【摘要】：研究目的:歸納分析2016年國內(nèi)外土地管理領(lǐng)域的研究進(jìn)展,展望研究趨勢。研究方法:文獻(xiàn)統(tǒng)計(jì)法。研究結(jié)果:2016年土地管理領(lǐng)域國外研究側(cè)重于土地制度改革及其所產(chǎn)生的政治、經(jīng)濟(jì)、生態(tài)效應(yīng),土地法律與政策的作用效力及效應(yīng),土地權(quán)屬與登記等方面;國內(nèi)研究則更多關(guān)注農(nóng)村土地制度改革、不動產(chǎn)登記成果整合應(yīng)用、自然資源資產(chǎn)管理理論及成果應(yīng)用、土地市場監(jiān)管與土地財(cái)政影響、"三權(quán)分置"法律關(guān)系界定、集體土地所有權(quán)立法及集體成員資格界定、土地用途管制與耕地保護(hù)制度等相關(guān)問題。研究結(jié)論:2016年土地管理領(lǐng)域在不動產(chǎn)登記與自然資源資產(chǎn)管理、土地市場監(jiān)管與調(diào)控以及土地用途管制方面的研究有所進(jìn)展;2017年將重點(diǎn)關(guān)注土地管理制度改革、不動產(chǎn)統(tǒng)一登記制度的推進(jìn)與完善、自然資源資產(chǎn)管理體制建設(shè)、土地及房地產(chǎn)市場調(diào)控,乃至農(nóng)村土地市場的管理與調(diào)控、土地法律體系改革等方面。
[Abstract]:Objective: to summarize and analyze the research progress in the field of land management at home and abroad in 2016. In 2016, foreign studies in the field of land management focused on land system reform and its political, economic and ecological effects. The effect and effect of land law and policy, land ownership and registration; Domestic studies pay more attention to rural land system reform, real estate registration results integration application, natural resource asset management theory and achievement application, land market supervision and land financial impact. The definition of the legal relationship of "three rights divided", the legislation of collective land ownership and the definition of collective membership. Land use control and cultivated land protection system and other related issues. Conclusion: in 2016, land management in the field of real estate registration and natural resources asset management. Some progress has been made in land market regulation and regulation and land use control; In 2017, we will focus on the reform of the land management system, the promotion and improvement of the unified registration system of real estate, the construction of the management system of natural resources assets, and the regulation of the land and real estate market.
