拉薩旅游業(yè)發(fā)展中的政府行為研究

【摘要】:旅游業(yè)帶動(dòng)系數(shù)大、資源消耗低、綜合效益好,對經(jīng)濟(jì)增長具有顯著的乘數(shù)效應(yīng),是我國重要的戰(zhàn)略性產(chǎn)業(yè)。改革開放30多年來,隨著我國國民經(jīng)濟(jì)的快速發(fā)展和人民物質(zhì)生活水平的不斷提升,人們對旅游消費(fèi)的雪球也越滾越大!秶鴦(wù)院關(guān)于加快發(fā)展旅游業(yè)的意見》提出旅游業(yè)發(fā)展的全新戰(zhàn)略定位——把旅游業(yè)培育成國民經(jīng)濟(jì)的戰(zhàn)略性支柱產(chǎn)業(yè)和人民群眾更加滿意的現(xiàn)代服務(wù)業(yè)。這是從國家層面對處于轉(zhuǎn)型時(shí)期和加速發(fā)展時(shí)期的中國旅游產(chǎn)業(yè)提出的新要求和新任務(wù)。 2010年1月,黨中央、國務(wù)院成功召開了第五次西藏工作座談會(huì),會(huì)議對西藏旅游業(yè)的發(fā)展作出了具有歷史性高度的定位——把西藏建設(shè)成為重要的中華民族特色文化保護(hù)地和重要的世界旅游目的地。拉薩作為西藏自治區(qū)政治、經(jīng)濟(jì)、文化的中心,作為“中國優(yōu)秀旅游城市”及“歐洲游客最喜愛旅游城市”,已經(jīng)發(fā)展成為重要的國內(nèi)旅游目的地和國際旅游目的地。拉薩旅游業(yè)在這樣一個(gè)高速高效的發(fā)展過程中,政府在旅游業(yè)發(fā)展中的職能和角色就變得既復(fù)雜又重要又頗具爭議。政府應(yīng)該采取何種態(tài)度、扮演何種角色、發(fā)揮何種作用,拉薩旅游業(yè)發(fā)展中政府行為的理論依據(jù)在哪、基礎(chǔ)和動(dòng)因在哪、定位和實(shí)施領(lǐng)域在哪、特征與不足在哪以及如何改進(jìn)提升等問題都是值得旅游業(yè)業(yè)界和學(xué)術(shù)界認(rèn)真思考的問題,對這些問題的分析和回答,都有著重要的理論價(jià)值意義和實(shí)踐意義。 本論文綜合采用文獻(xiàn)研究法、實(shí)地調(diào)研法、定量分析與定性分析相結(jié)合以及理論分析及實(shí)證分析相結(jié)合的研究方法,主要從以下四大方面來開展研究:一、理論基礎(chǔ)與相關(guān)研究概述。在對旅游業(yè)、政府行概念界定的基礎(chǔ)上,提出論文研究的理論基礎(chǔ),并簡要論述理論的基本起源與內(nèi)涵、理論的核心主張及理論研究對論文研究觀點(diǎn)的現(xiàn)實(shí)意義。隨后在總結(jié)前人研究的基礎(chǔ)之上,對國內(nèi)外相關(guān)研究進(jìn)行概述,,并由此提出本論文的研究著重點(diǎn)——拉薩旅游業(yè)發(fā)展中的政府行為研究階段。二、拉薩旅游業(yè)發(fā)展概況及政府行為的基礎(chǔ)和動(dòng)因;仡櫤涂偨Y(jié)拉薩旅游業(yè)的發(fā)展歷程與發(fā)展現(xiàn)狀,通過拉薩旅游業(yè)發(fā)展取得的輝煌成就來引出本論文研究出的發(fā)點(diǎn)——旅游業(yè)發(fā)展中政府行為的基礎(chǔ)和動(dòng)因。三、拉薩旅游業(yè)發(fā)展中政府行為透視及其效果評析。本章節(jié)順承第三部分的研究鋪墊,在明確了政府行為存在的重要性和必要性基礎(chǔ)上,將拉薩旅游業(yè)發(fā)展中政府行為歸納為觀念行為、政策行為、財(cái)政行為、市場行為和服務(wù)行為,并指出這些行為的特征與不足。四、完善拉薩旅游業(yè)發(fā)展中政府行為的幾點(diǎn)建議。針對上一章節(jié)中政府行為存在的不足,從轉(zhuǎn)變觀念、統(tǒng)一認(rèn)識;科學(xué)開發(fā)、優(yōu)化旅游經(jīng)濟(jì)結(jié)構(gòu);合理分配財(cái)政資金、均衡區(qū)域發(fā)展;創(chuàng)新營銷方式,培育成熟市場體系;大力推進(jìn)公共服務(wù)能力建設(shè);全面統(tǒng)籌,促進(jìn)西藏發(fā)展的長治久安方面提出幾點(diǎn)建議,希望能夠?qū)_旅游業(yè)發(fā)展政府行為的完善有所補(bǔ)益。
[Abstract]:Tourism promoting coefficient, low resource consumption, good comprehensive benefits, has a significant multiplier effect on economic growth, is China's important strategic industry. 30 years of reform and opening up, with the rapid development of China's national economy and the people's living standards improve, people of the tourism consumption is rolling snowball the new strategic positioning. The State Council on accelerating the development of the tourism industry put forward opinions of the development of the tourism industry, the tourism industry developed into a strategic pillar industry of the national economy and the people more satisfied with the modern service industry. This is from the national level to meet the new demand in the transition period and the period of accelerating the development of the tourism industry of Chinese and the new task.
