【摘要】：自進入網(wǎng)絡社會以來,人們的生活發(fā)生了翻天覆地的變化,人們在政治、經(jīng)濟、文化、社會等各個方面越來越多的依賴網(wǎng)絡。同時,我們也應該深刻的認識到隨著我國經(jīng)濟等各方面的快速發(fā)展,我們面臨著新的發(fā)展機遇,也面臨著重重的挑戰(zhàn)。網(wǎng)絡輿情作為輿情在互聯(lián)網(wǎng)載體下的特殊形式,快速、直觀地反映了人們對于現(xiàn)實生活的認識、情緒和態(tài)度,是社情民意的集中體現(xiàn),政府必須重視網(wǎng)絡輿情所反映的民意,并給予積極的回應,因為網(wǎng)絡輿情的特點決定著整個事件會“突發(fā)性”、“爆發(fā)式”的發(fā)展,影響人們的日常生活,甚至嚴重的還會衍變成群體性事件,直接危害公共安全。雖然,目前網(wǎng)絡輿情預警機制管理已經(jīng)引起政府部門的高度重視,一些輿情事件也能夠妥善處理,但是仍然存在一些需要改進的地方。本文主要是在借鑒國內(nèi)外專家學者理論成果和實踐的基礎上,分析我國政府在網(wǎng)絡輿情應對所存在的問題,并且根據(jù)這些問題尋求政府應該如何加強網(wǎng)絡輿情應對,以保證整個國家的公共安全。首先從網(wǎng)絡輿情相關概念與內(nèi)涵入手,了解網(wǎng)絡輿情的形成過程。其次,總結(jié)現(xiàn)階段政府的網(wǎng)絡輿情應對現(xiàn)狀,分析網(wǎng)絡輿情應對過程中的問題,學習和借鑒國外的網(wǎng)絡輿情應對的一些經(jīng)驗。最后,通過案例分析以及在借鑒國內(nèi)外先進經(jīng)驗的基礎上,針對上述問題,提出網(wǎng)絡輿情應對的可行性建議,并且創(chuàng)新性的提出了從優(yōu)勢理念來加強網(wǎng)絡輿情的應對,充分發(fā)揮和調(diào)動網(wǎng)民的積極性,實現(xiàn)網(wǎng)絡秩序的自我調(diào)整。
[Abstract]:Since entering the network society, happened to turn the world upside down changes to people's life, people in the political, economic, cultural, social and other aspects depend on the network more and more. At the same time, we should also recognize the profound with the rapid development of China's economy, we are facing new opportunities for development, is also facing many of the challenges. As a special form of network public opinion public opinion on the Internet, the fast carrier, directly reflects the understanding of the reality of life, emotion and attitude, is the embodiment of public opinion, the government must pay attention to network public opinion reflects public opinion, and give a positive response, because of the characteristics of network public opinion determines the entire event will be "sudden", "development of explosive", influence people's daily life, and even become serious Yan group events, directly endangering public safety. Although at present Network public opinion warning mechanism management has attracted great attention of government departments, some public opinion also can properly handle the event, but there are still some places need to be improved. This paper is mainly on the basis of the experience of experts and scholars at home and abroad theory and practice, analysis of our government which existed in the network public opinion and the government should deal with the problem. How to strengthen the network of public opinion to seek according to these problems, to ensure the public safety of the whole country. Firstly, from the network of public opinion related concept and the connotation, know about the formation of network public opinion. Secondly, current situation of network public opinion and the government at this stage, analysis of network public opinion in the coping process problems, and learn some experience in dealing with the network public opinion abroad. Finally, through case analysis, on the basis of the domestic and foreign advanced experience, aiming at the above problems, put forward the network consensus The feasibility and suggestions of emotional response are put forward, and innovative ideas are put forward to strengthen the response of Internet public opinion from the strength concept, giving full play to and mobilizing the enthusiasm of netizens, so as to achieve self adjustment of network order.
