【摘要】：2015年10月26日至29日,中共十八屆五中全會在北京召開,大會一致通過了關(guān)于國民經(jīng)濟(jì)和社會發(fā)展的第十三個五年規(guī)劃建議。大會指出,在全面建成小康社會的關(guān)鍵期,突破當(dāng)前制約我國經(jīng)濟(jì)社會發(fā)展的各種難題,謀求社會經(jīng)濟(jì)發(fā)展的新優(yōu)勢,從而順利實現(xiàn)“十三五”時期的戰(zhàn)略目標(biāo),必須牢固樹立并堅決貫徹落實五大發(fā)展理念,即創(chuàng)新發(fā)展理念、協(xié)調(diào)發(fā)展理念、綠色發(fā)展理念、開放發(fā)展理念、共享發(fā)展理念。開放發(fā)展理念首次被正式提出。建議指出,目前我國經(jīng)濟(jì)在更深程度上與世界經(jīng)濟(jì)相互融合,開放作為指導(dǎo)國家繁榮發(fā)展的必由之路,新階段我國對外開放水平必須定位更高,必須更加全面、深刻落實互利共贏的對外開放戰(zhàn)略,充分發(fā)揮我國在國際社會中的積極作用,“提高我國在全球經(jīng)濟(jì)治理中的制度性話語權(quán),構(gòu)建廣泛的利益共同體”(1)。在經(jīng)濟(jì)發(fā)展新常態(tài)和全面建成小康社會的決勝階段,開放成為推進(jìn)發(fā)展轉(zhuǎn)型的新理念。在新的歷史起點上,全面、準(zhǔn)確理解開放發(fā)展理念,探討開放與發(fā)展的客觀邏輯,是打造開放新格局,實現(xiàn)中國發(fā)展與世界發(fā)展更好互動的必然要求。開放既是一種心態(tài)也是一種發(fā)展理念,推動以增強融入性為特點的開放式發(fā)展是新階段中國實現(xiàn)經(jīng)濟(jì)轉(zhuǎn)型、提升中國影響力的客觀要求。開放式發(fā)展主張?zhí)岣邔ν忾_放水平,增進(jìn)國際行為主體之間的共識、理解與合作,致力于樹立與世界各國同舟共濟(jì)的“共同體”意識,構(gòu)建國際政治經(jīng)濟(jì)新秩序。推動開放式發(fā)展要求在“命運共同體”意識上,構(gòu)建國際關(guān)系的認(rèn)同基礎(chǔ),通過全面深化改革確立有助于開放的制度基礎(chǔ),進(jìn)而通過全面參與全球經(jīng)濟(jì)合作和競爭,提高中國在世界的制度性和規(guī)則性話語權(quán)。開放發(fā)展新理念,是馬克思主義中國化的最新成果之一,體現(xiàn)著新階段中國發(fā)展的創(chuàng)新、靈活、包容與務(wù)實。本文共分為五個部分:前言部分,主要介紹了本選題的研究意義、相關(guān)文獻(xiàn)綜述、本文的主要內(nèi)容、創(chuàng)新點以及論文的主要研究方法等。第一章,主要闡述了習(xí)近平開放發(fā)展理念提出的時代背景,包括當(dāng)前國際形勢下面臨的機遇與挑戰(zhàn)以及國內(nèi)形勢下面臨的機遇與挑戰(zhàn)這兩大內(nèi)容。第二章,論述了習(xí)近平開放發(fā)展理念的主要內(nèi)容,這是本文的核心部分,筆者主要從六個方面進(jìn)行闡述。包括:關(guān)于開放發(fā)展的重要性;關(guān)于開放發(fā)展的前提;關(guān)于開放發(fā)展的動力;關(guān)于開放發(fā)展的范圍;關(guān)于開放發(fā)展的目的;關(guān)于開放發(fā)展的原則。通過六個層面多角度地著重論述開放發(fā)展理念包括的科學(xué)內(nèi)涵,明確向全世界宣告,中國開放的大門永遠(yuǎn)都不會關(guān)上,中國今后將在更大的范圍內(nèi)、更寬的領(lǐng)域中、更深的層次上提升對外開放發(fā)展水平。第三章,介紹了習(xí)近平開放發(fā)展理念的理論貢獻(xiàn)。開放發(fā)展理念作為中國特色社會主義理論體系的內(nèi)容之一,是針對當(dāng)前錯綜復(fù)雜的國際環(huán)境和國內(nèi)環(huán)境,對開放在我國經(jīng)濟(jì)社會發(fā)展中的重要地位和作用的嶄新概括,具有重要的理論貢獻(xiàn):把開放發(fā)展理念提升到五大發(fā)展理念之一的高度;總結(jié)了中國開放發(fā)展實踐的新經(jīng)驗;豐富了馬克思主義的世界發(fā)展理論。第四章,明確指出要在實踐中深入學(xué)習(xí)貫徹開放發(fā)展理念,把開放發(fā)展理念與中國特色社會主義實踐結(jié)合起來。同時指出,新階段加快推進(jìn)開放發(fā)展理念落實,不斷促進(jìn)開放發(fā)展理念與中國特色社會主義實踐的深度融合,要注意的幾點內(nèi)容。

The suggestion that China's economy is in a deeper level and the world economy mutual integration, open as the guidance of the national prosperity and development the only way which must be passed, the new stage of China's opening up level must be high positioning, must be more Overall, deeply implement the win-win strategy of opening up, give full play to the positive role of China in the international community, "to improve our system of the right of discourse in global economic governance, building a broad community of interests" (1). In the economic development of the decisive stage of well-off society and the new normal fully completed, become open to promote the development of new ideas. The comprehensive transformation in the new historical starting point, and accurate understanding of the open development concept, objective logic of opening-up and development, is to create an open new pattern, a necessary requirement to achieve development and development of the world China better interaction. Is a kind of open development concept is a