【摘要】：社區(qū)參與生態(tài)旅游活動(dòng)對(duì)旅游目的地的政治、經(jīng)濟(jì)、文化均產(chǎn)生一定影響。政治上,基層民主政治進(jìn)一步完善和發(fā)展當(dāng)?shù)鼐用駞⑴c民主自治意識(shí)和能力的提高。經(jīng)濟(jì)上,增加當(dāng)?shù)鼐用袷杖?吸收閑散勞動(dòng)力提高就業(yè)率,提高居民生活水平。社會(huì)上,在一定程度緩解因經(jīng)濟(jì)問題而產(chǎn)生的社會(huì)矛盾,促進(jìn)社會(huì)和諧發(fā)展。社區(qū)居民參與恩施大峽谷地旅游發(fā)展,對(duì)于恩施大峽谷這一特殊的旅游目的地更是具有重要意義。本文通過了解恩施大峽谷生態(tài)旅游發(fā)展現(xiàn)狀、恩施大峽谷生態(tài)旅游社區(qū)參與情況,分析得出恩施大峽谷社區(qū)參與中存在的主要問題及構(gòu)成該問題的原因。通過實(shí)地調(diào)研、發(fā)放問卷及進(jìn)行個(gè)人訪談,獲得一手資料。通過對(duì)恩施大峽谷相關(guān)利益主體的分析,根據(jù)調(diào)查結(jié)果得出社區(qū)參與內(nèi)容、態(tài)度、機(jī)制、體制、能力等影響社區(qū)居民參與的主要因素。根據(jù)上述問題,本文立足于社會(huì)主義科學(xué)發(fā)展觀結(jié)合恩施地區(qū)生態(tài)環(huán)境制定了社區(qū)參與恩施大峽谷生態(tài)旅游發(fā)展的指導(dǎo)思想和基本原則。借鑒國外成熟的社區(qū)參與生態(tài)旅游發(fā)展的模式構(gòu)架,對(duì)恩施地區(qū)社區(qū)參與生態(tài)旅游的發(fā)展模式進(jìn)行改進(jìn)和完善。結(jié)合實(shí)證調(diào)研結(jié)果,本研究從社區(qū)層面提出了相應(yīng)的參與提升路徑,并從宏觀角度提出相應(yīng)的社區(qū)參與保障機(jī)制。首先就社區(qū)參與影響因素的提升路徑來講,本文針對(duì)于恩施地區(qū)社區(qū)居民參與能力低、文化整體水平較不高等問題提出了教育培訓(xùn)機(jī)制；針對(duì)恩施大峽谷生態(tài)旅游區(qū)相對(duì)較閉塞、信息交流慢等問題設(shè)立輿論宣傳機(jī)制；針對(duì)恩施地區(qū)社區(qū)居民參與意識(shí)不高,參與途徑少等問題設(shè)立決策咨詢機(jī)制；根據(jù)恩施地區(qū)社區(qū)居民參與生態(tài)旅游相關(guān)決策的權(quán)利難以得到保障等問題設(shè)立保障機(jī)制。其次就社區(qū)參與的宏觀保障機(jī)制來談,本文根據(jù)問卷分析得出社區(qū)參與影響因素,從四個(gè)維度提出了恩施社區(qū)參與的保障機(jī)制：其中包括政府官員對(duì)社區(qū)參與的管理能力和意識(shí)的提升、旅游體制的完善、制度保障體系的建立與健全以及政府政策的扶植力度,從而為社區(qū)參與生態(tài)旅游的健康發(fā)展提供保證。
[Abstract]:Community participation in ecotourism activities has a certain impact on the political, economic and cultural aspects of tourism destinations. Grass-roots democratic politics will further improve and develop the awareness and ability of local residents to participate in democratic autonomy. Economically, it will increase the income of local residents and increase the employment rate by absorbing idle labor force. Improve the standard of living of residents. In society, to a certain extent, alleviate the social contradictions caused by economic problems, promote the harmonious development of society. Community residents participate in the tourism development of Enshi Grand Canyon. For Enshi Grand Canyon this special tourist destination is of great significance. This paper through the understanding of Enshi Grand Canyon ecotourism development situation Enshi Grand Canyon ecotourism community participation. The main problems in Enshi Grand Canyon community participation and the causes of the problems are analyzed. Through field research, questionnaires and personal interviews. Through the analysis of relevant stakeholders in Enshi Grand Canyon, the content, attitude, mechanism and system of community participation are obtained according to the survey results. The main factors that influence the participation of community residents, such as ability, according to the above questions. Based on the concept of socialist scientific development and the ecological environment in Enshi area, the guiding ideology and basic principles of community participation in the development of ecotourism in Enshi Grand Canyon are formulated, and the mature communities participating in the development of ecotourism abroad are used for reference. The framework of the model. The development model of community participation in ecotourism in Enshi area is improved and perfected. Based on the results of empirical research, this study puts forward the corresponding path of participation promotion from the community level. And from the macro point of view, the corresponding community participation security mechanism. First of all, on the way to improve the influence factors of community participation, this paper aims at the low participation ability of community residents in Enshi area. The education and training mechanism is put forward on the basis of the relatively low level of culture. Aiming at the problems of relatively closed ecotourism area and slow information exchange in Enshi Grand Canyon, the publicity mechanism of public opinion should be set up. The decision consultation mechanism should be set up to solve the problem that the participation consciousness of the community residents in Enshi area is not high and the ways of participation are few. According to the Enshi area community residents' right to participate in ecotourism related decision-making is difficult to be guaranteed and other issues such as the establishment of security mechanism. Secondly, the macro-security mechanism of community participation is discussed. Based on the questionnaire analysis, this paper draws the influencing factors of community participation, and puts forward the guarantee mechanism of community participation in Enshi from four dimensions: including the promotion of government officials' management ability and awareness of community participation. The perfection of tourism system, the establishment and perfection of system guarantee system and the support of government policy can guarantee the healthy development of ecotourism.
