【摘要】：近代以來國人認為民主是救亡圖存、國家富強的工具。盧溝橋事變后,中華民族到了生死存亡的關(guān)頭,國共兩黨合作,全民族英勇抵抗倭寇的侵略。為了有效的動員抗戰(zhàn)力量,在野各派要求國民政府組織各級民意機構(gòu),國民政府在中央成立國民參政會,同時要求各省市成立臨時參議會。陜西省政府為陜西省臨時參議會的成立積極籌備。陜西省咨議局和省議會等民主實踐為陜西省臨時參議會提供經(jīng)驗和教訓(xùn)。陜西省臨時參議會成立于1939年7月1日,解散于1945年12月20日,共存在兩屆,舉行11次大會,通過提案710件。陜西省臨時參議會是戰(zhàn)時咨議機構(gòu),組織主要有議長副議長、駐會委員會、審查委員會、視察團、秘書處等,職權(quán)主要有決議權(quán)、建議權(quán)、聽取施政報告權(quán)、詢問權(quán)、選舉權(quán)等。參議員認為職權(quán)過于狹小,不能有效的發(fā)揮作用,一直嘗試擴大職權(quán),但沒成功。戰(zhàn)時的環(huán)境決定了陜西省臨時參議會的主要關(guān)注目標是實現(xiàn)戰(zhàn)爭的勝利,糧政和兵役是戰(zhàn)時的兩大要政。糧政和兵役辦理的好壞直接關(guān)系著抗戰(zhàn)的勝負,陜西省臨時參議會對糧政和兵役關(guān)注度最高。在糧政和兵役方面,陜西省臨時參議會提出了諸多切實可行的方案,原則為統(tǒng)籌政府和民眾的利益,在滿足抗戰(zhàn)需要的前提下盡量減少民眾的痛苦。隨著戰(zhàn)局不斷好轉(zhuǎn),特別是到了勝券在握的時候,陜西省臨時參議會對建設(shè)現(xiàn)代化的新陜西較為關(guān)注,積極為陜西的政治、經(jīng)濟、教育等方面的建設(shè)出謀劃策,做出了一系列有益的探索。作為體制外的力量,陜西省臨時參議會與陜西省政府具有協(xié)調(diào)和沖突的雙重關(guān)系,總體上較為和諧,但在一些重大問題上也存在沖突,并貫穿其始終。陜西省臨時參議會是戰(zhàn)時陜西最高的咨議機構(gòu),同時陜西省政府也需要借助陜西省臨時參議會來推行政令,特別是參議員是陜西各界精英的代表,具有較大的政治潛力,加上參議員借助陜西臨時參議會積極參政議政,陜西省臨時參議會對戰(zhàn)時陜西的各方面產(chǎn)生重要的影響。陜西省臨時參議會為抗戰(zhàn)的勝利做出了一定的貢獻,在一定程度上減輕了陜西民眾的負擔,為陜西省參議會的實踐提供了借鑒。陜西省臨時參議會是西方民主制度與抗戰(zhàn)環(huán)境相結(jié)合的產(chǎn)物,是近代中國民主探索的重要一環(huán)。
[Abstract]:Since modern times, Chinese people believe that democracy is a tool to save the nation and save the nation. After the Lugou Bridge incident, the Chinese nation came to the juncture of survival and death, and the Kuomintang and the Communist Party cooperated with each other. The whole nation bravely resisted the Japanese aggressors. In order to effectively mobilize the forces of resistance, the opposition factions demanded that the national government organize public opinion organizations at all levels, and the national government set up a national political council at the central level. At the same time, the provincial and municipal governments are required to set up provisional council. The Shaanxi provincial government is actively preparing for the establishment of the provisional council of Shaanxi province. The democratic practices such as the Shaanxi provincial council and the provincial council provide experience and lessons for the provisional council of Shaanxi province. The Provisional Council of the Western Province was established on July 1st 1939. Dissolution in December 20th 1945, there were two sessions, held 11 meetings, 710 proposals adopted. The Shaanxi Provincial Provisional Senate is the wartime advisory body, organized mainly by the Deputy Speaker of the Speaker. The standing Committee, the examination Committee, the visiting Mission, the Secretariat, and so on, have the power to decide, advise, listen to the policy address, inquire about the right to vote and so on. The senator thinks that the power is too narrow. Unable to play an effective role, has been trying to expand power, but not successful. The wartime environment decided that the provisional council of Shaanxi Province's main goal is to achieve the victory of the war. Grain administration and military service are two important policies in wartime. The grain administration and military service management are directly related to the victory or failure of the War of Resistance against Japan. The Shaanxi Provincial Provisional Senate pays the highest attention to grain policy and military service. The provisional council of Shaanxi Province put forward many practical plans, the principle is to co-ordinate the interests of the government and the people, in order to meet the needs of the anti-Japanese war under the premise of reducing the suffering of the people. As the war situation continues to improve. Especially at the time of victory, the temporary Senate of Shaanxi Province pays more attention to the modernization of the new Shaanxi, actively for Shaanxi's political, economic, educational and other aspects of the construction of planning. Made a series of beneficial exploration. As a force outside the system, the provisional Senate of Shaanxi Province and the Shaanxi Provincial Government have a dual relationship of coordination and conflict, and generally more harmonious. However, there are also conflicts on some important issues, which run through it all the time. The Shaanxi Provisional Senate is the highest advisory body in the wartime, and the Shaanxi Provincial Government also needs to use the interim Council of Shaanxi to carry out the decree. In particular, senators are representatives of the elite in Shaanxi, and have greater political potential, plus senators actively participate in political affairs with the help of the temporary Senate of Shaanxi. The provisional council of Shaanxi province had an important influence on all aspects of Shaanxi during the war. The provisional council of Shaanxi province made a certain contribution to the victory of the war of resistance and lightened the burden on the people of Shaanxi to a certain extent. The provisional Senate of Shaanxi Province is the product of the combination of the western democratic system and the environment of the Anti-Japanese War and an important part of the democratic exploration in modern China.
