【摘要】：人類進入21世紀(jì)以來,信息科技發(fā)展突飛猛進,信息技術(shù)創(chuàng)新層出不窮。其中以大數(shù)據(jù)為重要內(nèi)容的新一輪信息化浪潮正以洶涌澎湃之勢席卷全球,在政治、經(jīng)濟、文化等各個領(lǐng)域引發(fā)深刻變革,引領(lǐng)我們步入大數(shù)據(jù)時代。面對迅速發(fā)展的大數(shù)據(jù)技術(shù),大數(shù)據(jù)技術(shù)在政府服務(wù)過程當(dāng)中的有著無限的潛能,大數(shù)據(jù)時代在政府服務(wù)的過程中偏重于大數(shù)據(jù)的社會屬性,大數(shù)據(jù)的物理屬性在政府服務(wù)的過程中起到了了技術(shù)的支撐,而大數(shù)據(jù)的社會屬性卻改變著政府服務(wù)的模式,所以大數(shù)據(jù)因其社會屬性對于政府服務(wù)的提升有著舉足輕重的作用。黨中央、國務(wù)院高度重視,制定實施《“十三五”2016-2020實施國家大數(shù)據(jù)戰(zhàn)略,推進數(shù)據(jù)資源開放共享》與國務(wù)院印發(fā)《促進大數(shù)據(jù)發(fā)展行動綱要》等一系列政策措施,要求加強海量數(shù)據(jù)儲存、數(shù)據(jù)挖掘等大數(shù)據(jù)關(guān)鍵技術(shù)研發(fā)應(yīng)用,大力推進大數(shù)據(jù)發(fā)展。國內(nèi)一些地區(qū)和企業(yè)也在搶抓先機,積極推進大數(shù)據(jù)應(yīng)用,開拓大數(shù)據(jù)的開闊市場。文章以大數(shù)據(jù)時代發(fā)展為背景,從政府政策研究視角下運用調(diào)查、定性、要素等分析方法對政府如何應(yīng)用大數(shù)據(jù)對政府服務(wù)的影響及在大數(shù)據(jù)時代政府面臨的機遇與挑戰(zhàn)進行分析,研究分析了國外大數(shù)據(jù)政府應(yīng)用發(fā)展情況及對大數(shù)據(jù)應(yīng)用的研究與探索、實踐與分析。大數(shù)據(jù)在服務(wù)型政府(Service-oriented government)建設(shè)上的應(yīng)用正在帶來一場行政變革,它不只是服務(wù)理念與模式上的變革,更是政府決策與治理上的變革。綜合利用大數(shù)據(jù)、物聯(lián)網(wǎng)、云計算等相關(guān)新興技術(shù)提高政府等公共服務(wù)業(yè)資源的配置效率,加大政府?dāng)?shù)據(jù)的資源開放與共享,深度挖掘與分析數(shù)據(jù),提高政府工作的效率與透明度,大數(shù)據(jù)的應(yīng)用發(fā)展對政府的形態(tài)與政府的組織模式產(chǎn)生影響,逐步建設(shè)智慧型、服務(wù)型、開放型政府。其次對我國在大數(shù)據(jù)時代背景下建設(shè)服務(wù)型政府出現(xiàn)的相關(guān)的現(xiàn)狀、問題及成因進行分析,得出相關(guān)啟示及借鑒理論與現(xiàn)實應(yīng)用結(jié)論,并結(jié)合我國實際情況提出了構(gòu)建大數(shù)據(jù)國家發(fā)展戰(zhàn)略,包括完善大數(shù)據(jù)的相關(guān)立法、實現(xiàn)政府?dāng)?shù)據(jù)資源共享、多元化培養(yǎng)大數(shù)據(jù)人才等對策建議。
[Abstract]:Since 21th century, with the rapid development of information technology and the emergence of information technology innovation, the new wave of information technology, with big data as the important content, is sweeping the whole world, in politics and economy. Culture and other fields have caused profound changes, leading us into the era of big data. Facing the rapidly developing big data technology, big data technology has unlimited potential in the process of government service. Big data's social attributes in the process of government service focused on the social attributes of big data, the physical attributes of big data played a technological support in the process of government service, while the social attributes of big data changed the mode of government service. Therefore, big data, because of his social attributes, plays an important role in the promotion of government services. The CPC Central Committee and the State Council attach great importance to the formulation and implementation of the "13th Five-Year Plan" 2016-2020 to implement the national #internal_person1# strategy. Promoting Open sharing of data Resources and issuing the "platform for Action for the Development of big data" by the State Council, a series of policies and measures are required to strengthen research and application of such key technologies as massive data storage and data mining. Make great efforts to promote the development of big data. Some regions and enterprises in China are also seizing the first chance, actively promoting the use of big data, and opening up the open market of big data. The article uses investigation from the perspective of government policy research against the background of the development of big data. Qualitative, factor and other analytical methods analyze how the government applies big data's influence on government services and the opportunities and challenges faced by the government in the big data era. This paper studies and analyzes the development of big data's government application abroad and the research and exploration, practice and analysis of big data's application. The application of big data in the construction of service-oriented government is bringing about an administrative revolution. It is not only a change in service concept and mode, but also a change in government decision-making and governance. Comprehensive use of big data, Internet of things, cloud computing and other related emerging technologies to improve the efficiency of the allocation of government and other public service resources. Increasing the opening and sharing of government data resources, mining and analyzing data in depth, improving the efficiency and transparency of government work, the application and development of big data have an impact on the form of the government and the organization mode of the government, and the wise type is gradually built. Secondly, the paper analyzes the current situation, problems and causes of the construction of service-oriented government under the background of big data, and draws the relevant enlightenment and draw lessons from the theoretical and practical application conclusions. Combined with the actual situation of our country, this paper puts forward some countermeasures and suggestions for constructing big data's national development strategy, including perfecting the relevant legislation of big data, realizing the sharing of government data resources, and diversifying the cultivation of talented persons of big data, and so on.
