【摘要】:英國大學(xué)治理機(jī)構(gòu)發(fā)展的歷史過程可以分為四個(gè)階段:第一階段,英國大學(xué)治理機(jī)構(gòu)發(fā)展的萌芽期(19世紀(jì)以前),這一時(shí)期英國大學(xué)呈現(xiàn)出濃厚的宗教色彩,大學(xué)治理機(jī)構(gòu)普遍是學(xué)術(shù)人員占主導(dǎo),在長期緩慢發(fā)展中形成了學(xué)者自治的傳統(tǒng);第二階段,英國大學(xué)治理機(jī)構(gòu)發(fā)展的勃發(fā)期(19世紀(jì)到1945年),這是英國大學(xué)興起時(shí)期,不同大學(xué)治理機(jī)構(gòu)模式不斷涌現(xiàn),大學(xué)治理機(jī)構(gòu)呈現(xiàn)蓬勃發(fā)展的態(tài)勢;第三階段,英國大學(xué)治理機(jī)構(gòu)發(fā)展的調(diào)整期(1945年到1992年),二戰(zhàn)后公共資金在大學(xué)財(cái)政來源中占主導(dǎo)地位,為了提高治理效率,這一時(shí)期原有很多大學(xué)的兩會(huì)制治理機(jī)構(gòu)模式趨向衰弱,逐漸調(diào)整為一會(huì)制治理機(jī)構(gòu)模式;第四階段,英國大學(xué)治理機(jī)構(gòu)發(fā)展的轉(zhuǎn)型期(1992年至今),在這時(shí)期英國“新大學(xué)”出現(xiàn)并形成了新型治理機(jī)構(gòu)模式,原來的治理機(jī)構(gòu)在新型治理機(jī)構(gòu)的影響下逐漸轉(zhuǎn)型并革新。通過對(duì)英國大學(xué)治理機(jī)構(gòu)發(fā)展歷程的綜合分析,進(jìn)而在概況其特點(diǎn)和歷史經(jīng)驗(yàn),以及分析對(duì)我國大學(xué)治理啟示的基礎(chǔ)上,最后得出以下幾點(diǎn)結(jié)論:第一,大學(xué)治理機(jī)構(gòu)的良好運(yùn)行需要政府、社會(huì)、校內(nèi)多方參與和支持;第二,良好的制度設(shè)計(jì)有利于最大程度發(fā)揮大學(xué)治理機(jī)構(gòu)的功效;第三,大學(xué)治理機(jī)構(gòu)的校外人員主導(dǎo)模式被歷史證明行之有效;第四,大學(xué)治理機(jī)構(gòu)既要符合國家層面的要求,也要保持大學(xué)自身的特點(diǎn);第五,大學(xué)治理機(jī)構(gòu)的建構(gòu)與運(yùn)行應(yīng)充分考慮社會(huì)、政治、經(jīng)濟(jì)、文化等因素。
[Abstract]:The historical process of the development of British university governance can be divided into four stages: the first stage, the embryonic stage of the development of British university governance institutions was before the 19th century, this period British universities showed a strong religious color. The governing institutions of universities are generally dominated by academic personnel and have formed the tradition of academic autonomy in the long and slow development. In the second stage, the development of university governance institutions in Britain began from the 19th century to 1945, which was the period of the rise of British universities. Different university governance institutions have emerged constantly, and university governance institutions have developed vigorously. In the third stage, in the adjustment period of the development of university governance institutions in Britain (1945 to 1992), public funds dominated the sources of university finance after World War II. In order to improve the efficiency of governance, in this period, the two sessions governance organization model of many universities tended to weaken, and gradually adjusted to one-session system governance organization model; 4th stage, The transition period of the development of British university governance institutions (1992 to the present), during which "new universities" appeared and formed a new model of governance institutions, Under the influence of the new governance institutions, the original governance institutions are gradually transformed and innovated. Through a comprehensive analysis of the development process of British university governance institutions, the characteristics and historical experience of the former governance institutions are summarized. Based on the analysis of the enlightenment to university governance in China, the following conclusions are drawn: first, the good operation of university governance institutions needs the participation and support of the government, society and schools; second, Good institutional design is conducive to maximizing the effectiveness of university governance institutions; third, the external personnel leading mode of university governance institutions has been proven effective by history; and in 4th, university governance institutions should meet the requirements of the national level. In 5th, the construction and operation of university governance institutions should fully consider social, political, economic, cultural and other factors.
