【摘要】：草原生態(tài)文明以實現(xiàn)人與草原協(xié)同進(jìn)化為要義,是一種經(jīng)濟(jì)社會與草原生態(tài)共發(fā)展的文明格局,它保障草原權(quán)利得到充分尊重和重視。系統(tǒng)論是研究系統(tǒng)一般模式、結(jié)構(gòu)和規(guī)律的學(xué)問,就是將內(nèi)部各要素、結(jié)構(gòu)、關(guān)系等描述成個不斷運動、發(fā)展著的綜合系統(tǒng),并利用其特點和規(guī)律進(jìn)行控制、管理和改造,使它的存在與發(fā)展合乎人的目的及需要。從系統(tǒng)的層次性來講,草原生態(tài)文明是由人、草原生態(tài)各要素組成的復(fù)雜巨系統(tǒng),因此,它具備系統(tǒng)的特征及規(guī)律。草原生態(tài)文明系統(tǒng)的整體性、開放性和層次性決定了其自身遵循著差異協(xié)同、整體優(yōu)化等規(guī)律從低到高、由簡入繁的協(xié)同發(fā)展,系統(tǒng)整體通過物質(zhì)、能量和信息的交換保持平衡。但由于工業(yè)文明帶來的生態(tài)危機,破壞了草原的有序構(gòu)造,草原生態(tài)在人類欲望的作用下失去了原有的平衡,自身的恢復(fù)和發(fā)展陷入了困境之中。中共十八屆五中全會提出的"綠色發(fā)展",是針對我國生態(tài)文明建設(shè)提出的新要求,因此,要恢復(fù)草原生態(tài)系統(tǒng)功能的發(fā)揮和結(jié)構(gòu)的平衡,必須運用系統(tǒng)論的觀點進(jìn)行分析和指導(dǎo),重新建設(shè)草原生態(tài)。本文就是通過分析草原生態(tài)文明系統(tǒng)與系統(tǒng)論特征、規(guī)律的內(nèi)在契合,總結(jié)出建設(shè)草原生態(tài)文明要從整體上促進(jìn)草原生態(tài)文明系統(tǒng)的結(jié)構(gòu)協(xié)調(diào)、功能完善,實現(xiàn)人與自然雙重和解。首先,樹立生態(tài)意識和系統(tǒng)思維,這是一種整體性觀念,人和草原生態(tài)都是系統(tǒng)的構(gòu)成要素,恢復(fù)草原生態(tài)文明系統(tǒng)就是要靠兩者的統(tǒng)一。其次,傳承草原生態(tài)文化,弘揚"天人合一"的生態(tài)理念,更好的實現(xiàn)人與草原差異協(xié)同發(fā)展。第三,從根本上變革經(jīng)濟(jì)發(fā)展方式,促進(jìn)人類在生產(chǎn)、生活各個領(lǐng)域的整體優(yōu)化。最后,系統(tǒng)建設(shè)草原生態(tài)文明需要制度的規(guī)范,用完善的體制、政策的支持、健全的法律形成一股合力為其保駕護(hù)航。草原生態(tài)文明建設(shè)保住了人類生存的家園,逐漸扭轉(zhuǎn)了人類過去傳統(tǒng)的生產(chǎn)及生活方式,實現(xiàn)綠色經(jīng)濟(jì)的發(fā)展模式,在發(fā)展經(jīng)濟(jì)的同時更加注重生態(tài)效益,這在一定程度上解決了牧民增收和環(huán)境保護(hù)之間的矛盾。此外,草原生態(tài)文明建設(shè)更加推進(jìn)了在政治、經(jīng)濟(jì)、文化、社會等方面的整體性建設(shè)。
[Abstract]:Grassland ecological civilization is to realize the co-evolution of human and grassland as the main meaning, is a kind of economic society and grassland ecological co-development of the pattern of civilization. It guarantees the grassland rights to be fully respected and valued. System theory is the study of the general model, structure and law of the system knowledge, is to describe the internal elements, structures, relationships and so on into a continuous movement. The developed integrated system, which is controlled, managed and reformed by its characteristics and laws, makes its existence and development conform to the purpose and needs of human beings. From the level of the system, the grassland ecological civilization is made by human beings. Grassland ecological elements of the complex giant system, therefore, it has the characteristics and laws of the system, grassland ecological civilization system integrity, openness and hierarchy determines that it follows its own differential coordination. Overall optimization from low to high, from simple to complex cooperation development, the system through the exchange of materials, energy and information to maintain a balance, but due to the ecological crisis brought by industrial civilization, destroyed the orderly structure of the grassland. Grassland ecology has lost its original balance under the action of human desire, and its recovery and development have fallen into a dilemma. "Green development" was put forward by the Fifth Plenary session of the 18 CPC Central Committee. Therefore, in order to restore the function of grassland ecosystem and the balance of structure, it is necessary to use the viewpoint of system theory to analyze and guide. This paper analyzes the characteristics of grassland ecological civilization system and system theory, and the inherent agreement of the law. Summary the construction of grassland ecological civilization from the overall promotion of grassland ecological civilization system structure coordination, functional improvement, to achieve dual reconciliation between man and nature. First, establish ecological awareness and system thinking. This is a holistic concept, human and grassland ecology are the elements of the system, the restoration of grassland ecological civilization system is to rely on the unity of the two. Secondly, the inheritance of grassland ecological culture. Carry forward the ecological concept of "harmony of nature and man", better realize the difference between human and grassland development. Third, fundamentally change the way of economic development, promote the overall optimization of all fields of human production and life. Finally. The system construction of grassland ecological civilization needs the system standard, with the perfect system, the policy support, the sound law forms a joint force to protect it. The grassland ecological civilization construction has preserved the human survival home. It has gradually reversed the traditional way of production and life of human beings in the past, realized the development mode of green economy, and paid more attention to ecological efficiency while developing economy. In addition, the construction of grassland ecological civilization has promoted the overall construction of politics, economy, culture, society and so on.