In January 2010, the CPC Central Committee, the State Council has successfully held the Fifth Forum on work in Tibet, has made a historic high, the location of Tibet construction has become an important cultural protection to Chinese characteristics and an important tourist destination in the World Conference for the development of Tibet tourism. Lhasa Tibet autonomous region as the political, economic and cultural center "China, as excellent tourism city" and "European tourists favorite tourist city", has become an important tourism destination in China and international tourism destination. The tourism industry in Lhasa in such a high speed, the development process, the role and functions of government in the development of tourism becomes complex and important another controversial. The government should take what kind of attitude, what role to play, play the role of tourism industry in Lhasa, the government behavior in the development of theoretical basis and real basis in which. Because of where, location and implementation areas, characteristics and deficiencies, and how to improve and upgrade are worth thinking seriously in the tourism industry and academia. It is of great theoretical value and practical significance to analyze and answer these questions.
This paper adopts the method of literature research, field research method, research methods of quantitative analysis and qualitative analysis, theoretical analysis and empirical analysis, mainly from the following four aspects: first, to carry out research and related research overview of the theory. In the tourism industry, based on the definition of the concept of government, theory put forward in this paper, and briefly discusses the origin and connotation of the basic theory, practical significance and theoretical research on the theory of the core ideas of the research point of view. Then on the basis of previous study, the related research at home and abroad are summarized, and put forward the research focus of Tourism development in Lhasa research on the behavior of government. The two stage, basis and motivation of Lhasa tourism development situation and government behavior. The development process and review and summary of the tourism industry in Lhasa, by pulling The foundation and motivation of development of tourism industry has made brilliant achievements, leading to the study of the starting point of tourism development of government behavior. Three, analysis of the effect of perspective and the government behavior in the development of the tourism industry in Lhasa. This chapter the research foreshadowing of the third part, in the basis of clearly the necessity and importance of government behavior on the government behavior in the development of tourism in Lhasa are summarized as the concept of behavior, policy behavior, financial behavior, market behavior and service behavior, and points out the characteristics of these behaviors and shortcomings. Four, some suggestions to improve the development of Lhasa tourism industry in the government behavior. To solve the problems existing in the government behavior of the previous chapter, from change the idea, unified understanding; scientific development, optimizing the tourism economic structure; reasonable allocation of financial funds, balanced regional development; marketing mode innovation, cultivate a mature market system; vigorously promote the public Several suggestions are put forward for the construction of service capacity, overall planning and the long-term stability of Tibet's development, hoping to make some contribution to the improvement of government's behavior in Lhasa's tourism development.
