美麗鄉(xiāng)村的建設(shè)提供先進(jìn)的理論方向和可操作的實(shí)踐方法。第一部分概括了生態(tài)文明、美麗鄉(xiāng)村的基本理論。對(duì)于生態(tài)文明、美麗鄉(xiāng)村的內(nèi)涵進(jìn)行界定,分析了生態(tài)文明、美麗鄉(xiāng)村的基本特征及相互關(guān)系,為美麗鄉(xiāng)村建設(shè)問題提供切入點(diǎn)和研究方向。第二部分闡述了生態(tài)文明與美麗鄉(xiāng)村建設(shè)的理論依據(jù)。主要研究了馬克思主義生態(tài)思想的主要觀點(diǎn)以及現(xiàn)實(shí)意義、中國(guó)共產(chǎn)黨對(duì)生態(tài)文明建設(shè)的探索和十八大以來生態(tài)文明理論的豐富與實(shí)踐,為美麗鄉(xiāng)村建設(shè)提供堅(jiān)實(shí)的理論依據(jù)和實(shí)踐經(jīng)驗(yàn)。第三部分分析了美麗鄉(xiāng)村建設(shè)的現(xiàn)狀。對(duì)我國(guó)美麗鄉(xiāng)村建設(shè)模式進(jìn)行研究,對(duì)美麗鄉(xiāng)村發(fā)展中存在的生態(tài)理念問題、基礎(chǔ)設(shè)施問題、規(guī)劃問題、環(huán)境問題、制度缺位等各種問題進(jìn)行分析,從政府引導(dǎo)、經(jīng)濟(jì)發(fā)展、現(xiàn)代文明等方面多角度查找原因,為美麗鄉(xiāng)村建設(shè)提供客觀的現(xiàn)實(shí)基礎(chǔ)。第四部分提出了美麗鄉(xiāng)村建設(shè)實(shí)踐路徑。從提高“三生和諧”,“四美統(tǒng)一”的整體建設(shè)出發(fā),從打造“產(chǎn)業(yè)美”、優(yōu)化“生活美”、促進(jìn)“人文美”、共建“生態(tài)美”四方面提出了具體建設(shè)路徑,并且借鑒國(guó)內(nèi)外美麗鄉(xiāng)村建設(shè)經(jīng)驗(yàn),為美麗鄉(xiāng)村建設(shè)提供參考。
[Abstract]:The report of the 18 National Congress of the Communist Party of China put forward the strategic development goals of beautiful China. In order to implement the spirit of the Central Committee of China, the first document of the CPC Central Committee in 2013 first proposed a development plan for the construction of "beautiful villages." In 2015, the first document of the Central Committee stressed that China must be strong, and agriculture must be strong; if China wants to be rich, farmers must be rich; and China must be beautiful. From the point of view of the study of the theory and practice of ecological civilization, this paper analyzes the present situation and problems of the construction of the beautiful countryside in China from the aspects of politics, economy, culture, society, international experience, etc. The first part summarizes the ecological civilization, the basic theory of the beautiful village, defines the ecological civilization, the connotation of the beautiful village, and analyzes the ecological civilization. The basic characteristics and interrelationships of beautiful villages, The second part expounds the theoretical basis of ecological civilization and beautiful rural construction. The Communist Party of China's exploration of the construction of ecological civilization and the enrichment and practice of the theory of ecological civilization since the 18 Congress, The third part analyzes the present situation of the beautiful rural construction, studies the pattern of the beautiful rural construction in China, and analyzes the ecological concept problems existing in the development of the beautiful countryside. Infrastructure problems, planning issues, environmental issues, institutional gaps and other issues are analyzed to find out the causes from various angles, such as government guidance, economic development, modern civilization, and so on. In part 4th, the author puts forward the practical path of the construction of the beautiful countryside. In order to improve the overall construction of "three students' harmony" and "the four beautiful unity", part 4th puts forward the practical path of the beautiful countryside construction. From four aspects of creating "industrial beauty", optimizing "life beauty", promoting "humanistic beauty" and jointly constructing "ecological beauty", this paper puts forward the concrete construction path, and draws lessons from the experience of beautiful rural construction at home and abroad to provide reference for the construction of beautiful countryside.