kind of mentality, in order to enhance integration of promoting for the open development characteristics of the new stage of China achieve economic transformation, enhance the objective requirements of Chinese influence. The open development should improve the level of opening up, promote between international actors The consensus, understanding and cooperation with other countries in the world, is committed to establish "community consciousness" pull together in times of trouble, to build a new international political and economic order. Promoting the open development requirements in the "community of destiny" consciousness, identity based international relations, through the comprehensive deepening reform of system foundation for the establishment of help to open, and then through the comprehensive participate in global economic cooperation and competition, improve the China in the world system and rules of discourse. The open development of new ideas, is one of the latest achievements of the Marx doctrine of China, embodies the new stage of innovation, Chinese development of flexible, pragmatic and inclusive. This paper is divided into five parts: preface, main introduces the research significance of this topic, related literature review, the main content of this article, the innovation and the main research methods. The first chapter mainly expounds Xi Jinping open development concept The background, including the opportunities and challenges facing the current international situation, opportunities and challenges as well as the domestic situation of these two elements. The second chapter discusses the main contents of Xi Jinping's open development concept, which is the core part of this paper, the author mainly expounds from six aspects including: the importance of opening up. On the premise of open development; development; power of open development; a range of open development; on the open development; on the open development principles. Through six angles on scientific connotation including open development concept, clear to the world that Chinese, open the door will never be closed China, the future will be in bigger range, wider areas, deeper level, enhance the opening level of development. The third chapter introduces the development of the concept of the theory of Xi Jinping open Contribution of open development concept as one of the theoretical system of socialism with China specificcontent, is perplexing in view of the current international and domestic environments, a new summary of important position and function of the opening in the economic and social development in our country, has an important theoretical contribution to development of philosophy to open one of the five development of the concept of height; summarizes the new development experience Chinese open; rich Marx doctrine of the world development theory. In the fourth chapter, clearly pointed out that in practice, in-depth study and implement the open development concept, the practice of the socialist development concept and characteristics of open Chinese together.
