【摘要】：任何政治體制和政權(quán)形式，都是基于一定的合法性基礎(chǔ)建立并運(yùn)行的。當(dāng)代中國在改革開放進(jìn)一步深化和全球化趨勢加強(qiáng)的影響下，政府合法性問題已經(jīng)發(fā)展為重要的研究課題。在當(dāng)代中國政治發(fā)展與政府轉(zhuǎn)型的大背景下，基于政府合法性因素，多維度的治理方式，已經(jīng)成為現(xiàn)代政府轉(zhuǎn)型期治理方式的基礎(chǔ)與關(guān)鍵，是建設(shè)中國特色社會(huì)主義社會(huì)的必要條件之一，也是實(shí)現(xiàn)政府公信力和社會(huì)公平與正義的必要條件。 本文以政府合法性理論為基礎(chǔ)，通過規(guī)范主義研究模式與經(jīng)驗(yàn)主義研究模式的結(jié)合，從理論和實(shí)踐的角度對政府合法性問題進(jìn)行探討。一方面，從政府合法性理論在實(shí)際政府行政管理活動(dòng)中的應(yīng)用出發(fā)，通過橫向比較，總結(jié)出基于不同合法性因素的政府合法性在行政管理活動(dòng)中的原則、方式和作用。另一方面，根據(jù)對當(dāng)代中國實(shí)際存在的政府合法性問題進(jìn)行比較分析，提出合理的解釋并得出科學(xué)的對策。 本文以馬克思主義和中國特色社會(huì)主義理論體系為指導(dǎo)，結(jié)合西方政府合法性的研究成果，將其與當(dāng)代中國政府合法性建設(shè)的實(shí)際問題相結(jié)合，，借鑒國內(nèi)不同合法性研究學(xué)者的思想結(jié)晶進(jìn)行研究。從多維度視角出發(fā)，綜合政治、經(jīng)濟(jì)、法治、道德和執(zhí)政黨能力等多個(gè)方面提出對當(dāng)前所面臨的合法性問題的解決方法，以多維度的治理理念替換單一維度的治理理念，提出對當(dāng)代中國政府合法性建有借鑒和參考意義的理論。
[Abstract]:Any political system or form of political power has been established and operated on the basis of a certain degree of legitimacy. Under the influence of the deepening of reform and opening up and the strengthening of the trend of globalization, The issue of government legitimacy has developed into an important research topic. Under the background of political development and government transformation in contemporary China, the multi-dimensional governance mode is based on the factors of government legitimacy. It has become the foundation and key of the mode of governance in the transition period of the modern government. It is one of the necessary conditions for building a socialist society with Chinese characteristics. It is also a necessary condition for the realization of the credibility of the government and the fairness and justice of the society. Based on the theory of government legitimacy, through the combination of normative research model and empirical research mode, this paper discusses the issue of government legitimacy from the perspective of theory and practice. Based on the application of the theory of government legitimacy in the actual government administration, this paper sums up the principles, methods and functions of the government legitimacy based on different legitimacy factors through horizontal comparison. Based on the comparative analysis of the actual problems of government legitimacy in contemporary China, reasonable explanation and scientific countermeasures are put forward. Under the guidance of Marxism and socialist theory system with Chinese characteristics, combined with the research results of the legitimacy of western governments, this paper combines it with the practical problems in the construction of the legitimacy of contemporary Chinese governments. Based on the study of the ideological crystallization of different domestic scholars of legitimacy, this paper, from the perspective of multiple dimensions, puts forward the solutions to the current legitimacy problems from the aspects of politics, economy, rule of law, morality and the ability of the ruling party, and so on. This paper proposes a theory of reference and reference to the legitimacy of contemporary Chinese government by replacing the concept of governance of single dimension with the idea of multi-dimensional governance.
