【摘要】：自上世紀(jì)七十年代我國(guó)實(shí)行改革開(kāi)放，國(guó)內(nèi)政治體系、經(jīng)濟(jì)狀況和社會(huì)格局都發(fā)生了巨大的變化，，由此引起民眾在公共服務(wù)方面的需求日益增加，政府和市場(chǎng)因其自身的缺陷而不能滿足社會(huì)的需要，在此背景下非政府組織得到了快速的發(fā)展，處理好非政府組織與政府之間的關(guān)系便顯得尤為重要。 香港的成功經(jīng)驗(yàn)對(duì)于非政府組織正處在發(fā)展階段的內(nèi)地具有很高的啟示和借鑒價(jià)值�；诖�，中本文通過(guò)比較研究的方式，圍繞非政府組織與政府的關(guān)系，介紹了當(dāng)前國(guó)際學(xué)術(shù)界的相關(guān)理論，以其作為研究的指導(dǎo)框架，以香港和內(nèi)地為研究對(duì)象，闡述了兩地非政府組織的概況，從非政府組織的發(fā)展歷程、外部政治經(jīng)濟(jì)環(huán)境、現(xiàn)存特點(diǎn)和不足等方面進(jìn)行了探討和比較研究，進(jìn)而試圖尋找在我國(guó)現(xiàn)階段的轉(zhuǎn)型進(jìn)程中改善內(nèi)地非政府組織與政府關(guān)系的方法，并提出相關(guān)建議作為實(shí)踐參考，達(dá)到促進(jìn)我國(guó)非政府組織和政府協(xié)調(diào)發(fā)展、互利共贏的目的。
[Abstract]:Since -30s, the reform and opening up of our country, the domestic political system, the economic situation and the social pattern have all taken place the huge change, thus caused the public service aspect demand to increase day by day. The government and the market can not meet the needs of the society because of their own shortcomings. Under this background, non-governmental organizations have been developed rapidly, so it is particularly important to handle the relationship between non-governmental organizations and the government. The successful experience of Hong Kong has a high enlightenment and reference value for the mainland where NGOs are at the stage of development. Based on this, this paper focuses on the relationship between NGOs and the government through a comparative study. This paper introduces the relevant theories of the current international academic circles, takes them as the guiding framework of the research, takes Hong Kong and the mainland as the research objects, expounds the general situation of the NGOs in the two places, and expounds the development course of the non-governmental organizations in the two places. This paper discusses and compares the external political and economic environment, existing characteristics and deficiencies, and then tries to find ways to improve the relationship between the mainland NGOs and the government in the process of transformation in the present stage of our country. Some suggestions are put forward to promote the coordinated development of non-governmental organizations and government in China and to achieve the goal of mutual benefit and win-win.
