【摘要】：市場經(jīng)濟(jì)是信用經(jīng)濟(jì)。信用的實質(zhì)是人們在社會活動中彼此之間的互相信任。隨著社會經(jīng)濟(jì)的逐步發(fā)展,信用被賦予更多的經(jīng)濟(jì)內(nèi)涵,信用活動滲透到社會生活中的各個領(lǐng)域。我國目前正處于政治經(jīng)濟(jì)轉(zhuǎn)型的關(guān)鍵時期,在經(jīng)濟(jì)迅速增長的同時,也出現(xiàn)了種種令人擔(dān)憂的現(xiàn)象,其中失信行為尤為嚴(yán)重,這直接增加了市場中的交易成本和道德風(fēng)險。失信行為的產(chǎn)生歸根結(jié)底是監(jiān)管缺失,導(dǎo)致失信行為在獲利的同時難以被發(fā)現(xiàn)或者懲罰小于受益。因此,必須加強(qiáng)政府及其他多元主體對社會信用的監(jiān)管,依靠法律和道德的力量,有效懲戒失信行為,增加失信成本,建立完善的社會信用監(jiān)管體系,這對發(fā)展社會主義市場經(jīng)濟(jì)有重要意義。 本研究試圖以信用監(jiān)管為切入點(diǎn),深入探討社會信用監(jiān)管體系的影響因素。為此,論文首先對國內(nèi)外以往相關(guān)文獻(xiàn)進(jìn)行研讀分析,提出了相應(yīng)的研究假設(shè),并通過對訪談結(jié)果的內(nèi)容分析,初步構(gòu)建社會信用監(jiān)管體系影響因素的維度框架,在此基礎(chǔ)上形成調(diào)查問卷,在全國范圍內(nèi)進(jìn)行大樣本調(diào)研。通過對大樣本的實證分析,從社會信用監(jiān)管體系影響因素的量表中提取出“監(jiān)管主體行為”、“信息公開手段”、“軟硬件支撐”和“宣傳教育環(huán)境”四個因子。根據(jù)相關(guān)分析和多元回歸分析的結(jié)果可知,這四個影響因素因子均顯著影響著社會信用監(jiān)管體系。鑒于這種顯著相關(guān)關(guān)系,本研究最后得出以多元監(jiān)管為中心、以信息公開為重點(diǎn)、以軟硬件建設(shè)為支撐、以宣傳教育為著力點(diǎn),全面加強(qiáng)我國社會信用監(jiān)管體系建設(shè)的實踐啟示,希望對推動我國社會信用監(jiān)管體系建設(shè)有所裨益。
[Abstract]:Market economy is credit economy. The essence of credit is mutual trust between people in social activities. With the gradual development of social economy, credit is given more economic connotation. Credit activities permeate into all fields of social life. China is now in the critical period of political and economic transformation. With the rapid economic growth, there are also a variety of worrying phenomena. Among them, the behavior of dishonesty is especially serious, which directly increases the transaction cost and moral hazard in the market. Therefore, it is necessary to strengthen the supervision of social credit by the government and other pluralistic subjects, relying on the power of law and morality. It is of great significance for the development of socialist market economy to punish effectively the behavior of dishonesty, increase the cost of dishonesty, and establish a perfect social credit supervision system. This research attempts to take credit supervision as the breakthrough point, deeply discusses the influence factors of social credit supervision system. For this reason, the paper first studies and analyzes the relevant literature at home and abroad, and puts forward the corresponding research hypotheses. And through the analysis of the content of the interview results, the preliminary construction of social credit regulatory system impact factors of the dimensional framework, on the basis of the formation of a questionnaire. Through the empirical analysis of the large sample, "the behavior of the subject" and "the means of information disclosure" are extracted from the scale of the influencing factors of the social credit supervision system. "hardware and software support" and "propaganda and education environment". According to the results of correlation analysis and multiple regression analysis. These four factors significantly affect the social credit regulatory system. In view of this significant correlation, this study finally concluded that the multi-regulation as the center, information disclosure as the focus, and hardware and software construction as the support. It is hoped that the practical enlightenment of strengthening the construction of social credit supervision system in China is beneficial to the construction of social credit supervision system in China.
